This Open Access book explains ASEAN's strategic role in managing great power politics in East Asia. Constructing a theory of institutional strategy, this book argues that the regional security institutions in Southeast Asia, ASEAN and ASEAN-led institutions have devised their own institutional strategies vis-a-vis the South China Sea and navigated the great-power politics since the 1990s. ASEAN proliferated new security institutions in the 1990s and 2000s that assumed a different functionality, a different geopolitical scope, and thus a different institutional strategy. In so doing, ASEAN formed a "strategic institutional web" that nurtured a quasi-division of labor among the institutions to maintain relative stability in the South China Sea. Unlike the conventional analysis on ASEAN, this study disaggregates "ASEAN" as a collective regional actor into specific individual institutions-ASEAN Foreign Ministers' Meeting, ASEAN Summit, ASEAN-China dialogues, ASEAN Regional Forum, East Asia Summit, and ASEAN Defense Ministers Meeting and ASEAN Defense Ministers Meeting-Plus-and explains how each of these institutions has devised and/or shifted its institutional strategy to curb great powers' ambition in dominating the South China Sea while navigating great power competition. The book sheds light on the strategic potential and limitations of ASEAN and ASEAN-led security institutions, offers implications for the future role of ASEAN in the Indo-Pacific region, and provides an alternative understanding of the strategic utilities of regional security institutions.
International Organizations and the Media in the Nineteenth and Twentieth Centuries is the first volume to explore the historical relationship between international organizations and the media. Beginning in the early nineteenth century and coming up to the 1990s, the volume shows how people around the globe largely learned about international organizations and their activities through the media and images created by journalists, publicists, and filmmakers in texts, sound bites, and pictures. The book examines how interactions with the media are a formative component of international organizations. Combined with the US pivot to Asia, NATO enlargement could press Russia and a rising China into a tighter alliance--but with Russia playing the role of a junior partner. This book argues for bringing Russia, Ukraine, and Turkey into a new Euro-Atlantic confederation, not only in order to draw Moscow away from forging a closer military relationship with Beijing but also to help revitalize a Europe in crisis. This book analyses the fifteen-year-long strategic partnership between NATO and the Gulf Cooperation Council (GCC). The book goes on to address several key questions raised in the year since the inception of the Istanbul Cooperation Initiative (ICI): Is the initiative a framework for consultation on Gulf and regional security issues? Is it a security initiative or a defensive one? Even more importantly, how was this initiative developed? A globalization of innovation has produced the most massive spurt in biotechnology in world history. Businesses, universities, and non-governmental organizations are collaborating to produce a "science-industrial complex" in biotechnology. Using case studies of stem cell research, cloning, genetically modified food, in-vitro fertilization, and chimeras in a number of Eastern and Western countries around the world, I argue that much of this biotech activity is global in nature and independent of state control. This shift in the relative influence of state and non-state actors has led to the virtual deregulation of biotechnology and the liberation of innovation from geo-political constraints. These trends post a number of interesting social, political, and ethical issues for the contemporary period and suggest the need to rethink how controversial moral issues are handled by the science-industrial complex.

Scholarship on NATO is often preoccupied with key episodes in the development of the organisation and so, for the most part, has remained inattentive to theory. International organisations (IOs) often receive a bad press, seen as intrusive, domineering and unresponsive to the needs of the people and countries they are meant to serve. The best way to understand the operation of these international organisations is to bring together those who represent their countries at IOs and those who have been working at IOs at various capacities and then to listen to their experiences. This book develops an alternative approach to the analysis of IOs that takes account of all those involved, whether state representatives, IO leaders and members of the secretariat. Experts with long experience in the WTO, the World Bank, the IMF, WIPO, the FAO and the WHO at senior level consider the workings of the IOs, and a conclusion that explicitly draws out the comparative lessons and contrasts the insights of practitioners from those of external observers. The World Health Organization (WHO) is undergoing a crisis of credibility and challenge. Having been subjected to a severe financial crisis and criticisms of its management of pandemics such as the H1N1 flu case and the outbreak of Ebola, with a new Director-General at its helm, it is an ideal time to review the WHO's past and current achievements including on-going operations and reported failures. Whilst time is given to recurrent attacks on WHO performance, it is balanced by also highlighting the WHO's leadership, its member states, and its influence on other actors, NGOs and business. As such, this study reviews the WHO's actions in the most visible programmes such as SARS, H1N1, Ebola and also smallpox, malaria, onchocerciasis, polio and AIDS. The research presented in this book provides a stakeholder analysis of human rights protection at a time when the region appears to be regressing into an insidious and deep authoritarianism. As political space shrinks in Southeast Asia, the book provides an insight into how civil society engaged with the Universal Periodic Review (UPR) of the United Nations Human Rights Council during the first (2008-2011) and second (2012-2016) cycles. Through evidence-based research, the authors in this volume identify gaps in human rights reporting and advocacy during the UPR, notably on civil and political issues such as the right to life, freedom of expression, freedom of religion and belief, extrajudicial killings, arbitrary detention and claims for greater autonomy. In short, The Universal Periodic Review of Southeast Asia: Civil Society Perspectives, highlights the need for more engagement on civil and political issues during the third cycle of the UPR in 2017-2020. Failing this, the UPR process risks being reduced to a platform where civil society only engages on issues that States are willing to cooperate on. If this is the case, Southeast Asia's democratic transition will suffer a long term set back.
Geopolitical shifts, increasing demands for accountability, and growing competition have been driving the need for change within transnational nongovernmental organizations (TNGOs). As the world has changed and TNGOs' ambitions have expanded, the roles of TNGOs have shifted and their work has become more complex. To remain effective, legitimate, and relevant in the future necessitates organizational changes, but many TNGOs have been slow to adapt. As a result, the sector's rhetoric of sustainable impact and social transformation has far outpaced the reality of TNGOs' more limited abilities to deliver on their promises. Between Power and Irrelevance openly explores why this gap between rhetoric and reality exists and what TNGOs can do individually and collectively to close it. George E. Mitchell, Hans Peter Schmitz, and Tosca Bruno-van Vijfeijken argue that TNGOs need to change the fundamental conditions under which they operate by bringing their own "forms and norms" into better alignment with their ambitions and strategies. Since the great financial crisis in 2008, the Group 20 (G20) has played an increasingly important role in global economic governance as an emerging global macroeconomic coordination mechanism. China and the Group 20 provides experts' observations on the development of the G20, G20's influence on global economic governance and China's role in this emerging institution. This edited volume advances existing research on the production and use of expert knowledge by international bureaucracies. This book seeks to understand the obligation of the international community to implement the principles of the Responsibility to Protect (R2P). With a focus on the humanitarian crisis in Syria, the volume examines what formal responsibility and actual capability international institutions have to protect and prevent civilians from systematic mass atrocities and presents an analysis of several prominent international organizations (IOs). Each chapter focuses on a specific organization and explores their formal responsibilities and how these pertain to the obligations of the R2P. Existing capabilities and actual abilities to address the challenges of R2P are analysed by looking at these issues before, during, and after the occurrence of the humanitarian crisis in Syria. With the UN not fully engaged in the Syrian conflict, the systematic human rights abuses have engendered greater attention on other organizations. This volume argues that if the UN Security Council's inactions result in an abdication of responsibilities under the UN Charter, there should not only be a discussion of how the UN must alter its approach, but also an examination of whether there are alternative R2P paths for other MNOs to take in the name of international peace and human security. This book will be of much interest to students of R2P, humanitarian intervention, international organisations, Middle Eastern politics and security studies.
Despite the large number of regional and global summits there is very little known about the functioning and impact of this particular type of diplomatic practice. While recognizing that the growing importance of summits is a universal phenomenon, this volume takes advantage of the richness of the Americas experiment to offer a theoretically grounded comparative analysis of contemporary summitry.
