This book examines selected actions and investments of the European Central Bank (ECB) from a climate and sustainability standpoint. Shedding new light on the topic from various angles - ethical, philosophical, political, economical and legal - it situates sustainability mainstreaming in the finance and investment field at all levels. The former ECB President Mario Draghi once said that he considered sustainable development and an intact environment to be human rights, and therefore enshrined in the EU Charter of Fundamental Rights. The acting ECB President Christine Lagarde added that the future path for the climate is uncertain, but it would remain within our power to influence it. However, with all that in mind the ECB's policy of buying assets as securities is often questionable. This volume analyzes these actions in connection with sustainability, and puts forward practical recommendations for improving the ECB's investment strategy on its way creating a sustainable financial market.

As the world's population continues to grow, there is an ever increasing need for huge investment in basic infrastructure: water and sewage, energy production and distribution, transportation and telecommunication. At the same time, infrastructure systems in developed countries are deteriorating and in need of renewal. Today, many of the engineering and economic problems surrounding infrastructure construction projects have been solved, but the threat of social misalignments and political conflicts renders the development and management of such projects more challenging than ever before. This book presents a new theoretical framework that allows us to analyze the institutional and social movement processes, both negative and positive, that surround global infrastructure projects as they confront cross-national and cross-sectoral (such as private-public partnerships) institutional differences. The value of this framework is illustrated through a series of studies on a wide range of infrastructure projects, including roads, railroads, ports, airports, water supply and energy pipelines.

Over the last few years the Arctic has become a region of growing interest to the international community. Major environmental, economic, social, and security issues are all in evidence within its borders today. Many feel that there is an urgent need to establish an effective governance structure for the area. The Arctic Council has offered a basic forum for circumpolar consultation and cooperation over the past two decades. However, it has not been an easy undertaking and the organization has had to wrestle with a series of internal and external impediments that have hindered its forward progress. This volume explores the efforts of Sweden, a recent Chair of the Arctic Council, to build an enhanced framework for consensus-building and governance within the circumpolar region. It examines its efforts to provide focused leadership for the Arctic Council and to advance the environmental protection and sustainable development missions of the organization. It considers the various means by which Sweden utilized its position as chair of the Arctic Council to promote its program for action in both these areas. It also explores how this leadership position enabled it to foster necessary organizational reform within the body. The book gives new insight into how both the formal and informal 'powers of the chair' can be utilized to facilitate institutional growth and change. It also provides new and useful understanding of how a small country like Sweden can harness key elements of 'soft power' to advance its foreign policy objectives in the Arctic. This work focuses on the EU's participation in the Dispute Settlement Proceedings (DSP) of the WTO for matters of non-conferred competences. The underlying thesis is that the joint membership of the EU and its Member States is fallacious, in that it could cause the EU to become responsible for violations of the WTO regulations on the part of the Member States. Such fallacies are rooted in the blurred nature of the distribution of powers in the EU polity.In order to tackle the issue of international responsibility, the analysis is based on the facts of a real-world case. Based on the tenets of public international law, the law of mixed agreements and the EU constitutional principles, the book puts forward a model for the EU's participation in the DSP, and for the reallocation of burdens to the respective responsible entity. This proposition deconstructs the joint responsibility regime and endorses a solution that could address the issue of responsibility in mixed agreements without a declaration of powers.

This book takes food parcels as a vehicle for exploring relationships, intimacy, care, consumption, exchange, and other fundamental anthropological concerns, examining them in relation to wider transnational spaces. As the contributors to this volume argue, food and its related practices offer a window through which to examine the reconciliation of people's localised intimate experiences with globalising forces. Their analyses contribute to an embodied and sensorial approach to social change by examining migrants and their families' experiences of global connectedness through familiar objects and narratives. By bringing in in-depth ethnographic insights from different social and economic contexts, this book widens the understanding of the lived experiences of mobility and goes beyond the divide between origin and destination countries, therefore contributing to new ways of thinking about migration and transnationalism that take into consideration the materiality of global connections and the way such connections are embodied and experienced at the local level.

This book analyses why the Ukrainian state established asylum laws and policies in the thirty years since 1991, even though the number of asylum seekers was very low. International and non-governmental organisations transferred international asylum norms to Ukraine. Various state and non-state actors participated in this process, translating, spreading, and resisting those norms. In many cases, legislative adoption was driven by domestic politicians' pursuit of recognition by international organisations, such as the European Union and the Council of Europe, and by their desire to meet conditionality requirements. NGOs sought to influence administrative practices, alternating between confrontational and conciliatory, formal and informal approaches, and often relying on personal contacts. Actors used and shifted between scales in order to transfer norms or resist transfer. In the process, they produced, renegotiated, and confirmed those scales. For instance, NGOs resorting to the European Court of Human Rights to prevent refoulement placed the European scale above the national scale. This book offers a new multi-actor and multi-scalar analysis of policy transfer.

This book explores the involvement of the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM) in the issue area of environmental and disaster displacement. In considering both agencies' historical involvement, their response to Typhoon Haiyan, and first-hand accounts from both agency staff and other experts, this book outlines how inter-agency involvement in the issue area has been categorised by (real or imagined) divisions; of agency structures and mandates, activities, and even personalities. While historically inherited differences exist, environmental and disaster displacement has led to a converging of agency roles and amplified tensions, at a time when cooperation is most critical.

This book highlights that 12 countries namely China, Egypt, India, Indonesia, Jordan, Kenya, Morocco, Pakistan, Tunisia, Turkey, Zambia and Zimbabwe are facing or will face problems in implementing the food security policies due to the provisions under AoA. These provisions need to be amended for permitting developing countries to address hunger and undernourishment. Progress in WTO negotiations on public stockholding for food security purposes are also discussed and analysed. This book offers a prospective analysis of the anticipated security consequences of climate change in relation to the North Atlantic Treaty Organization (NATO). Using climate and security literature to complement recent foresight and scenario analysis developed by NATO, the author applies the International Risk Governance Council's (IRGC) Risk Governance Framework to identify the considerations and actions that could assist NATO in a context where climate and environmental factors more intensively shape security. This book examines cooperation on shared environmental concerns across national boundaries in the Southern Cone region of South America, specifically Argentina, Brazil, Paraguay and Uruguay. This book offers a general framework for a better understanding of the differences and similarities between the institutional rules of intergovernmental organizations that include parliamentary elements, and analyzes the role of various types of international parliamentary assemblies in the system of global governance, as well as insights into the process known as "parliamentarization of international organizations." Firstly, it presents a case study of various types of international parliamentary assemblies, which is then used to analyze the law of particular international organizations that include parliamentary assemblies or relate to them. Secondly, the book compares two parliamentary assemblies of international organizations - the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE PA) and the Parliamentary Assembly of the Council of Europe (PACE) - in terms of structure, powers, and relations with their IGOs. It also investigates the activities of assemblies and their cooperations for the purpose to explore the positive effects of the work of international parliamentary assemblies and their potential for having an impact at the national level. Lastly, the book analyzes the tangible and desirable powers of international assemblies by comparing examples of existing international parliamentary assemblies with the UN Parliamentary Assembly project. Based on that, the author compiles a list of essential requirements and principles for effective international parliamentary assemblies.

Central to the current development debate is the importance of human welfare in the context of group conflict. When considering ethnic, racial and religious conflict, this debate draws us toward a 'political economy' of conflict. Moreover, notions of an economic paradigm have become prominent when international organizations debate conflict prevention. In looking closer at the political economy of conflict, this publication argues the need to assimilate into our thinking distinct social and ethical economies of conflict prevention. A social economy of conflict prevention considers the interplay of economic with structural and cultural factors in conflict, explaining a much neglected category of conflict, i.e. hidden conflict. The ethical economy of conflict prevention considers implicit ethical statements development practitioners use. From these statements arise ethical paradoxes that influence the evolving economic paradigm, in such way as to contradict one of its intrinsic desires, namely, to restrict conflict prevention strategies to effective technical interventions. Eventually, such narrow focus on technical interventions could identify this evolving paradigm as an 'economical' paradigm. In contrast, a rethinking of the ethical economy of conflict prevention provides a useful tool for international organizations when implementing a human rights-based approach to development and long-term conflict prevention.

This book offers a comprehensive analysis of the African Union during the organization's first ten years of existence. It takes the reader through the various intergovernmental processes that preceded and followed the establishment of the Union and through the workings of key organs such as the Assembly of Heads of State, the Council of Ministers, the Pan African Parliament and the Commission. The study argues that the African Union represented a rational choice of its member states, who saw it as a means to advancing their individual and collective preferences for liberation, peace and security, good governance and socio-economic development. It maintains that the African Union did not only make marked progress in a number of areas; the Union also established norms that had transformational effects on military and political elites at country and regional levels. However, like in most agent-principal relations, the autonomy of the Union was limited in many ways, and this affected the Union's effectiveness in such areas as human and socio-economic development, as well as in sustaining peace support operations. At a more general level, the study argues that the African Union offers clear insights into integration as a multidimensional process that no single theoretical tradition can explain in a comprehensive manner. The author's response to such a theoretical limitation is "fusionism", an integrated approach that amalgamates various analytical traditions in order to provide a better explanation of the processes of international integration. The detailed analysis and bold proposals will undoubtedly make the study appealing not only to specialists in African Studies, but equally to a broader spectrum of international relations and development scholars.

International Organizations (IOs) are important actors within global social governance. They provide forums for exchange, contention and cooperation about social policies. Our knowledge about the involvement of IOs varies significantly by policy fields, and we know comparatively little about the specific roles of IOs in social policies. This volume enhances and systematizes our understanding of IOs in global social governance. It provides studies on a variety of social policy fields in which different, but also the same, IOs operate. The chapters shed light on IO involvement in a particular social policy field by describing the population of participating IOs; exploring how a particular global social policy field is constituted as a whole, and which dominant IOs set the trends. This book brings together African and European experts from a variety of disciplines to examine the origins and current state of the East African Community (EAC). Over the course of the book, the authors analyse the rich tapestry of intraregional relations in East Africa, the EAC's similarities with the European Union and the future challenges faced by the organisation. Widely regarded as the most advanced and successful regional integration scheme in Africa, the EAC is an intergovernmental organisation consisting of Burundi, Kenya, Rwanda, Tanzania, and Uganda and, since 2016, South Sudan. It is the oldest among Africa's regional economic communities, and among the continent's most promising growth areas, with a long history of integration, punctuated by several false starts and traumas that have profoundly affected its body politics. When initially set up, the EAC model bore a striking resemblance to the process undergone by the European Union. Now, as the EAC continues to establish its own identity, this book argues that whilst Europe's history may provide useful insights for EAC member states, the EAC experience could in turn also offer lessons for the European Union.
