As natural resources have become scarcer, issues of environmental policy have become more vital and subject to debate in global as well as local arenas. Through the use of case studies especially developed for this book, the authors analyze the wide range of institutional contexts in which natural resource and environmental policy issues arise and the processes by which they are resolved. The first chapter provides a theoretical framework of key resource and environmental economics concepts-an overview that gradually broadens as the student is exposed to alternative methods of analysis, including market-oriented analysis, institutional analysis, and modeling. The case studies all begin with discussions of the pertinent biological, physical, social, and institutional issues before economic analysis is applied and policy conclusions are drawn. This volume provides a detailed account of the increase in forest resources in Europe over the past 40 years. The author discusses the implications of this expansion for the future health and vitality of the forests, for forest policy management and silviculture, and for the economic viability and environmental sustainability of the resource. An increase in thinnings and regeneration cuttings is advocated, replacing currently unstable tree species by true climatic climax species, and shortening rotation ages. We are now in the "Age of Environmental Enlightenment" and global warming is seen as a major threat to the well-being of the world's communities. Today many researchers speculate that with global warming of the atmosphere there will be an increase in drought-related crop failures in areas already subject to drought. They contend that dry areas will get drier and wet areas wetter. Yet observations show that people are moving into regions that are relatively less fruitful with respect to agriculture productivity than the lands from which they emigrated. This book challenges the view that future droughts will be caused by climate change as opposed to human activities and demographic change. The author predicts future problems in these fragile environments, whether or not global climate changes occur. Providing both a theoretical background and practical examples of natural resource conflict, this volume explores the pressures on natural resources leading to scarcity and conflict. It is shown that the causes and driving forces behind natural resource conflicts are diverse, complex and often interlinked, including global economic growth, exploding consumption, poor governance, poverty, unequal access to resources and power. The different interpretations of nature-culture and the role of humans in the ecosystem are often at the centre of the conflict. Natural resource conflicts range from armed conflicts to conflicts of interest between stakeholders in the North as well as in the South. This book focuses on mega-droughts of the past 20 years. Twelve cases from both developed and developing countries are elaborated in the book. Its intention is to draw lessons from the cases of extremely severe water shortages so that countries and stakeholders can be better prepared for extreme drought events in the future. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought. The issue of structural versus nonstructural is clear in most cases. While often cast as 'either/or' the message that emerges is more one of how do you integrate these approaches. Social participation in water management and governance recently became a reality in many economies and societies. Yet the dimensions in which power regulation, social equity and democracy-building are connected with participation have been only tangentially analyzed for the water sector. Understanding the growing interest in social participation involves appreciating the specificity of the contemporary period within its historic and geographic contexts as well as uncovering larger political, economic and cultural trends of recent decades which frame participatory actions. Within a wide variety of cases presented from around the world, the reader will find critical analyses of participation and an array of political ecological processes that influence water governance. Water scarcity is not simply the result of what nature has to offer but always involves power relations and political decisions. This volume discusses the politics of the freshwater crisis, specifically how access to water is determined in different regions and historical periods, how conflict is constructed and managed, and how identity and efforts to control water systems, through development, technologies, and institutions, shape one another. Water Crises and Governance critically examines the relationship between water crises and governance in the face of challenges to provide water for growing human demand and environmental needs. Water crises threaten the assumptions and accepted management practices of water users, managers and policymakers. In developed and developing world contexts from North America and Australasia, to Latin America, Africa and China, existing institutions and governance arrangements have unintentionally provoked water crises while shaping diverse, often innovative responses to management dilemmas. This volume brings together original field-based studies by social scientists investigating water crises and their implications for governance. Contributors to this collection find that water crises degrade environments, place untenable burdens on stakeholders, and produce or exacerbate social conflict, undermining ecological and social conditions that sustain effective collaboration. It is now more than a decade since the Right to Food Guidelines were negotiated, agreed and adopted internationally by states. This book provides a review of its objectives and the extent of success of its implementation. The focus is on the first key guideline - "Democracy, good governance, human rights and the rule of law" - with an emphasis on civil society participation in global food governance. The five BRICS countries (Brazil, Russia, India, China and South Africa) are presented as case studies: representing major emerging economies, they blur the line between the Global North and South, and exhibit different levels of human rights realisation. The book first provides an overview of the right to adequate food, accountability and democracy, and an introduction to the history of the development of the right to adequate food and the Right to Food Guidelines. This highly original work examines the rise of the urban food planning movement in the Global North and provides insights into the new relationship between cities and food which has started developing over the past decade.
