How did France and Australia develop a deep strategic partnership, when only about two decades ago, a group of Australians bombed the French consulate in Perth to protest against French nuclear testing in the Pacific? Which interests, which personalities, which elements of the global context have led France and Australia to engage in a regional and global rapprochement, and what have been the human, economic and political prerequisites which enabled it? This book aims to investigate the dynamics behind this historically ambiguous relationship. More precisely, this study explains why and how France and Australia are currently engaged in a process of strategic and economic mutual empowerment and how this rapprochement has been possible, owing to thirty years of diplomatic efforts to overcome ongoing culturally and historically constructed misunderstandings and conflicts. This book demonstrates how French and Australian foreign policy-makers have understood that, in regard to their numerous common interests, both countries had to mutually empower each other in order to strengthen their own power, regionally and globally. This book argues that these inclusive dynamics of empowerment constitute the response of two diverse middle powers to current global threats and represent a tool suitable for modernising the strategies and practices of both countries' diplomacies. Soyez' research is the first to propose an answer to these questions through the development of the French-Australian strategic partnership.

This book relies on the conceptual model of Open Government (OG), focusing on transparency and, concretely, in open data initiatives at the local government context with the aim of improving participation and collaboration. Most Open Government models are centered on three pillars: transparency, participation and collaboration. Transparency is a crucial ingredient of OG and, applied to data openness means to ensure that the data are well known, comprehensible, easily accessible and open to all. new governance models based on different open data models have not been proposed up to now. The chapter authors seek to contribute recent research to the discussion on governance models of open data initiatives to support Open Governments with the aim of creating public value. This book examines how international order at sea is challenged, changed and maintained. The book surveys challenges to the international order at sea in the Asia-Pacific, the Indian Ocean Region, the Atlantic Ocean and the Arctic Ocean. It explores the interaction between and cooperation among leading, emerging and smaller naval powers, both naval and coastguard responses, required for the maintenance of good order at sea. Six broad and interlinked issues are identified that will influence the future international order at sea: the balance between the maritime and the continental domains; the balance between great power rivalry and cooperation; the contest between access and denial; the operational balance between preparing; building and training for warfighting as opposed to operations other than war; how to manage 'disorder' security challenges that very often transcends territorial waters and national boundaries, and finally, the balance between safeguarding national interests and contributing to collective efforts preserving the international order at sea.
We need a world trade organization. We just don't need the one that we have. By pitching unequally matched states together in chaotic bouts of negotiating the global trade governance of today offers - and has consistently offered - developed countries more of the economic opportunities they already have and developing countries very little of what they desperately need. This is an unsustainable state of affairs to which the blockages in the Doha round provide ample testimony. So far only piecemeal solutions have been offered to refine this flawed system. Radical proposals that seek to fundamentally alter trade governance or reorient its purposes around more socially progressive and egalitarian goals are thin on the ground. Yet we eschew deeper reform at our peril. In What's Wrong with the World Trade Organization and How to Fix It Rorden Wilkinson argues that without global institutions fit for purpose, we cannot hope for the kind of fine global economic management that can put an end to major crises or promote development-for-all. Charting a different path he shows how the WTO can be transformed into an institution and a form of trade governance that fulfils its real potential and serves the needs of all.
Through detailed comparative case studies of civil society engagement with two major regional international organizations in Southeast Asia this book demonstrates the potentials and limitations of civil society actors as democratizing agents in governance beyond the nation-state. Drawing on previous research on civil society, social movements, transnational activism, and democratization, Uhlin develops an analytical framework focusing on a) how national and international political opportunities shape-and are shaped by-civil society advocacy; b) how civil society activists frequently combine inside and outside strategies when targeting international organizations; and c) how civil society advocacy can have a liberalizing impact on the targeted international organizations. Drawing on rich empirical data, including more than 100 qualitative interviews with civil society activists and representatives of the Asian Development Bank (ADB) and the Association of Southeast Asian Nations (ASEAN), the study demonstrates how civil society actors have contributed to pushing ADB-and to a much lesser extent ASEAN-in a political liberal direction, improving transparency, strengthening accountability, and introducing mechanisms protecting people from the abuse of power. With its innovative analytical framework, broad scope covering civil society activism across Southeast Asia, and in-depth analysis of civil society attempts to influence ADB and ASEAN the book makes important contributions to research on civil society activism in Southeast Asia as well as the more general field of civil society and governance beyond the nation-state.

A norm of special treatment for LDCs, created by the UN, has spread to various international organisations including the WTO. Within the WTO evidence of the institutionalization of the norm can be found both in the agreements and legal documents and the way in which the LDCs have been treated by other states. Helen Hawthorne investigates how norms impact on negotiations in international organisations. She shows that few studies of international organisations focus on the role of the weaker states in the organization, the majority focus either on the major states or the emerging economies. By ignoring the role of the poorer, weaker states in the GATT/WTO we are ignoring the history of these states in the organisation and do not get a true picture of the organization, how it operates in relation to them and their impact on the organisation.

In February of 2011, Libyan citizens rebelled against Muammar Qaddafi and quickly unseated him. The speed of the regime's collapse confounded many observers, and the ensuing civil war showed Foreign Policy's index of failed states to be deeply flawed-FP had, in 2010, identified 110 states as being more likely than Libya to descend into chaos. They were spectacularly wrong, but this points to a larger error in conventional foreign policy wisdom: failed, or weak and unstable, states are not anomalies but are instead in the majority. More states resemble Libya than Sweden. Why are most states weak and unstable? Taking as his launching point Charles Tilly's famous dictum that 'war made the state, and the state made war,' Arjun Chowdhury argues that the problem lies in our mistaken equation of democracy and economic power with stability. But major wars are the true source of stability: only the existential crisis that such wars produced could lead citizens to willingly sacrifice the resources that allowed the state to build the capacity it needed for survival. Developing states in the postcolonial era never experienced the demands major interstate war placed on European states, and hence citizens in those nations have been unwilling to sacrifice the resources that would build state capacity. For example, India and Mexico are established democracies with large economies. Despite their indices of stability, both countries are far from stable: there is an active Maoist insurgency in almost a quarter of India's districts, and Mexico is plagued by violence, drug trafficking, and high levels of corruption in local government. Nor are either effective at collecting revenue. As a consequence, they do not have the tax base necessary to perform the most fundamental tasks of modern states: controlling organized violence in a given territory and providing basic services to citizens. By this standard, the majority of states in the world-about two thirds-are weak states. Chowdury maintains that an accurate evaluation of international security requires a normative shift : the language of weakness and failure belies the fact that strong states are exceptions. Chowdhury believes that dismantling this norm is crucial, as it encourages developing states to pursue state-building via war, which is an extremely costly approach-in terms of human lives and capital. Moreover, in our era, such an approach is destined to fail because the total wars of the past are highly unlikely to occur today. Just as importantly, the non-state alternatives on offer are not viable alternatives. For better or worse, we will continue to live in a state-dominated world where most states are weak. Counterintuitive and sweeping in its coverage, The Myth of International Order demands that we fundamentally rethink foundational concepts of international politics like political stability and state failure.
From climate change over shale gas to the race for the Arctic, energy makes headlines in international politics almost daily. Thijs Van de Graaf argues that energy is in dire need of global governance. He traces the history of international energy cooperation from the notorious 'Seven Sisters' oil-companies cartel to the recent creation of the International Renewable Energy Agency (IRENA). Can the power of the G20 be legitimate? This book examines the politics surrounding the G20's efforts to act effectively and legitimately and the problems and challenges involved in this activity. Developing a critical constructivist conceptualisation of the G20, the book considers holistically and practically the ways that the G20 develops various forms of power and influence and acts as an apex form of global governance that seeks to be an overall coordinating forum to address global problems. Since 1995 the world experienced a period of significant advance in international law, norms, and institutions. Progress was particularly intense in the fields of global environment, human security, cultural diversity, and human rights. This wave of multilateral activity led to milestones such as the Kyoto Protocol on climate change (1997), the landmine treaty, the International Criminal Court, or the UNESCO Convention on cultural diversity. Remarkably, most of these advances were not US-led, as in the past. What caused such a burst in global institutions and who were the key founding fathers?The book reveals the crucial roles played by the European Union, Japan, and Canada (so-called 'Minervian actors') in this fascinating period. It also reveals that they acted with various partners and sub-state actors and with a variety of motivations: they sometimes sought to balance against US dominance; they engaged in normative work with global civil society; or they sought to demonstrate international leadership to their home audience.

This book explores whether the co-existence of (partially) overlapping and sometimes competing layers of authority, which characterizes today's global order, undermines or rather strengthens efforts to promote the rule of law on a global scale. Heupel and Reinold argue that whether multi-level governance and global legal pluralism have beneficial or detrimental effects on the international rule of law depends on specific scope conditions. Among these are the mobilization of powerful states and courts, as well as the fit between soft law and hard law arrangements. This book provides an analysis of non-traditional security (NTS) crises and cooperation between the European Union (EU) and Southeast Asia. Using case studies - transboundary air pollution, marine life endangerment, illegal migration, and terrorism - from both Southeast Asia and Western Europe between 2009 and 2016, this book offers a contemporary understanding of the EU as a collective actor within the Association of Southeast Asian Nations (ASEAN)-EU and Asia-Europe Meeting (ASEM) inter-regional dialogue formats and affiliated programmes. Through new empirical insights into the regional and inter-regional institutional dynamics of the EU and ASEAN in times of crisis and rising nationalism in both regions the author demonstrates, in particular, the relevance of the EU as a security and normative actor and the value of inter-regionalism as a foreign and security tool of the EU in Southeast Asia. Two years after the outbreak of the global financial crisis in 2009, the Asan Institute for Policy Studies invited a group of distinguished policymakers and scholars to a conference in Seoul to discuss the politics of the G20. This book collects and integrates Abbott and Snidal's influential scholarship on indirect global governance, with a new analytical introduction that probes the role of indirect governance techniques in the universe of global governance arrangements. The volume presents the Governance Triangle, a now widely-used figure that demonstrates and helps to assess the proliferation of private and public-private standard-setting organizations, along with new forms of intergovernmental institutions, over recent decades. It then analyzes how intergovernmental organizations, regulatory bodies, and other "global governors" enlist and work through those organizations as intermediaries, so as to govern more effectively and gain knowledge, influence and legitimacy. It demonstrates Abbott's and Snidal's groundbreaking concept of orchestration, a mode of indirect governance in which influential governors catalyze, support, and steer intermediary organizations through wholly voluntary relationships. It also considers their more recent innovations in the theory of indirect governance. These include additional modes of governance, such as co-optation, delegation and trusteeship, as well as the pervasive "Governor's Dilemma" trade-off between a governor's control of its intermediaries and the intermediaries' competence. Why has global tax governance been politicized and how can we explain the varying intensity and content of public debates? This book offers an integrated theory of the politicization of international institutions and a detailed account of how the institutional design and policy output of tax governance by the EU and OECD have developed over time. Both the International Monetary Fund (IMF) and the World Trade Organization (WTO) practice periodic surveillance of members to ensure that countries are adopting appropriate economic policies. Despite the importance of these procedures, they remain understudied by scholars. The global economic crisis has tested both organizations and brought surveillance to the forefront of policy debates. Understanding how surveillance works, then, contributes to both theoretical and policy concerns. The world is paying increasing attention to issues of transparency and accountability, questioning whether these organizations are in part responsible for the global economic crisis, as well as assessing their responsiveness to the crisis. This comparative analysis of surveillance at the IMF and WTO fills a significant gap in the existing literature, drawing together a large range of empirical data and offering an extended critical analysis of this key issue. Examining how and in what contexts surveillance is influential and how variations in institutional design shape the effectiveness of surveillance, Edwards moves on to offer recommendations of how surveillance can be designed differently to make it more effective in the future.
