Dr. David Hamburg's groundbreaking book, "Preventing Genocide: Practical Steps toward Early Detection and Effective Action," approaches the problem of mass violence from three perspectives.The first part of the book examines the root causes of genocide, using illustrative case histories from the 19th century to the present to identify recurrent elements and patterns in genocides as they develop. A basic theme is that clear warnings always appear long before a genocide erupts, and that there are practical ways to prevent its outbreak before mass violence occurs. The second part of the book describes pillars of operational and structural prevention: elements in society that have strong long-term potential for preventing mass violence of all kinds. These pillars, if adequately constructed and sustained, greatly reduce the risk of genocide, war, and other atrocities. The third part considers what various organizations and institutions have done and can do to build and maintain the pillars. It concludes that international repositories of knowledge and skill in prevention are essential, to identify warning signals and to prepare and propose appropriate responses before a genocide begins. For this purpose it recommends the establishment of international centers of genocide and outlines their tasks.It is a unique book, highly interdisciplinary and international in scope, continuously linking research with active policy making. Work on the book has already stimulated significant movement in the United Nations and the European Union-the author of the book was appointed in 2006 to chair two distinguished international committees on genocide prevention-one reporting to Kofi Annan at the UN, theother to Javier Solana at the EU. The book aims at informing and educating the public at large about the intricacies of the Negotiation Dynamics at the WTO. It traces the period from the launch of the Uruguay Round in 1986 to its conclusion at Marrakesh in 1994 and the subsequent entry into force of the WTO on 1 January 1995. The book shows how WTO Ministerial Conference in Seattle was doomed to fail and its failure led to "trust deficit" between the developed countries on the one hand and certain key developing and least-developed countries on the other. Thus tracing the WTO saga that began in the wake of the failure at Seattle and the difficult path that led to the launch of a new Round at Doha in November 2001. The book throws light on India's domestic decision-making structure as well as some of the factors driving India's negotiating stance at the WTO. It also describes the current impasse at the WTO and offers some ideas to revive an institution that is so crucial for the smooth functioning of the multilateral trading system.
In recent years, a great deal of public attention has been focussed on multilateral institutions such as the World Bank, IMF and WTO. This book offers students, practitioners and activists a critical guide to these and other major institutions - the Regional Development Banks and UNDP - that make up the multilateral development system. It analyses how they operate with respect to financing and lending, the various roles that they play, and related changes in their policy concerns - such as structural adjustment, sustainable development, and governance. The emphasis is on politics within and also between multilateral institutions, analysing the relations - both competitive and collaborative - between, for example, the World Bank and UNDP. NGOs are also shown to be important actors, and the role they have played in recent years is critically assessed. This book is a study of the multiple meanings of European citizenship, which has been represented and publicly communicated by the European Commission in five distinctive ways - Homo Oeconomicus (1951-1972), A People's Europe (1973-1992), Europe of Transparency (1993-2004), Europe of Agorai (2005-2009) and Europe of Rights (2010-2014). The public communication of these five distinct representations of European citizenship reveal how the European Commission conceived of and attempted to facilitate the development of a Civil Europe. Ultimately this history, which is based upon an analysis of public communication policy papers and interviews with senior European Commission officials past and present, tells a story about changing identities and about who we as Europeans might actually be and what kind of Europe we might actually belong to.
Cohn's topic of global trade is of enormous and proliferating interest. How did democratic developing countries open their economies during the late-twentieth century? Since labor unions opposed free trade, democratic governments often used labor repression to ease the process of trade liberalization. Some democracies brazenly jailed union leaders and used police brutality to break the strikes that unions launched against such reforms. Others weakened labor union opposition through subtler tactics, such as banning strikes and retaliating against striking workers. Either way, this book argues that democratic developing countries were more likely to open their economies if they violated labor rights. Opening Up By Cracking Down draws on fieldwork interviews and archival research on Argentina, Mexico, Bolivia, Turkey, and India, as well as quantitative analysis of data from over one hundred developing countries to places labor unions and labor repression at the heart of the debate over democracy and trade liberalization in developing countries.

China-Africa economic tie has experienced lasting rapid growth since the 2000s, attracting lots of discussion on its nature and effects. However, theories on state-market dichotomy can hardly explain the strong momentum of bilateral cooperation. By examining a broad range of practices with solid field research, including trade, infrastructure, agriculture, manufacturing, industrial zones, labor and socio-environmental preservation, this book proposes a new angle of non-linear circular causality to understand Chinese approaches to work with Africa. Guided by the pursuit for sustainable growth rather than by specific models, Chinese actors are able to experiment diverse methods to foster structural transformation in Africa. Environmentalism and Global International Society reveals how environmental values and ideas have transformed the normative structure of international relations. Falkner argues that environmental stewardship has become a universally accepted fundamental norm, or primary institution, of global international society. He traces the history of environmentalism's rise from a loose set of ideas originating in the nineteenth century to a globally applicable norm in the twentieth century, which has come to redefine international legitimacy and states' global responsibilities. He shows how this deep norm change came about as a result of the interplay between non-state and state actors, and how the new environmental norm has interacted with the existing primary institutions of global international society, most notably sovereignty and territoriality, diplomacy, international law, and the market. The North-South global divide is as much about perception and prejudice as it is about economic disparities. Latin America is no less ruled by hegemonic misrepresentations of its national legal systems. The European image of its laws mostly upholds legal legitimacy and international comity. By contrast, diagnoses of excessive legal formalism, an extraordinary gap between law and action, inappropriate European transplants, elite control, pervasive inefficiencies, and massive corruption call for wholesale law reform.
