Mobilising helpers in the event of a flood or letting friends know that you are okay in the event of a terrorist attack - more and more people are using social media in emergency, crisis or disaster situations. Storms, floods, attacks or pandemics (esp. COVID-19) show that citizens use social media to inform themselves or to coordinate. This book presents qualitative and quantitative studies on the attitudes of emergency services and citizens in Europe towards social media in emergencies. Across the individual sub-studies, almost 10,000 people are surveyed including representative studies in the Netherlands, Germany, the UK and Italy. The work empirically shows that social media is increasingly important for emergency services, both for prevention and during crises; that private use of social media is a driving force in shaping opinions for organisational use; and that citizens have high expectations towards authorities, especially monitoring social media is expected, and sometimes responses within one hour. Depending on the risk culture, the data show further differences, e.g. whether the state (Germany) or the individual (Netherlands) is seen as primarily responsible for coping with the situation.

The book poses the questions: how do law and policing relate; and can police practices be significantly changed by means of legal regulation? In examining these questions, this book deals with issues which are at the heart of contemporary debates about policing. It contains empirical research from England and Australia in the context of the international policing literature, arguing that studies of policing need theoretical and comparative development. The structure of the book is as follows. The first chapter provides a detailed critical reading of three theoretical conceptions of law in policing which the author terms legalistic-bureaucratic, culturalist, and structural. Chapter two examines the concept of police powers, using historical material from England and Australia. The way in which empirical work can generate theoretical reconsideration is shown in Chapter three, which considers the ways in which legal regulation of policing may be evaded by obtaining a suspect's 'consent' to policing practices such as search and detention, and considers the implications of this for conceptions of policing. Chapters four and five focus on the key policing practice of custodial interrogation in, respectively, England and Australia. This leads, in Chapter six, to the long controversy about the right of silence (and to its severe restriction in the Criminal Justice and Public Order Act 1994). In communities plagued by conflict along ethnic, racial, and religious lines, how does the representation of previously-marginalized groups in the police affect crime and security? Drawing on new evidence from policing in Iraq and Israel, Policing for Peace shows that an inclusive police force provides better services and reduces conflict, but not in the ways we might assume. Including members of marginalized groups in the police improves civilians' expectations of how the police and government will treat them, both now and in the future. These expectations are enhanced when officers are organized into mixed rather than homogeneous patrols. Iraqis indicate feeling most secure when policed by mixed officers, even more secure than they feel when policed by members of their own group. In Israel, increases in police officer diversity are associated with lower crime victimization for both Arab and Jewish citizens. In many cases, inclusive policing benefits all citizens, not just those from marginalized groups.

The Sensation of Security explores how private security guards are a permanent, conspicuous fixture of everyday life in the Brazilian city of Rio de Janeiro. Drawing on long term ethnographic research with security laborers, managers, company owners, and elite global consultants, Erika Robb Larkins examines the provision of security in Rio from the perspective of security personnel, providing an analysis of the racialized logics that underpin the ongoing work of securing the city. Larkins shows how guards communicate a sensacao de seguranca (a sensation of security) to clients and customers who have the capital to pay for it. Cultivated through performances by security laborers, the sensation of security is a set of culturally shaped racialized and gendered impressions related to safety, order, well-being, and cleanliness. While the sensacao de seguranca indexes an outward facing task of allaying fear of crime and maintaining order in elite spaces, it also refers to the emotional labor and embodied worlds that security workers navigate.

Middle Eastern police forces have a reputation for carrying out repression and surveillance on behalf of authoritarian regimes, despite frequently under enforcing the law. But what is their role in co-creating and sustaining social order? In this book, Jessica Watkins focuses on the development of the Jordanian police institution to demonstrate that rather than being primarily concerned with law enforcement, the police are first and foremost concerned with order.
