Trust between law enforcement agencies and the people they protect and serve is essential in a democracy. Policing is a controversial subject, generating considerable debate. One issue of concern has been "racial profiling" by police, that is, the alleged practice of targeting individuals and groups on the basis of "race." In The Vigilant Eye, Greg Marquis combines the narrative and chronological approach of traditional institutional history with the critical approaches of social history, legal history and criminology. Using an epidemiological approach, this text charts the changes wrought by misguided social policy on the American landscape since the 1970s. It begins with the decision of Nixon's urban advisor, Daniel Patrick Moynihan, acting on the advice of New York City and the Rand Institute, to operate benign neglect and planned shrinkage on the fire companies of New York. These policies caused massive closure of fire companies, particularly in the poor minority communities with overcrowded, aged housing, such as the South Bronx, Harlem, Brownsville and Bedford-Stuyvesant. An epidemic of fires broke out, landlords abandoned properties and the middle class left the city in droves. Communities were shattered both physically and socially. Public health deteriorated and violent crime spiralled upwards. A tubercolosis epidemic took hold, with new case rates similar to those of South Africa. Drug abuse became widespread which led, in turn, to a large AIDS outbreak. Infant mortality soared. Soon the problems afflicting the communities of the city were spreading throughout the metro region and springing up across the country.

At approximately noon on Saturday 9 August 2014, Officer Darren Wilson of the Ferguson Police Department (FPD) shot and killed Michael Brown, an unarmed 18-year-old. Making use of archival documents, period newspapers, and oral interviews, African Police and Soldiers in Colonial Zimbabwe, 1923-80 examines the ambiguous experience of black security personnel, police, and soldiers in white-ruled Southern Rhodesia (now Zimbabwe) from 1923 through independence and majority rule in 1980. Across the continent, European colonial rule could not have been maintained without African participation in the police and army. In Southern Rhodesia, lack of white manpower meant that despite fear of mutiny, blacks played an increasingly prominent role in law enforcement and military operations and from World War II constituted a strong majority within theregular security forces. Despite danger, Africans volunteered for the police and army during colonial rule for a variety of reasons, including the prestige of wearing a uniform, the possibility of excitement, family traditions, material considerations, and patriotism. As black police and soldiers were called upon to perform more specialized tasks, they acquired greater education and some -- particularly African police -- became part of the emerging westernized African middle class. After retirement, career African police and soldiers often continued to work in the security field, some becoming prominent entrepreneurs or commercial farmers, and generally composed a conservative, loyalist element in African society that the government eventually mobilized to counter the growth of African nationalism. Tim Stapleton here mines rich archival sources to clarify the complicated dynamic and legacy of black military personal who served during colonial rule in present-day Zimbabwe. Everyone is for "democratic policing"; everyone is against a "police state." But what do those terms mean, and what should they mean? The first half of this book traces the connections between the changing conceptions of American democracy over the past half-century and the roughly contemporaneous shifts in ideas about the police-linking, on the one hand, the downfall of democratic pluralism and the growing popularity of participatory and deliberative democracy with, on the other hand, the shift away from the post-war model of professional law enforcement and the movement toward a new orthodoxy of community policing. In doing so Anastasia Dukova provides much needed nuance and complexity to our understanding of Ireland as a whole, and Dublin in particular, demonstrating that it was far more than a lawless place ravaged by political and sectarian violence. Simultaneously, the book tells the story of the bobby on the beat, the policeman who made the organisation; his work and day, the conditions of service and how they affected or bettered his lot at home and abroad.

Transparency has in recent years become a buzzword in the economic-political debate about prospects for economic growth in general and for Europe in particular. A number of events, trends, and developments for example the East-Asian financial crisis, a series of corporate governance scandals in the United States and in Europe, the introduction of the euro as a common currency in part of the European Union, a global trend toward politically independent central banks, growing attention to environmental issues, and attempts to reform the governance structures of supranational and multilateral organizations such as the EU and the UN have made transparency an issue of highest concern. However, the long and winding road leading from improved transparency in Europe to increased economic growth in the region has never been mapped out in a coherent way. The reason is simply that the causal chain from transparency to growth needs to be discussed in a comprehensive, interdisciplinary way, incorporating different research areas and traditions from accounting to economics and political science. This book attempts to bridge that gap in current literature.
What is transparency? Are there different kinds of it? What does it do? How much of it do we need, and for what purpose? In this book, the purpose of transparency is assumed ultimately to be higher rates of economic growth, and so the analyses in the different chapters take an instrumental view of transparency, where the relevant question is whether increased transparency leads to more efficient resource allocation. The chapters address transparency in different markets and at different levels: from corporate financial disclosure to lobbying;from the risk incentives facing banks to competition and environmental policies.
