The story of sex tourism in the Gringo Gulch neighborhood of San Jose, Costa Rica could be easily cast as the exploitation of poor local women by privileged North American men men who are in a position to take advantage of the vast geopolitical inequalities that make Latin American women into suppliers of low-cost sexual labor. But in Gringo Gulch, Megan Rivers-Moore tells a more nuanced story, demonstrating that all the actors intimately entangled in the sex tourism industry sex workers, sex tourists, and the state use it as a strategy for getting ahead. Rivers-Moore situates her ethnography at the intersections of gender, race, class, and national dimensions in the sex industry. Since the time of the printing press, technology has played a key role in the evolution of individual rights and helped privacy emerge as a formal legal concept. All governments exercise extraordinary powers during national security crises. In the United States, many imminent threats during the twentieth century induced heightened government intrusion into the privacy of Americans. The Privacy Act of 1974 and the Foreign Intelligence Surveillance Act (FISA, 1978) reversed that trend. Other laws protect the private information of individuals held in specific sectors of the commercial world. Risk management practices were extended to computer networks, and standards for information system security began to emerge. The National Institute of Standards and Technology (NIST) incorporated many such standards into its Cybersecurity Framework, and is currently developing a Privacy Framework. These standards all contribute to a patchwork of privacy protection which, so far, falls far short of what the U.S. constitutional promise offers and what our public badly needs. Greater privacy protections for U.S. citizens will come as long as Americans remember how democracy and privacy sustain one another, and demonstrate their commitment to them.

When Ronald Reagan became president in 1981, immigration and refugee policy was among the unresolved matters that he inherited from his predecessor, Jimmy Carter. Over three decades later, it remains largely unresolved, due not only to the men who would inhabit the White House, but to interest groups and members of Congress, many of them Catholic, on all sides of the issue. Carter appointed a Catholic priest, University of Notre Dame President Rev. Theodore Hesburgh, to chair the Select Commission on Immigration and Refugee Policy. The commission's report, released in the early days of the Reagan Administration, helped produce the Immigration Reform and Control Act, signed by Reagan in 1986. Since it offered amnesty to those who were in the country illegally, Catholic immigration advocates, led by the American bishops, applauded the law as consistent with the church's sacred mission and proud history of compassion toward strangers. These Catholics were also on the same side as the White House when George H. W. Bush signed the Immigration Act of 1990, which raised the ceiling for legal immigration; when George W. Bush in 2006 and BarackObama in 2013 supported comprehensive immigration bills which passed the Senate; and when Obama granted temporary residence to the foreign-born children of undocumented immigrants in 2012. But they challenged the restrictive 1996 Illegal Immigration Reform and Immigrant Responsibility Act signed by Bill Clinton; the interior enforcement efforts of George W. Bush and Barack Obama; and the border control and refugee policies undertaken by all presidents from Reagan to Obama. Rather than helping to overcome the growing political divide over immigration in the country and the church, Catholics on the outer edges of the issue contributed to it. By eschewing compromise in favor of confrontation, Catholic legislators from both parties too often helped prevent Congress from giving the presidents, and the public, most of what they wanted on immigration reform. By forsaking political reality in the name of religious purity, Catholic immigration advocates frequently antagonized the presidents whose goals they largely shared, and ultimately disappointed the immigrants they so badly wanted to help.

Corruption, generally defined as the abuse of entrusted power for private gains, has been the growing center of attention of many social scientists since the end of the cold war. Corruption can be seen in different perspectives depending on cultural background and it is defined in many spectrums by different scholars. This book provides current research on the political, economic and social issues of corruption. The first chapter begins with a review of social and political issues of a globalised economy. Chapter two presents a review of the literature on the economics of corruption. Chapter three tackles corruption in politics and public service. This book explores the current impasse that global regulators face in the digital sphere. Computer technology has advanced human civilization tenfold, but the freedom to interact with others in cyberspace has made individuals, discrete communities, organizations and governments more vulnerable to abuse. In consequence, political decision-makers are seriously considering granting limited legal immunity to victims who decide to 'hack- back.' Many victims frustrated by the slow pace of law enforcement in cyberspace have chosen to 'take the law into their own hands,' retaliating against those who have stolen valuable data and damaged network operations. Political deliberations about limited immunity for hackbacks usually ignore global justice and moral justifications for 'active defense' policies. Typically, cyber security policies balance deterrence against two different understandings of morality and the 'good life' : fairness or welfare. This book proposes a third moral rationale for cyber security policies : capability theory, developed principally by Amartya Sen and Martha Nussbaum. Properly formulated, a capability-based defense of retaliatory hackbacks can minimize attribution and cyber-escalation risks, deter bad behavior by casual computer users, disingenuous security experts, big tech companies, criminals and rogue governments, and satisfy calls for more retributive and distributive justice in the 'open world'. Birth controlled analyses the world of selective reproduction - the politics of who gets to legitimately reproduce the future - through a cross-cultural analysis of three modes of 'controlling' birth: contraception, reproductive violence and repro-genetic technologies. It argues that as fertility rates decline worldwide, the fervour to control fertility, and fertile bodies, does not dissipate; what evolves is the preferred mode of control. Although new technologies like those that assist conception or allow genetic selection may appear to be an antithesis of other violent versions of population control, this book demonstrates that both are part of the same continuum. All population control policies target and vilify women (Black women in particular), and coerce them into subjecting their bodies to state and medical surveillance; Birth controlled argues that assisted reproductive technologies and repro-genetic technologies employ a similar and stratified burden of blame and responsibility based on gender, race, class and caste. To empirically and historically ground the analysis, the book includes contributions from two postcolonial nations, South Africa and India, examining interactions between the history of colonialism and the economics of neoliberal markets and their influence on the technologies and politics of selective reproduction. Since 1983, the 8th Amendment to the Constitution has recognised the "unborn" as having a right to life equal to that of the "mother". Consequently, most people in Ireland who wish to bring their pregnancies to an end either import the abortion pill illegally, travel abroad to access abortion, or continue with the pregnancy against their will. Now, however, there are signs of change. A constitutional referendum will be held in 2018, after which it will be possible to reimagine, redesign, and reform the law on abortion. Written by experts in the field, this book draws on experience from other countries, as well as experiences of maternal medical care in Ireland, to call for a feminist, woman-centered, and rights-based radical new approach to abortion law in Ireland.
