This book focuses on how Indonesian civil society organisations interact with ASEAN to shape human rights institutionalisation in the region. Using Bourdieu-inspired constructivist IR as an analytical lens, the book argues that there are pre-reflexive norms that dominate the field of interaction in the region that shape the way civil society organisations operate. This has resulted in the diverging advocacy practices, thus complicating human rights institutionalisation process in ASEAN.
From the end of the Cold War to the terrorist attacks on the United States in September 2001, the NATO Alliance has changed profoundly. This book explores the multifaceted consequences of NATO's adjustment to new international and domestic political and security realities. Internal Alliance politics and matters of relative power within the membership have strongly influenced recent NATO developments. Several major issues challenging the Alliance are examined, including how the impact of efforts to develop an enhanced common European security and defense policy have affected NATO: whether missile defense is driving the United States and its European allies closer or further apart; how the experience of NATO in the Balkans and elsewhere brought alliance members together or made MATO cohesion more difficult to maintain; and in what way the changing role of NATO has influenced American and Canadian participation in the Alliance. An important guidepost to pivotal changes and likely NATO developments, scholars and policymakers of Atlantic and international politics will find these meditations indispensable. A number of authors also speculate on the likely changes for the alliance that will ensue in the wake of the September 11 terrorist attacks, and the possibility that NATO will soon modify its mission and responsibilities in reaction to the threat of international terrorism. Indeed many of the same strategies and strains that affected NATO cohesion over the past decade are likely to complicate efforts to maintain Alliance unity as part of the anti-terrorist coalition.
The World Bank remains one of the most prominent actors in the field of global development, and one of the foremost international organisations in contemporary global politics. Over its history, its lending for housing has developed by prioritising financial sector expansion over the needs of low-income groups. Through this book, Liam Clegg explores the factors influencing change in the World Bank's operational practices, and the contribution of these operations to state transformations across the global South. The author outlines three main operational phases, in which the Bank prioritised: improving informal settlements, strengthening governments' housing finance programs, and expanding mortgage markets. Constrained experimentalism is identified as the driver of this changing focus, with trial and error-based learning interacting with personnel shifts and borrowers' reform trajectories to shape outcomes. In addition to reviewing relevant institutional dynamics at the World Bank, particular attention is paid to the impact of projects on housing system transformations in Mexico, China, and Tanzania. Overall, the declining focus on the housing needs of lower-income populations leads Clegg to label World Bank lending in this area as an exercise in mortgaging development. Upton examines the U.S. policy process toward the five multilateral development banks-the World Bank Group, the Inter-American Development Bank, the Asian Development Bank, the African Development Bank, and the European Bank for Reconstruction and Development-as a case study in how the United States manages its participation in multilateral institutions. This book explores a new way of doing diplomacy through the engagement with non-governmental organizations, here referred to as hybrid diplomacy. Today's global politics is played out most successfully by the combined actions of different actors. A specific type of partnership is that between governments (namely Ministries of Foreign Affairs) and civil society organizations. While not the only type of global partnership at work, this is particularly effective in advancing new issues and promoting the norm changes that have been discussed at length in international relations and sociological literature. The author has chosen Italy as a case study because of the country's prolonged deployment of such policy. Being a middle power, with a strong non-profit sector, and hosting the central node of catholic global network, Italy is well positioned to take advantage of this new diplomatic mode. The purpose of NATO: From Regional to Global Security Provider is to provide a comprehensive analysis of the Alliance's new vision (the new Strategic Concept) and common security impact - associated tasks to be undertaken within a short and longer term time horizon. The book serves as a relevant and timely study of the most pressing issues facing NATO today - including recent lessons gained. It provides recommendations for consideration and further discussion (i.e., the "what" and the "how" regarding future policy options for the North Atlantic Alliance). Research on evaluation shows that low-use and non-use of evaluation is common, yet evaluation is hailed as beneficial and worthwhile. The worth of evaluation is tied to its utilisation, presenting a paradox if evaluation is both revered and underutilised. This book investigates this paradox in the under-researched context of small development non-profit organisations, which have specific resource constraints and 'bottom up' community development values that complicate their ability to do and use evaluation in line with top down directives. The book examines the utility, meaningfulness, and purpose of evaluation from small non-profit perspectives, and explores whether evaluation has value for these organisations. For development practice, it presents evaluative alternatives that reconceptualise evaluation as part of the active process of development rather than as an interval-based add-on. For evaluation theory, it highlights a historical preoccupation with improving evaluation without assessing its inherent worth, and considers alternative ways to enhance the value of evaluation for small non-profits.
This book examines why Turkey has become infamous as a repressor of news media freedom. For the past decade or so it has stood alongside China as a notorious jailer of journalists - at the same time as being a candidate state of the EU. The author argues that the reasons for this conundrum are complex and whilst the AKP is responsible for the most recent illiberality, its actions should be taken in the wider context of Turkish politics - and the three way battle for power which has been raging between Kemalists, Kurds and Islamists since the republic was founded in 1923. The AKP are the current winners of this tripartite power struggle and the securitisation of journalists as terrorists is part of that quest. Moreover, whilst securitisation is not new, it has intensified recently as the number of the AKP's political opponents has proliferated. Securitisation is also a means of delegitimising journalism - and neutralizing any threat to the AKP's electoral prospects - whilst maintaining a democratic facade on the world stage. Lastly, the book argues that whilst the AKP's securitisation of news began as a means of quashing the reporting of illiberality against wider political targets, since 2016 it has become a target in its own right. In the battle for power in Turkey, journalism is now one of the many losers.
Is NATO still in the best interest of the United States? This book focuses on the recent rise of new regional economic institutions such as the Chiang Mai Initiative Multilateralisation, the Asian Infrastructure Investment Bank, and the Regional Comprehensive Economic Partnership, which were established, in part, as a result of dissatisfaction of dynamic emerging markets with global economic institutions such as the IMF, the World Bank, and the GATT/WTO. The latter were formed by advanced economies in the West, after the historic Bretton Wood Conference of 1944. In doing so, the book addresses how this recent round of decentralisation, defined as the co-existence of "senior" global institutions and a plethora of newly-established regional institutions, has affected global economic governance, and the delivery of global public goods. It also poses the question if this has led to the fragmentation of global economic governance. The book adds value to existing literature by using a benefit-risk analytical framework to study the decentralisation process. Unlike the "contested multilateralism" argument used by some authors which focuses on the costs of decentralisation, the authors argue that benefits must also be considered. It also describes and analyses the establishment of global and regional international economic institutions and the evolving relationships between the two. Third, the authors argue that this decentralisation process will continue in the postpandemic period and recommend policies to reset the relationship between global and regional institutions. And lastly, the book discusses proposals to reform the international monetary system including the global reserve system with a view to reducing the hegemony of the US dollar. Throughout the book, the role for Asia is also identified, and elaborated on.

Thomas D. Grant examines the Great Debate over state recognition, tracing its eclipse, and identifying trends in contemporary international law that may explain the lingering persistence of the terms of that debate. Although writers have generally accepted the declaratory view as more accurate than its old rival, the judicial sources often cited to support the declaratory view do not on scrutiny do so as decisively as commonly assumed. Contemporary doctrinal preference requires explanation. Declaratory doctrine, in its apparent diminution of the role state discretion plays in recognition, is in harmony, Grant asserts, with contemporary aspirations for international law. It may seem to many writers, he believes, that international governance functions better in a conceptual framework that reduces the power of states to legislate what entities are states. Grant proceeds from this analysis of the contemporary status of the old debate to ask what questions now take center stage. In place of doctrine, Grant argues, process is the chief issue concerning recognition today. Whether to recognize unilaterally or in a collective framework; whether to acknowledge legal rules or to let recognition be controlled by political calculus--as Grant points out, such questions concern how states recognize, not the theoretical nature of recognition. This is an important analysis for scholars and researchers of international law and relations and contemporary European politics.
Sabic, Bukowski, and their contributors examine the efforts, thus far fruitless. of Slovenia to achieve full membership in the North Atlantic Treaty Organization. The rejection of the Slovenian application received considerable attention, both in Europe and in the United States. Within Slovenia, the rejection was seen as a heavy blow to its government. Policymakers and scholars alike have been sorting out the reasons for this political defeat, with the Slovenian government sponsoring this volume to better understand its options and the positions of other small states in the international community. Early in the post-socialist era, Slovenia viewed full North Atlantic Treaty Organization membership as one of its major political goals. Yet, this goal has not yet been accomplished, with only the Czech Republic, Hungary, and Poland admitted during the first round of NATO enlargement. The rejection of the Slovenian application received considerable attention, both in Europe and in the United States. Furthermore, the fact that Slovenia did not qualify for the first round of NATO expansion has been perceived in Slovenia as a heavy blow to its government. Policymakers and scholars alike are still sorting out the reasons for this political defeat.
The perceived impact of WTO law on the domestic regulatory autonomy of WTO Members is increasingly becoming the subject of controversy and debate. This book brings together in an integrated analytical framework the main WTO parameters defining the interface between the WTO and domestic legal orders, and examines how WTO adjudicators, i.e. panels and the Appellate Body, have construed those rules. A critical analysis identifies the flaws or weaknesses of these quasi-judicial solutions and their potential consequences for Members' regulatory autonomy. In an attempt to identify a more proper balance between WTO law and regulatory autonomy, it develops an innovative interpretation of the National Treatment obligations in GATT and GATS, drawing upon compelling arguments from legal, logic and economic theory.
