The workshop attracted wide participation from relevant Russian and western organizations. International expertise from several related fields went together to produce a thorough understanding of the present status and how to develop the use of overall risk assessments and environmental impact assessments to ensure a sound use of resources when carrying out the tremendous work that must be carried out to clean up the cold war legacy. Important conclusions and recommendations have been produced and set out in the main report, providing a good basis for further development.

Such development should note that safety and environmental performance can be addressed at three levels:

1. Compliance-focused;
2. Beyond compliance, towards best practice; and
3. Continuous improvement.

The aim is to progress from a) to b) and eventually reach c). The levels refer both to operatorsa (TM) performance and regulatorsa (TM) and other stakeholdersa (TM) expectations.

Fundamentally, compliance cannot be achieved without the application of environmental impact assessment and risk assessment a" to judge whether protection objectives have been met. Major progress has been made towards developing common methodologies, although there are still improvements to be made, including a common understanding of objectives and interpretation of results. In addition, improved assessment capabilities are required to help distinguish multiply characterised options within a process of options assessment. In turn, this has to rely on broader holistic understanding of the issues as well as wide stakeholder involvement.

From the viewpoint of the proponents ofany new development, the preparation of an environmental statement in parallel with project design provides a useful framework within which environmental considerations and design development can interact. Environmental analysis may indicate ways in which the project can be modified to avoid possible adverse effects, for example through considering more environmentally friendly alternatives. Taking these steps is likely to make the formal regulatory and planning approval stages run more smoothly.

There are three rudiments to the art of modelling: intuition, a sound theoretical background and experience. Intuition is beyond the reach of any teaching. Experience may to some extent be substituted by studying existing models. Initially, the foundations for the theoretic background needed in modelling must be laid down. This book defines the wide application of the term. The basic concepts are imaging processes and the fine structure of mappings. Every decision, every action, even the refusal to either act or decide involves some element of risk. Perhaps, because we accept relatively low levels of risk in our daily activi ties, we tend to minimize the existence of risk and thereby fail to include risk assessment in those decisions and actions which could be improved through a risk assessment process. However, our casual approach to risk assessment seems to stem largely from the diffi culties inherent in measuring risk rather than from any lack of cognizance of the existence of risk. This conclusion is evidenced by the many statements in official documents relating to planning and evaluation which suggest that risk assessments should be con ducted but do not provide the mechanism for such assessments nor do they encourage their consideration in the decision making process. Image synthesis across and within medical imaging modalities is an active area of research with broad applications in radiology and radiation oncology. One of the main outcomes of the eleven meetings of the Working Party was the recognition of the importance of interdisciplinary studies linking regional geochemistry with plant, animal and human health. The effects of major element deficiencies or excesses on plant health are well known; this is not the case for trace elements. In fact, rapid and reliable analytical methods for determining trace element abundances have only recently become available, and it is to be expected that important new information on trace element levels will be forthcoming. This, however, is only part of the problem because other factors such as element speciation, uptake and transmission may be more significant than total concentration. The pathways of elements from crops to animals are relatively well defined, but the aetiology of diseases attributable to elemental inadequacies or excesses is generally quite complex. Nevertheless, there is good evidence for diseases in livestock in the British Isles induced by deficiencies of Cu, Se and Co and Mo excess. On a world scale there is also convincing data on the effect of Na, P and I deficiencies and F excess on animal health. What is generally lacking, however, is adequate interaction between geochemists and biochemists, veterinary scientists and other concerned with animal health. Interpretation of geochemical data is complex as are connections between elemental abundances and the health of animals.

The main subject of the Workshop was the new developments about the cost effective treatment techniques for better removal efftciencies and dis cussion of policies for pollution control. Although effluent water quality requirements differ from one country to another, their application will be an efficient mean for water pollution control. One of the principal concerns in recent years regarding the atmospheric environment has been the formation of ozone and other photo-oxidants over much of Europe in the summer. Ozone is formed in the atmosphere by a complex series of chemical reactions in the presence of sunlight from volatile organic compounds and nitrogen oxides.
