Can NATO survive? Geopolitical shifts, increasing demands for accountability, and growing competition have been driving the need for change within transnational nongovernmental organizations (TNGOs). As the world has changed and TNGOs' ambitions have expanded, the roles of TNGOs have shifted and their work has become more complex. To remain effective, legitimate, and relevant in the future necessitates organizational changes, but many TNGOs have been slow to adapt. As a result, the sector's rhetoric of sustainable impact and social transformation has far outpaced the reality of TNGOs' more limited abilities to deliver on their promises. Between Power and Irrelevance openly explores why this gap between rhetoric and reality exists and what TNGOs can do individually and collectively to close it. George E. Mitchell, Hans Peter Schmitz, and Tosca Bruno-van Vijfeijken argue that TNGOs need to change the fundamental conditions under which they operate by bringing their own "forms and norms" into better alignment with their ambitions and strategies. This book offers accessible, future-oriented analyses and lessons-learned to assist practitioners and other stakeholders in formulating and implementing organizational changes. Drawing upon a variety of perspectives, including hundreds of interviews with TNGO leaders, firsthand involvement in major organizational change processes in leading TNGOs, and numerous workshops, training institutes, consultancies, and research projects, the book examines how to adapt TNGOs for the future.
The research presented in this book provides a stakeholder analysis of human rights protection at a time when the region appears to be regressing into an insidious and deep authoritarianism. As political space shrinks in Southeast Asia, the book provides an insight into how civil society engaged with the Universal Periodic Review (UPR) of the United Nations Human Rights Council during the first (2008-2011) and second (2012-2016) cycles. Through evidence-based research, the authors in this volume identify gaps in human rights reporting and advocacy during the UPR, notably on civil and political issues such as the right to life, freedom of expression, freedom of religion and belief, extrajudicial killings, arbitrary detention and claims for greater autonomy. In short, The Universal Periodic Review of Southeast Asia: Civil Society Perspectives, highlights the need for more engagement on civil and political issues during the third cycle of the UPR in 2017-2020. Failing this, the UPR process risks being reduced to a platform where civil society only engages on issues that States are willing to cooperate on. If this is the case, Southeast Asia's democratic transition will suffer a long term set back.
Non-governmental organizations (NGOs) are increasingly recognised as playing a significant role in the health sector in developing countries. This book examines the background to the growth both in the sector and interest in it, the strengths and weaknesses of NGOs and the arguments for and against their use for different aspects of the health sector. It focuses particularly on the relationship between the State and non-governmental organizations and the issues critical to the development of policies towards the sector.
This work challenges the dominant discourse of neo-liberalism which places NGOs and civil society at the forefront of democratization and development in Africa. Based on nine months field research in Uganda, the study draws on evidence from the successfully liberalizing country and shows how NGO potential for democratization and development has been subverted by state directives, structural conditions and historical conditions, as well as the internal limitiations of NGOs.
A globalization of innovation has produced the most massive spurt in biotechnology in world history. Businesses, universities, and non-governmental organizations are collaborating to produce a "science-industrial complex" in biotechnology. Using case studies of stem cell research, cloning, genetically modified food, in-vitro fertilization, and chimeras in a number of Eastern and Western countries around the world, I argue that much of this biotech activity is global in nature and independent of state control. This shift in the relative influence of state and non-state actors has led to the virtual deregulation of biotechnology and the liberation of innovation from geo-political constraints. These trends post a number of interesting social, political, and ethical issues for the contemporary period and suggest the need to rethink how controversial moral issues are handled by the science-industrial complex.

Shemlan, a small, once unknown village in the hills overlooking Beirut, became notorious throughout the Middle East when Bertram Thomas chose it as the location for the Middle East Centre for Arab Studies (MECAS) in 1947. The knowledge that a western government was taking pains to teach its citizens Arabic and inform them of Arab history, society and religion made the Arabs suspicious. The success of MECAS in producing specialists who were the envy of other governments produced doubt and anxiety. The power of MECAS to attract British but also foreign diplomats and businessmen should have made it a profitable enterprise; instead there was constant penny-pinching and reluctance to invest. In retrospect it looks like an excellent idea developed by improvisation through its early troubles which was then allowed to die in its prime. Was it yet another example of a British invention unexploited?

The term 'structural adjustment' has been associated with rioting as angry and hungry masses protest food price increases due to subsidy cuts or due to other structural adjustment conditions prescribed by the IMF and the World Bank. Structural adjustment, and the neo-liberal paradigm that underlies it, is now the dominant economics paradigm practised by developing countries. The main purpose of the book is to rely on evidence and to go beyond rhetoric, ideology and anecdotes in assessing structural adjustment in Pakistan and the developing world more generally to examine how reform can be combined with pragmatism and social justice.

The argument here is that, although Indonesia would appear to be the natural leader in Southeast Asia, it has been singularly unsuccessful in putting its stamp on ASEAN. If anything, ASEAN has been put on Indonesia's bebas dan aktif (independent and active) foreign policy stamp through Indonesia's deference to self-constructed obligations to ASEAN solidarity and consensus. ASEAN's political incoherence on regional security matters suggests that, for Indonesia, strategic independence from the immobilism of ASEAN decision making would put bebas dan aktif back into play in pursuit of Indonesian national security interests.

This book provides a conceptual and legal analysis of one of the most important challenges facing international organizations today: their exercise of sovereign powers. The book examines the exercise of sovereign powers by organizations such as the United Nations, the World Trade Organization, and the European Union. It makes a significant contribution to the content of the law that governs both the exercise of sovereign powers by international organizations and the relationships between organizations and their Member States. The book also tackles the fundamental question of what values should constrain international organizations in their exercise of sovereign powers. These sovereign powers have been conferred on international organizations by States and may include the full range of executive, legislative, and judicial powers. Sarooshi develops an innovative three-tiered typology of conferrals which ranges from agency relationships, to delegations of powers, to full transfers of powers. These categories prove useful in answering a number of legal issues that arise out of the relationships between international organizations and their Member States. These include: When an international organization exercises conferred powers, does it do so on its own behalf or on behalf of the State? Whose legal relations are changed by the exercise of powers: the State's or the organization's? In the case where the State has retained the right to exercise powers it has conferred on an organization, whose interpretation of the powers will prevail in the case of a conflict that arises from the concurrent exercise of powers? What fiduciary duties are owed by the organization and Member States towards each other? And who is responsible for breaches of international law that may occur as a result of the organization's exercise of conferred powers: the State or the organization or both? These issues lead on to a consideration in the book of the measures available to a State under international law when it wants to try and change the way that an organization is exercising conferred powers. |
