This book is about two polemical issues in labour studies, namely, the notions and determinants of labour productivity and flexibility. This book attempts to develop the notion of labour input flexibility or the capacity of workers to adapt to changes in the environment and its relation with labour productivity. The role of institutions, employment practices, capital-labour relations and labour market policies in determining labour flexibility is emphasized. The chapters look at the experiences of industrialized countries (European countries, the USA, Canada and Japan) and three Latin American countries (Brazil, Chile and Mexico).

Europe's notoriously high level of unemployment is one of the big puzzles of empirical macroeconomics. In recent years the unemployment rate has fallen in The Netherlands, but the overall level in OECD Europe remains high. An investigation into why Dutch economic policy has been relatively effective could be useful for the unemployment debate in Europe. This book contributes to this investigation with its empirical analysis covering three important topics.

The first part of the book investigates whether (macro) economic policies could be effective in reducing unemployment in the short run. This depends on the cause of unemployment: is it due to lack of demand for goods, or is it due to a shortage of capacity. Another question is whether macroeconomic policies can be directed to one side of the market.

The high rate of unemployment among low-skilled workers is the topic of the second part of this book. How important is the impact of wage inflexibility at the lower tail of the income distribution due to institutional factors? To what extent is it caused by skill-biased technological change? A central issue is, again, how economic policy could contribute to reducing unemployment among low-skilled workers?

The persistence of unemployment is investigated in the third part. Since the early eighties, Dutch policymakers have employed wage moderation as a remedy for unemployment in The Netherlands. Substantial cutbacks were made in the social security programme. This had a moderating effect on wages, which is thought to have contributed to employment growth. However, unemployment remained rather high up to 1997. Why didn't unemployment fall morequickly?

To answer these questions, economists have developed different structural macroeconometric models. The Netherlands has a rich tradition in using macroeconomic models for policy analysis. This tradition originates in the work of Jan Tinbergen, Nobel laureate in economics, and the first director of CPB Netherlands Bureau for Economic Policy Analysis. This book, which builds on CPB's broad experience with macroeconomic modelling, makes an important contribution to this fine Dutch tradition.

Clare Wightman explores the key issue of gender in explaining the experience of men and women at work. She uses women's employment in the engineering industries between 1900 and 1950 to confront many of the contentious debates in women's history. She shows that the two World Wars did not produce radical changes for women at work. Throughout the book the author questions the leading role given to gender ideology in constructing the attitudes of employers, and suggests that it was only one factor among many which shaped women's experiences in the workplace. Contrary to the assumption that Western and Eastern European economies and cinemas were very different from each other, they actually had much in common. After the Second World War both the East and the West adopted a mixed system, containing elements of both socialism and capitalism, and from the 1980s on the whole of Europe, albeit at an uneven speed, followed the neoliberal agenda. This book examines how the economic systems of the East and West impacted labor by focusing on the representation of work in European cinema. Using a Marxist perspective, it compares the situation of workers in Western and Eastern Europe as represented in both auteurist and popular films, including those of Tony Richardson, Lindsay Anderson, Jean-Luc Godard, Andrzej Wajda, DusanMakavejev, Jerzy Skolimowski, the Dardenne Brothers, Ulrich Seidl and many others.

Over the past four decades the wealthiest OECD economies-in Europe, North America, and Australasia- have faced massive structural change. Industrial sectors, which were once considered the economic backbone of these societies, have shrunk inexorably in terms of size and economic significance, while service sectors have taken over as the primary engines of output and employment expansion. The impact on labor markets has been profound: in many OECD countries more than three-quarters of employment is now in services, while industrial sectors, on average, account for less than one-fifth. This sectoral shift in the locus of economic activity has potentially radical implications for politics and society. However, these implications are only beginning to be understood. This path-breaking book is a systematic attempt to understand the distinct political economy of service societies. It examines how different types of socio-economic regimes manage the service transition, with a central focus on job creation and destruction and the changing characteristics of labor markets, and shows that the economic, distributional, and political outcomes with which it is associated vary across countries depending on their political-institutional structures.

Work and Idleness develops the view that redistributing employment is a feasible capitalist' solution, not just to the unemployment which particular groups suffer, but also to the work that others have to contend with, including many women. Putting the redistribution of employment on the policy agenda opens up debate on how to ensure a more equitable and fulfilling relationship between the ways we gain our livelihoods and the lives we lead. Growing insecurity in labour markets and changing patterns in the commodification of labour have led to a redistribution of paid and unpaid labour time as the structure of power relations, the gender order, discrimination, and state regulation have been modified. The first main trend affecting insecurity is mass unemployment and the growth of workless households. A second notable trend is a gender-based redistribution of hours worked. The third major trend is a shift from full-time waged work to full-time self-employment. Part I of this book presents the main economic theories driving the continuing divide between the intensification of work and the extension of idleness. Part II documents the ways in which the shift to mass idleness in advanced industrial countries has hit some groups particularly hard: the youngest and oldest age groups and other groups, including disabled workers, have traditionally been subject to discrimination in the labor markets. Part III provides a set of policy prescriptions.

Studies of international labour migration typically assume that foreign labour is a universal feature of wealthy economies. Exploitation of foreign workers can contribute significantly to employers' profits. However, some wealthy societies do not import workers on a large scale, despite employers' pressures. Using Israel and Japan as empirical cases, this comparative-historical work investigates why some governments allow employers relatively free access to foreign labour, while others require alternative responses to labour shortages. A focus on variation leads to an innovative and insightful argument to explain international labour migration.

Population ageing is an important trend which will be experienced in industrialized countries in the early years of the next century. This significant book examines aspects of population ageing and pensions, with an emphasis on the design and use of simple economic models to focus on particular aspects of a very broad problem. The analysis of pensions presents many complex problems. A major aim of this book is to demonstrate how reasonably simple economic models can be designed and used to shed some light on the issues involved in population growth and pension provision. The basic analytics of population growth and pension structure are first explored.
