Using declassified government material James C. Oskins and Michael H. Maggelet have written the most comprehensive and detailed study of the thirty six known U.S. nuclear weapons accidents, known as "Broken Arrows." The authors have poured through government documents, aircraft accident reports, nuclear weapon incident and accident reports, and first hand accounts to shed light on the Department of Defense's vague summaries of nuclear weapons accidents. Their research dispels myths surrounding the Tybee and Goldsboro accidents, and provides great insight into the human element and the condition of individual weapons and AEC or DOD recovery operations regarding nearly every Broken Arrow. The diversion to military programmes of materials and technologies obtained from foreign suppliers for peaceful purposes has played a prominent role in the known cases of nuclear proliferation. The need to strengthen nuclear export controls has been identified by the G8 group of industrialized states and the European Union. This study examines the structure and activities of the Nuclear Suppliers Group (NSG), a group of 45 states committed to applying effective controls on exports of an agreed set of items as part of a wider effort to prevent nuclear proliferation.

Over the past several years, the International Atomic Agency (IAEA) has been working on a definition of 'nuclear security culture' so that it can be used as a tool to improve the physical protection of nuclear materials and facilities. A 2001 IAEA report titled "Fundamental Principles of Physical Protection of Nuclear Materials and Nuclear Facilities" identified security culture as one of the twelve principles underlying fissile-material security. In February 2005, at a summit in Bratislava, President Bush and President Putin vowed to step up joint efforts to bolster nuclear security, pairing disciplined, well-trained, responsible custodians and protective forces with well-maintained security systems.In July 2005, a series of amendments to the Physical Protection Convention was approved elevating the status of security culture to that of a treaty obligation. Since that time, IAEA member states worked on a concept, definition and guidelines for developing and implementing a robust security culture at nuclear facilities worldwide. This NATO workshop presents the views of experts with the hope to contribute to the IAEA's work and facilitate nuclear security culture worldwide better. Issues include: universality of nuclear security cultures; nuclear security in a nation's culture; differences and similarities between regions such as US, European Union, Japan, etc.; and the advantages of similarities between the regions.

This book examines the impacts of radionuclides released from the 2011 Fukushima Daiichi Nuclear Power Plant (FDNPP) accident on inland aquatic environments. The focus is on the dynamics of radiocesium in inland aquatic environments. The book comprises three parts: migration behavior of radiocesium in river and lake environment, accumulation of radiocesium into organisms in freshwater, and integrated environmental analysis in a lake system and a forest-freshwater system. Many studies on the dynamics of radionuclides have been published after the FDNPP accident, especially of radiocesium (134Cs 137Cs) in land and marine environment. The key features of this book are the new data of freshwater environment including transport of radionuclides in river and lake watershed, and accumulation of radiocesium in freshwater fishes and insects. Another feature of this book is that it summarizes the dataset of a model lake, Lake Akagi-Onuma, from geochemical and biological approaches. Readers will learn the actual dispersion behavior of radionuclides released from the Fukushima accident and their impacts on freshwater environments since the accident in 2011. The book presents valuable information for assessing the impacts of the FDNPP accident on ecosystem and human health, which are also useful in developing countermeasures for similar accidents and environmental contaminations.

The disposal of nuclear waste is becoming a major concern. Many nuclear power plants around the world are nearing the end of their operating lives. This is particularly true in the United States where most nuclear power plants are approaching the end of the operational time period allowed in their licenses. The disposal of radioactive waste from nuclear power plants and nuclear missiles is as politically intense an issue as the plants and missiles themselves. Yet the three issues have remained curiously separate in spite of their close physical ties. Few debates on nuclear power or nuclear weapons discuss the problems of waste disposal should the power plant or missile be decommissioned. Few debates on nuclear waste disposal discuss the opportunities to close nuclear power plants or get rid of nuclear weapons a disposal site would afford. Nuclear waste can be generally classified a either "low level" radioactive waste or "high level" radioactive waste. Low level nuclear waste usually includes material used to handle the highly radioactive parts of nuclear reactors (i.e. cooling water pipes and radiation suits) and waste from medical procedures involving radioactive treatments or x-rays. Low level waste is comparatively easy to dispose of. The level of radioactivity and the half life of the radioactive isotopes in low level waste is relatively small. Storing the waste for a period of 10 to 50 years will allow most of the radioactive isotopes in low level waste to decay, at which point the waste can be disposed of as normal refuse. High level radioactive waste is generally material from the core of the nuclear reactor or nuclear weapon. This waste includes uranium, plutonium, and other highly radioactive elements made during fission. Most of the radioactive isotopes in high level waste emit large amounts of radiation and have extremely long half-lives (some longer than 100,000 years) creating long time periods before the waste will settle to safe levels of radioactivity. This new book explores the issues pertaining, either directly or indirectly, to nuclear waste disposal.

Evaluates the carcinogenic risks to humans posed by exposure to X- and g-radiation and to neutrons from external sources. The book opens with a general introduction to nomenclature, dosimetric methods and models in the occupational and environmental settings, the behaviour of radiation in biological tissues, and sources of human exposure. Natural background radiation is identified as by far the largest source of exposure for the world's population. The medical use of X-rays and radiopharmaceuticals constitutes the next most significant source, followed by exposure from atmospheric testing of nuclear weapons. The collective doses from other sources of radiation are considered much less important. The first and most monograph, on X- and g-radiation, reviews the large body of evidence arising from the extensive investigation of carcinogenic effects in humans, mainly in survivors of the atomic bombings in Japan and patients exposed to radiation for medical reasons. In both groups, an excess number of cases of leukaemia and other cancers have been observed.Irradiation during childhood increases the risk of thyroid cancer, while an increase in breast cancer risk has been observed after irradiation of pre-menopausal women. X-rays and g-rays have also been tested for carcinogenicity at various doses and under various conditions in a range of animal species. In adult animals, the incidences of leukaemia and of mammary, lung, and thyroid tumours were increased in a dose-dependent manner with both types of radiation. Prenatal exposure also gave rise to increased incidences of various types of tumours. On the basis of this evidence, the monograph concludes that X-radiation and g-radiation are carcinogenic to humans. The carcinogenic risk to humans posed by exposure to neutrons is evaluated in the second monograph, which concentrates on risks associated with the exposure of patients to neutron radiotherapy beams and exposures of aircraft passengers and crew. In high-altitude cities, neutrons can constitute as much as 25% of background radiation. Neutrons from various sources with wide ranges of mean energy have been tested for carcinogenicity in different animal species, and at various doses and dose rates.In adult animals, the incidences of leukaemia and ovarian, mammary, lung, and liver cancer were increased in a dose-related manner. Prenatal and parental exposure resulted in increased incidences of liver tumours in the offspring. In virtually all studies, neutrons were more effective in inducing tumours than were X-rays and g-rays when compared on the basis of absorbed dose. Although no adequate human carcinogenicity data were available for assessment, the monograph used other relevant data, including evidence of DNA damage, to reach the conclusion that neutrons are carcinogenic to humans.

This book provides a readable and thought-provoking analysis of the issues surrounding nuclear fuel reprocessing and fast-neutron reactors, including discussion of resources, economics, radiological risk and resistance to nuclear proliferation. It describes the history and science behind reprocessing, and gives an overview of the status of reprocessing programmes around the world. It concludes that such programs should be discontinued. The proliferation of advanced weapons to volatile regions of the world has become a major issue in the post Cold War era. It was thought that no Third World nation could ever pose a technologically-based threat to the great powers by acquiring advanced weaponry. But this has proved to be wrong. The Persian Gulf War changed the worldwide perception of the spread of ballistic missiles to countries like Iraq. Access to a new type of weapon--cruise missiles--poses an even greater threat. With technology that is accessible, affordable, and relatively simple to produce, Third World countries could acquire highly accurate, long-range cruise missile forces to escalate local conflicts and threaten the forces and even the territories of the industrial powers. History and deployment of smart weaponsIn the United States, efforts to develop precision guided munitions—PGMs—began during the First World War and resulted in an 'aerial torpedo' by the 1920s. While World War II was dominated by large-scale strategic bombing—essentially throwing out tons of free-falling munitions in the hope they hit something important—both sides in the war worked to develop airborne munitions that could be steered toward a target. However after that war, U.S. national security policy focused on the atomic bomb, hardly a weapon that needed to be directed with accuracy. The cost of emphasis on atomic weapons was revealed in the general unsuitability of American tactics and weapons deployment systems during the Vietnam War. Lessons learned in that conflict, coupled with rapid technological developments in aerodynamics, lasers, and solid-state electronics, brought air power dramatically closer to the "surgical strike" now seen as crucial to modern warfare. New technology created attractive choices and options for American policymakers as well as field commanders, and events in the Arab-Israeli wars, the U.S. raid on Libya, and most dramatically in the first Gulf War created an ever-increasing demand for the precision weapons. The prospect of pinpoint delivery of weapons right to the enemy's door by speeding aircraft seems to presage war in which the messy and politically risky deployment of ground troops is unnecessary. The potential of such weapons, and their strategic limitations, made the Gulf War and Iraqi War living theater for assessing what such weapons can and cannot do and have important implications for planning for future warfare.

The development and implementation of an appropriate infrastructure to support the successful introduction of nuclear power and its safe, secure, peaceful and sustainable application is an issue of central concern, especially for countries that are considering and planning their first nuclear power plant. In preparing the necessary nuclear infrastructure, there are several activities that need to be completed. These activities can be split into three progressive phases of development.
