This book focuses on the recent rise of new regional economic institutions such as the Chiang Mai Initiative Multilateralisation, the Asian Infrastructure Investment Bank, and the Regional Comprehensive Economic Partnership, which were established, in part, as a result of dissatisfaction of dynamic emerging markets with global economic institutions such as the IMF, the World Bank, and the GATT/WTO. The latter were formed by advanced economies in the West, after the historic Bretton Wood Conference of 1944. In doing so, the book addresses how this recent round of decentralisation, defined as the co-existence of "senior" global institutions and a plethora of newly-established regional institutions, has affected global economic governance, and the delivery of global public goods. It also poses the question if this has led to the fragmentation of global economic governance. The book adds value to existing literature by using a benefit-risk analytical framework to study the decentralisation process. Unlike the "contested multilateralism" argument used by some authors which focuses on the costs of decentralisation, the authors argue that benefits must also be considered. It also describes and analyses the establishment of global and regional international economic institutions and the evolving relationships between the two. Third, the authors argue that this decentralisation process will continue in the postpandemic period and recommend policies to reset the relationship between global and regional institutions. And lastly, the book discusses proposals to reform the international monetary system including the global reserve system with a view to reducing the hegemony of the US dollar. Schweitzer contends that the United States and other western and Asian countries failed to recognize the importance, over time, of modifying their donor-recipient approach to dealing with Russia. In April 2010 the Russian government announced that it would withdraw from the ISTC agreement. After expenditures exceeding one billion dollars, the ISTC's Moscow Science Center will soon close its doors, leaving a legacy that has benefited Russian society as well as partners from thirty-eight countries. Schweitzer argues that a broader and more sustained movement is now needed to help prevent irresponsible behavior by dissatisfied or misguided scientists and their patrons.

Can transnational corporations ignore human rights as long as governments don't hold them accountable? If the UN is put in charge of a territory, is it bound by human rights law? Does that body of law apply to private security contractors who use torture to achieve their goals? Does the right to freedom of speech apply in a private shopping mall which has become the modern-day town centre? Under traditional approaches to human rights, non-State actors are beyond the direct reach of international human rights law. They cannot be parties to the relevant treaties and so they are only bound to the extent that obligations accepted by States can be applied to them by governments. The result is that entities including Non-Governmental Organizations, international organizations such as the UN and the IMF, private security contractors, and transnational corporations, along with many others, are generally considered not to be bound directly by human rights law. This situation threatens to make a mockery of much of the international system of accountability for human rights violations. As privatization, outsourcing, and downsizing place ever more public or governmental functions into the hands of private actors, the human rights regime must adapt if it is to maintain its relevance. The contributors to this volume examine the different approaches that might be taken in order to ensure some degree of accountability. Making space in the legal regime to take account of the role of non-State actors is one of the biggest and most critical challenges facing international law today.

This book examines the development of collective security by regional organizations particularly after the Cold War. It analyzes the various constitutional developments that have occurred within regional arrangements such as ECOWAS, African Union, SADC, OAS, and NATO, and critically analyzes how these developments have propelled regional organizations to depart from the normative framework of regional arrangement contained in Chapter VIII of the UN Charter. Through a comprehensive examination of practice, the book evaluates the impact of regional organizations newly asserted powers to authorize enforcement action and determine when situations within member states warrant their intervention. It inquires into the legal justifications for these developments both from within the UN Charter and regional treaties and practice and asks whether consensual intervention, that is the use of force by regional organizations on the basis of their members consent, impinges on, or constitutes an exception to, the prohibition of the use or threat of force under Article 2(4) of the Charter. The book also analyzes the regime of complimentarity between the UN and regional organizations.

Since the Libya War in 2011 it has been widely suggested that NATO's role in US security policy has diminished, because Washington gives Europe less and Asia more strategic priority (a tendency that is reinforced by budget restraints), and because the US is no longer interested in always leading NATO activities that mainly concern European conditions. Several experts have suggested that the US expect that the European security challenges primarily should be handled by NATO's European allies in a new transatlantic burden sharing model, and that the US role should principally be Article V-focused. Developing countries comprise a two-thirds majority of the membership of the World Trade Organization, with nearly 30 of these classed by the UN as being among the 48 least-developed countries in the world. The obligations of international trade law hinge upon the question of what constitutes 'like products'. Trade disputes will often involve an examination of whether the products in question are in competition with one another. The most common term used for this test is to ask whether they are 'like products' - that is to ask whether products are sufficiently similar for consumers to see them as substitutable - and thus whether they are subject to the rules of the WTO and GATT. This is the story of the most powerful NATO Supreme Commander of the Cold War, General Lauris Norstad was both a 'nuclear' general and an 'international' general. This book comes out of a conference in April of 1999 at the Center for European Studies at Harvard University on the topic of 'Gender Parity and the Liberal Tradition: Proposals and Debates in Europe and the United States.' International organizations do not always live up to the expectations and mandates of their member countries. One of the best examples of this gap is the environmental performance of multilateral development banks, which are tasked with allocating and managing approximately half of all development assistance worldwide. In the 1980s and 1990s, the multilateral development banks came under severe criticism for financing projects that caused extensive deforestation, polluted large urban areas, displaced millions of people, and destroyed valuable natural resources. In response to significant and public failures, member countries established or strengthened administrative procedures, citizen complaint mechanisms, project evaluation, and strategic planning processes. All of these reforms intended to close the gap between the mandates and performance of the multilateral development banks by shaping the way projects are approved. Giving Aid Effectively provides a systematic examination of whether these efforts have succeeded in aligning allocation decisions with performance. Mark T. Buntaine argues that the most important way to give aid effectively is selectivity - moving towards projects with a record of success and away from projects with a record of failure for individual recipient countries. This book shows that under certain circumstances, the control mechanisms established to close the gap between mandate and performance have achieved selectivity. Member countries prompt the multilateral development banks to give aid more effectively when they generate information about the outcomes of past operations and use that information to make less successful projects harder to approve or more successful projects easier to approve.
