The Department of Homeland Security's (DHS) Federal Protective Service (FPS) and the Department of Justice's (DOJ) United States Marshals Service (USMS) experience a range of challenges in their efforts to provide effective security screening. FPS and USMS conduct building security screening at thousands of GSA buildings across the country. This book examines the challenges federal entities face in their efforts to prevent prohibited items and individuals who may pose a security threat from entering GSA buildings; and actions federal entities have taken to assess the effectiveness of their screening efforts, and the results of those actions. Whistleblowers help safeguard the federal government against waste, fraud, and abuse -- however, they also risk retaliation by their employers. For example, in 2002, a former FBI agent allegedly suffered retaliation after disclosing that colleagues had stolen items from Ground Zero following the September 11, 2001, terrorist attacks. The Department of Justice (DOJ) found in her favor over 10 years after she reported the retaliation. The Government Accountability Office (GAO) reviewed DOJ's process for handling such complaints and in this book examines the time DOJ took to resolve FBI whistleblower retaliation complaints; the extent to which DOJ took steps to resolve complaints more quickly; and the extent to which DOJ complied with certain regulatory reporting requirements. Furthermore, in the context of the Intelligence Community (IC), whistleblowers are generally employees or contractors of federal intelligence agencies who bring to light information on agency wrongdoings. The threat of retaliation may deter potential whistleblowers from disclosing information on agency wrongdoing. There is seemingly tension between the desire to eliminate this deterrence, and thus encourage whistleblowers to bring agency misconduct to light, and the need to protect government secrets which, if disclosed publicly, could be harmful to the country's national security interests. This book concludes with a discussion on three sources of IC whistleblower protection against retaliation.

In 2011, U.S. households experienced about 3,394,700 burglary victimisations. Persons age 12 or older who had disabilities experienced 1.3 million nonfatal violent crimes in 2012. Nonfatal violent crimes include rape, sexual assault, robbery, aggravated assault, and simple assault. In 2012, an estimated 293,800 nonfatal violent and property hate crime victimisations occurred against persons age 12 or older residing in U.S. households. Seasonal patterns exist when similar fluctuations in the victimisation rates tend to recur each year during the same season. This book adds to knowledge about chief police officers in England and Wales by exploring their understandings of the right of police to exercise power. Their beliefs, motivations, backgrounds, and cultures are examined. Light is cast on how they perceive power, coercion, control, policing purpose, gendered understandings, protecting people, vulnerability, policing by consent, discretion, operational independence, law and the oversight and political direction (or governance), and accountability of police. Chief officers used three legitimating narratives based on: protecting people - particularly the most vulnerable - policing by consent, and law and the oversight and political direction of police. These accounts are assessed. Damaged processes of police governance that risk undermining police leadership and legitimacy are revealed. Critically, chief officers' understandings of legitimacy are found to be confused, conflicted, and, above all, convenient in supporting them in asserting a privileged position from which they can pursue their preferences for the use of power.
