Liverpool gained a unique and notorious reputation during the 19th century for being an abnormally violent and criminal place. 'The Monster Evil' intends to explore the historical foundations of this stigmatization: were the fears real or an invention of the Victorian newspapers? In answering such questions the book examines Liverpool's violent crime and how effectively it was policed by the newly established constabulary through the use of local and national press reports, contemporary accounts and police records. The rise of CCTV camera surveillance in Britain has been dramatic. Practically every major city now boasts a CCTV system aimed at, among other things, preventing, detecting and reducing the fear of crime. Increasingly these developments are mirrored in villages, shopping malls, residential estates, transport systems, schools and hospitals throughout the country. In short, for the majority of citizens it is now impossible to avoid being monitored and recorded as we move through public space. Surveillance, CCTV and Social Control represents the first systematic attempt to account for this phenomenon. It brings together leading researchers from the fields of anthropology, criminology, evaluation, geography, sociology and urban planning to explore the development, impact and implications of CCTV surveillance. The competition for limited health care resources is intensifying. We urgently need an acceptable method for deciding how they should be allocated. But the goods that health care produces are of very different kinds. Health care can extend the lives of children and of older people. It can make it possible for a person to walk, when without health care that person would be permanently bedridden; and it can reduce the pain and distress of people who are terminally ill. How can we possibly decide which of these - and many more - diverse achievements of health care are more deserving than others? We need a common unit by which we might be able to measure these very different goods. The Quality-Adjusted Life Year, or QALY, is the most developed proposal for such a unit of measure. In this book a distinguished team of ethicists and economists defend the core of the QALY proposal: that health care resources should be used so as to produce more years of life, of the highest possible quality. This leads to a discussion of such fundamental questions as whether all lives are of equal value, whether health care should be allocated on the basis of need and whether the QALY approach incorporates an adequate account of fairness or justice. The result is the most thorough account yet of the ethical issues raised by the use of the QALY as a basis for allocating health care resources.

Policing does not happen in a vacuum. The mood, viewpoints, and stresses of society impact how policing occurs and how it is perceived. This most recent round of public unrest was sparked by the senseless, needless, and improper death of George Floyd. Do you give to someone begging? For centuries, the figure of the beggar has caused public fear, sympathy and confusion. In this book, criminologist Joe Hermer explores how the dilemma of giving to someone begging today has become an unusual site of regulation, public inquiry and law reform. This book investigates why handing pocket change to someone begging is now widely viewed as a gift crime, one that attempts to make the giving public complicit in the policing and control of visibly poor people. Drawing on the historical insight that public feeling is a central problem of policing the vagrant beggar, the author examines how a quirky provincial experiment to stop people giving to beggars morphed into an unlikely movement across England. Hermer ranges widely in his analysis, with discussions of 'diverted giving' schemes, specialised police operations, activist efforts to repeal the Vagrancy Law, and begging-like activities such as busking, Big Issue vending and flag day collections. The author pays particular attention to the Vagrancy Act 1824 and the historic reforms enabled by gift crime regulation to this storied area of criminal law. The consequence, this book argues, is the continuing abandonment of some of the most vulnerable individuals in society through direct appeals to compassion and kindness.

This book examines the nature of protest and the way in which the police and state respond to the activities associated with this term. Protest is explored within the context of the perceived decline in public engagement with recent general election contests. It is often thought that protest is regarded as an alternative to, or as a replacement for, formal political engagement with electoral politics, and this book provides a thoughtful assessment of the place of protest in the contemporary conduct of political affairs. Analysing key forms of protest such as: demonstrations, direct action, protest conducted within the workplace, riots and terrorism, this study also illustrates each of these activities with a wide range of examples of events that have taken place within the UK since 1945. It will be of keen interest to students of criminology, criminal justice studies, police studies and politics.
Based on interviews with former police officers, this book addresses two main issues. Firstly, the question of how the police themselves viewed the priorities of the job and what they considered their role to be. This is the first study to consider this question and its implications for the style and content of police work. Secondly, it challenges the view of the prewar period as a "Golden Age", and shows that policing from the 1930s to the 1960s was not as unproblematic as has often been assumed. Police violence and the fabrication of evidence were more prevalent than the cosy image of the British TV series Dixon of Dock Green would have us believe. The fact that this image often went unchallenged has much to do with prevailing concepts of masculinity and with the greater moral certitude of the police within a more stable and stratified society.
The words "identity", "diversity", "multiculturalism", and "Eurocentrism" have become familiar to us through a process of political and cultural transformation. In the United States, a great national debate rages over fears that the country will fall apart and sacrifice its free speech to "political correctness". Police who engage in torture are condemned by human rights activists, the media, and people across the world who shudder at their brutality. Stark revelations about torture by American forces at places like Guantanamo Bay have stoked a fascination with torture and debates about human rights. Yet despite this interest, the public knows little about the officers who actually commit such violence. How do the police understand what they do?
