The performance of irrigation schemes that carry sediment laden water is often poor. Modern irrigation schemes are increasingly demand based, which means that the water flow in the canals is determined by the crop water requirements. Accordingly the flow in the canal network is not constant as the crop water requirement changes with the climate and the growing stages. Also the inflow of the sediment is not constant throughout the irrigation season. Such schemes, particularly having unlined canals in alluvial soils, are difficult to design and to manage without compromising the flexibility or maintenance cost. This research has made an in-depth assessment on the role of sediment in the design and management of an irrigation scheme by using the data of Sunsari Morang Irrigation Scheme, Nepal. An analysis of the velocity and shear stress distribution across a non-wide trapezoidal canal has been made to derive the correction factor for the sediment transport predictors.

Old forms of governance in both public and private sectors are becoming increasingly irrelevant because of rapidly changing conditions. Because of these changes, both governance processes and the scope of the institutions through which power is exercised throughout society may have to undergo a radical break with the past and prevailing models of governance. Water sector is an integral part of the global system. Consequently, its governance processes and the institutions responsible for its management must change as well in order to cope with the current challenges and potential future changes. Because of these current and future changes, water governance may have to change more during the next 20 years compared to the past 2000 years, if societal expectations are to be successfully met. All these changes will make water governance more complex than ever before witnessed in human history. Improving water governance will require good and objective analyses of case studies from different parts of the world as to what has worked, why and the enabling environments under which good governance has been possible. The present volume analyses case studies of good water governance from different parts of the world, and for different water use sectors. It concludes with an analysis of the critical issues that should be considered for water governance and a priority research agenda for improving water governance in the future. Phenology refers to recurring plant and animal life cycle stages, such as leafing and flowering, maturation of agricultural plants, emergence of insects, and migration of birds. It is also the study of these recurring events, especially their timing and relationships with weather and climate. Phenological phenomena all give a ready measure of the environment as viewed by the associated organism, and are thus ideal indicators of the impact of local and global changes in weather and climate on the earth's biosphere. Assessing our changing world is a complex task that requires close cooperation from experts in biology, climatology, ecology, geography, oceanography, remote sensing, and other areas. Methane Emissions from Unique Wetlands in China: Case Studies, Meta Analyses and Modelling is a landmark volume in the development of studies about methane emission from wetlands. Although there are books about methane emissions from rice paddies, natural wetlands and reservoirs, this book is the first one that provides information about methane emission from wetlands in China. Moreover, the book picks up very unique wetlands, alpine wetlands on the eastern edge of the Qinghai-Tibetan Plateau, and Three Gorges Reservoir (the world's largest hydroelectric reservoir) as cases to study methane emissions. It reviews and meta-analyses methane emissions from rice paddies, natural wetlands and lakes in China during the past twenty years. Another limited and outmoded approach is an exaggerated focus on Western interventions, especially military ones, as a "solution" to problems in poor or conflict-prone areas. "Human Security" was introduced as a construct by the UNDP in 1994. The inherent combination of law-enforcement and people-centred humanitarianism has strived to provide an umbrella to both protect people from threats while empowering them to control their destinies. But with accelerating economic globalization and information flows there is a need to revisit the concept. A new paradigm of Sustainable Human Security is required. This book argues that proponents of a human security approach should welcome efforts to remove the barriers between enterprise, corporations, aid and development agencies, government agencies, citizen groups and the UN; and work towards multi-stakeholder approaches and solutions for vulnerable populations. Such an approach is clearly vital in responding to the imperatives of concerted action on issues such as climate change, HIV, terrorism, organised crime and poverty. The agenda may have changed, but it remains true that almost all human tragedies are avoidable. During the last 10 years, there has been a revolution' in ecosystem modelling. The generality and predictive power of our models have increased in a way that was inconceivable 10 years ago. This book describes a new generation of practically useful models that predict as well as one can measure - if one measures well. And yet, they are driven by readily available driving variables and have a general structure that applies to most types of pollutants in aquatic systems. The major reason for this development is, in fact, the Chernobyl accident. Large quantities of radiocesium were released in April/May 1986 as a pulse. To follow the pulse of radiocesium through ecosystem pathways has meant that important fluxes and mechanisms, i.e., ecosystem structures, have been revealed. It is important to stress that many of these new structures and equations are valid not just for radiocesium, but for most types of contaminants, e.g. for metals, nutrients and organics. This means that the models, methods (of building and testing models) and equations described in this book for lakes and coastal areas should be of great interest also to other ecosystem modellers. Climate change is modifying, in varying measure, the coastal geography of States. The phenomenon is not temporary but is expected to carry on during the 21st century and beyond. A distinctive feature of modern international law is the concept of maritime zones. Each maritime area is subject to an intricate scheme of States’ rights and obligations. Coastal geography is a fundamental component of a long-standing method, developed and agreed upon between States, to establish the outward limits of these areas. A feature of this method is the baseline. In international law it is the only reference line from where the outward limits of maritime zones are measured. There are clear rules on how this is established along a coast. There is a concern amongst a number of States that rising sea water levels as a result of climate change may compel them to shift their baselines inward thus affecting the outward limits of their maritime zones. It is clear that the stability of maritime boundaries is put into question and this may bring about serious political, legal and economic repercussions. This concern may also affect the outcome of dispute settlement procedures before a competent international court or tribunal the purpose of which is to resolve overlapping maritime claims. Key questions emerge. What is the role played by coastal geography in the legal regime determining the outward limits of maritime zones? What are the consequences of changes to coastal geography? To what extent are dispute settlement procedures before a Court or Tribunal immune from this concern? Is international law able to address this? If so, in what way and what are its limits? What can be done to resolve this?

This book focuses on the West Bank in Palestine. The West bank suffers from extreme water scarcity, has (for political reasons) less water than is naturally available, and anticipates an increase in demand for water for reasons of population and economic growth. Therefore, the West Bank needs to shift away from the present approach to water. The book proposes a set of alternatives for sustainable water management in the domestic, agricultural and industrial sectors in the West Bank. Implementing a combination of water management alternatives as proposed in this book will put the water management in the West Bank in Palestine on the sustainable track.

Now and in the future, the ever-growing demand for drinking water will lead many cities to implement indirect water reuse programs, where wastewater effluent becomes part of the drinking water sources. Pollution of those sources with emerging contaminants (micropollutants) such as endocrine disrupting compounds, pharmaceutically active compounds, pesticides and personal care products is a fact known worldwide. In this thesis, nanofiltration (NF) and reverse osmosis (RO) are demonstrated to be appropriate technologies for removing a large number of micropollutants; however, the performance of NF and RO can be questioned because there are limited tools that optimise quantification of the removal of contaminants. Therefore, in this thesis, by means of the use of multivariate data analysis techniques, removal quantification is effectively determined and more understanding of the separation of micropollutants by membranes is achieved.

A NATO workshop was held in September 2007 under the Security through Science framework to consider the current challenges in regulation of the nuclear legacy. The overall objective was to share East-West competence and experience in radiation protection and nuclear safety supervision of installations built during the cold war, particularly in relation to regulatory strategies for safe decommissioning of unique or unusual nuclear facilities and remediation activities.

There were over 60 participants from 8 countries as well as representatives from the International Commission on Radiological Protection, the International Atomic Energy Agency and NATO. The organisations involved included regulatory authorities, operators and technical support organizations.

The new Russian Federation Unified State Programme for Handling Spent Fuel and Radioactive Waste was introduced and the steps necessary to set this up as a comprehensive programme of activities were described. Some waste management sites are in a poor state. Legacy management experience was provided from the UK, France and the USA. Information was provided on methods for site characterisation and separation of wastes into exempt, low-level and intermediate level waste, and the complication of dealing at the same time with chemical hazards, such as beryllium. Strategies for contaminated site management were also explained and the associated risk assessment methods outlined.

The Russian Federation has responsibility to manage its own nuclear legacy. But it is also one of several countries in the global network of nuclear activities. Harmonisation of approaches is valuable in building future cooperation, but local conditions may influence the best local solution. Accordingly, future exchanges, such as those provided for by this workshop, should be encouraged.

There are many complex issues to be addressed and they cannot all be solved at once. Clear recognition of the major threats, as well as weakness in regulatory processes, can be useful in directing future resources. However, at this stage it is clear that there are specific regulatory issues to address as well as a need to maintain development of an enhanced overall safety culture.

Such guidance needs to be thoroughly based on the best use of scientific and technical information. At the same time, part of the solution relates to policy issues and value judgements, and so broader interaction among regulators, operators and other stakeholders is to be encouraged.
