There is a wide spectrum of potential threats to the U.S. homeland that do not involve overt attacks by states using long-range missiles or conventional military forces. This book examines the processes and factors shaping the development of homeland security policies in the European Union (EU), within the wider context of European integration.

The EU functions in a complex security environment, with perceived security threats from Islamist terrorists, migration and border security issues, and environmental problems. In order to deal with these, the EU has undertaken a number of actions, including the adoption of the European Security Strategy in 2003, the Information Management Strategy of 2009, and the Internal Security Strategy of 2010. However, despite such efforts to achieve a more concerted European action in the field of security, there are still many questions to be answered about whether the European approach is really a strategic one.

European Homeland Security addresses two major debates in relation to the development of homeland security in Europe. Terrorism is not the only threat that causes the emergence of crises. The so-called 'crisification' of our security environment also seems to be rising due to many other factors. Such an environment is generating many crises related to politico-military conflicts, natural disasters, infectious diseases, information disruptions, ethnic or religious violence and others. Many of these crises are completely or nearly completely unexpected and have a strong effect on the security of individual people, states and the international community. 'Crisis' has become the key word instead of 'war'. The awareness of this is partially driven by the growing role of electronic media, bringing negative news and reports to nearly all homes, and partially by objective technical factors that allow the fast escalation of local crises to the international level. Globalization therefore has a strong subjective and objective impact on the understanding of security.

The history of terrorism stretches back nearly two thousand years and terrorism, both in the forms of terrorist groups and terror regimes, is an inherent part of the modern world: from Anarchist groups to al-Qaida; from Hitler's Germany and SS to al-Bashir's Sudan and Janjaweed militias. It is a subject of high current interest that is rarely out of the news (not least as the legacy of '9/11') and it is also of enduring interest. In taking a largely theoretical rather than case-specific approach to exploring these issues, it hopes to avoid the usual laundry list of shocking anecdotal incidents to develop a broader understanding of the new security dilemmas confronting us all. Finally, in demonstrating the futility of existing remedies and in suggesting an alternative, preliminary set of ideas to cope with these transactions, Mandel attempts to give security policy makers a widerarsenal of options from which to choose.

This book provides a critical and a conceptual analysis of radical Islamist rhetoric drawn from temporally and contextually varied Islamist extremist groups, challenging the popular understanding of Islamist extremism as a product of a clash-of-civilizations .

Arguing that the essence of Islamist extremism can only be accurately understood by drawing a distinction between the radical Islamist explanations and justifications of violence, the author posits that despite the radical Islamist contextualization of violence within Islamic religious tenets, there is nothing conceptually or distinctly Islamic about Islamist extremism. She engages in a critical analysis of the nature of reason in radical Islamist rhetoric, asserting that the radical Islamist explanations of violence are conceptually reasoned in terms of existential Hegelian struggles for recognition (as fundamentally struggles against oppression), and the radical Islamist justifications of violence are conceptually reasoned in terms of moral consequentialism.

This book is about the issues and challenges facing the implementation of the Responsibility To Protect (R2P) principle in the case of Sri Lanka. It addresses the political, legal and practical challenges that such possible implementation could confront. There have been numerous events in recent years that have led to the acceptance of R2P, including Sierra Leone, Darfur and Kosovo. The extent (or lack) of international intervention in each of these cases differs, but each raised the question of the responsibility of the international community and the role of international law. However, the R2P is not universally endorsed and has strong international opponents, including many countries noted to be signatories to the convention. Critical among those opponents to R2P is Sri Lanka. This book provides a study of the war by Liberation Tigers of Tamil Eelam (LTTE) to create a separate state in Sri Lanka, and the ways in and extent to which this war might have invoked R2P principles and in which the continuing humanitarian and political crisis may still do so. By considering the example of Sri Lanka, this book makes a unique contribution by focusing on what conditions could satisfy, or in principle demand, the application of R2P. This book examines the dynamics of terrorist financing, including a discussion about the importance of money from both the terrorist and the counter-terrorist perspective. Targeting Terrorist Financing argues that it is not the institutions that have failed the war on terrorist financing; rather it is the states that have failed the institutions. The measures contemplated by the world community to interdict terrorists and their financial infrastructures are sufficient to debilitate the terrorists both militarily and financially. This edited volume examines the reconstitution of the public security domain since the 9/11 attacks, focusing on the banking sector and anti-money laundering (AML) activity in particular.

Since the inception of the Financial Action Taskforce (FATF) in 1989, AML has been viewed as a global problem. This text argues that the securitization of the financial sector as a result of AML has entailed the emergence of a new public security domain, which transcends the classic public-private divide.
