The story of a ‘rogue unit’ operating within the South African Revenue Service (SARS) became entrenched in the public mind following a succession of sensational reports published by the Sunday Times in 2014. Africa's leading producer of electricity, Eskom Holdings SOC Ltd, is also a vertically integrated monopoly, owned by the South African state. This national champion was shaken in 2008, when it was obliged to introduce 'load shedding', or rolling blackouts, and again in late 2014. Trying to understand how and why one of the iconic pillars of South African state capitalism is now in distress, the authors of this book argue that the so-called electricity crisis is in fact a public monopoly crisis.

Moving beyond technical aspects, they explore the relationship between state power and Eskom before, during and after apartheid. From this perspective, they suggest that the current technical and financial troubles of this public utility are illustrative of the weakening of its technopolitical regime, of how national institutions have governed Eskom's technological development, and of the pursuit of political goals in the production of electrical power. Without a clear industrial strategy during the 2000s, Eskom became a powerful tool of Broad-Black Economic Empowerment as well as a neopatrimonial system which generates profits captured by the ruling party. As a result, crisis in Eskom shakes the whole political edifice. Inefficient and its finances increasingly under scrutiny, this state-owned enterprise's existence as a monopolistic public utility is regularly a subject of debate.

The authors discuss the ambivalent role of Eskom in the national energy transition policy and whether solutions point in the direction of de-integrating this public monopoly and allowing its current technopolitical regime to enter a planned or natural decline.

South Africa’s social landscape is disfigured by poverty, inequality and mass unemployment. Poverty in South Africa: Past and Present argues that it is impossible to think coherently or constructively about poverty, and the challenge it poses, without a clear understanding of its origins, its long-term development, and it’s changing character over time. This historical overview seeks to show how poverty in the past has shaped poverty in the present. Colin Bundy traces the lasting scars left on the face of South African poverty by colonial dispossession, coerced labour and segregation; and by a capitalist system distinctive for its reliance on cheap, right-less black labour. While the exclusion of the poor occurs in very many countries, in South Africa it has a distinctive extra dimension. Here, poverty has been profoundly racialised by law, by social practice, and by prejudice. He shows that the ‘solution’ to the ‘poor white question’ in the 1920s and ’30s had profound and lasting implications for black poverty. After an analysis of urban and rural poverty prior to 1948, he describes the impact of apartheid policies and social engineering on poverty. Over four decades, apartheid reshaped the geography and demography of poverty. This pocket history concludes with two chapters that assess the policies and thinking of the ANC government in its responses to poverty. One describes the remarkable story of the social security programme developed by the ANC in government since 1994, and finds that cash transfers – pensions and grants – have been the most effective mechanism of redistribution used by the ANC, even though the party remains edgy and anxious about a ‘culture of entitlement’. A final chapter reviews the distribution and dimensions of contemporary poverty, inequality and unemployment, and considers available policy options – and their shortcomings.

The Industrial and Commercial Workers’ Union (ICU)―the largest black political organization in southern Africa before the 1940s―was active in six African colonies, as well as in global trade union networks. Labour Struggles in Southern Africa provides fresh perspectives on the ICU, exploring its record in the 1920s and 1930s and assessing its achievements and failures in relation to the present.

Nigeria and South Africa account for about a third of Africa’s economic might, and have led much of its peacemaking and peacekeeping initiatives over the last two and a half decades. Both account for at least 60 per cent of the economy of their respective sub-regions in West and Southern Africa. The success of political and economic integration in Africa thus rests heavily on the shoulders of these two regional powers who have both collaborated and competed with each other in a complex relationship that is Africa’s most indispensable.

Nigeria remains among South Africa’s largest trading partners in Africa, while both countries have cooperated in building the institutions of the African Union (AU) and the New Partnership for Africa’s Development (NEPAD). Nigeria and South Africa have also sought to give Africa a stronger global voice, while competing as rivals on issues such as peacemaking in Cote d’Ivoire, Libya and Guinea-Bissau. While Nigeria is the most ethnically diverse country in Africa, South Africa is the most racially diverse state on the continent. Both countries have had a tremendous cultural impact on the continent in terms of Nollywood movies and South African soap operas.

The first three chapters of this book assess Nigeria/South Africa relations in the areas of politics, economics and culture. The second section has three essays that examine the issue of hegemonic leadership in relation to Nigeria and South Africa. The third section consists of four essays on the contributions to the bilateral relationship and leadership roles of four prominent South Africans and Nigerians: Nelson Mandela, Thabo Mbeki, Olusegun Obasanjo and Sani Abacha. The final section of the book analyses three technocratic Nigerian and South African ‘visionaries’: Adebayo Adedeji, Nkosazana Dlamini-Zuma, and Ngozi Okonjo-Iweala.

This book is a critique of economics as social science, unusual because it uses many of the same techniques that contemporary economics and positive political economy use. It relies on game theory, and more importantly, on game-theoretic reasoning; but the technical demands are small. The book cautions that perhaps we are trying to move too fast; that we are, mistakenly, dismissive of ideas that cannot be fully formalized, and too glib with our elegant tools of analysis. It must be recognized that markets and the economy are embedded in society, politics, and the law; and an immense amount of research has to go into understanding the nature of this embedding before we can come out with reliable answers. Prelude to Political Economy suggests a new approach to law and economics and to the state, and addresses important questions such as whether the state should guarantee freedom of speech and whether the free market can lead to coercion.

Constructing Neoliberalism presents a rich analysis of the shift to neoliberal economic policies in four Anglo-American democracies - Canada, Britain, Australia, and New Zealand - over the course of the 1980s and 1990s. This period witnessed a dramatic shift away from traditional post-war consensus policies of active state economic intervention, public ownership, and full employment toward those informed by an ideological commitment to deregulation, privatization, entrepreneurialism, and freer trade. Jonathan Swarts argues that this transformation was not simply a marginal adjustment in existing economic policies, but rather the result of political elites seeking to reshape what he calls their societies' "political-economic imaginaries." Swarts demonstrates that this shift cut across traditional party lines, and that in all four cases, the result was a new set of intersubjective norms about appropriate economic policies, the role of the state in the economy, the expectations and aspirations of citizens, and the very nature of an advanced industrial democracy in a globalizing world.

This report presents a set of concrete proposals of increasing ambition for the reform of the international monetary system. The proposals aim at improving the international provision of liquidity in order to limit the effects of individual and systemic crises and decrease their frequency. The recommendations outlined in this report include: / Develop alternatives to US Treasuries as the dominant reserve asset, including the issuance of mutually guaranteed European bonds and (in the more distant future) the development of a yuan bond market. / Make permanent the temporary swap agreements that were put in place between central banks during the crisis. Establish a starshaped structure of swap lines centred on the IMF. / Strengthen and expand existing IMF liquidity facilities. On the funding side, expand the IMF's existing financing mechanisms and allow the IMF to borrow directly on the markets. / Establish a foreign exchange reserve pooling mechanism with the IMF, providing participating countries with access to additional liquidity and, incidentally, allowing reserves to be recycled into productive investments. To limit moral hazard, the report proposes the setting up of specific surveillance indicators to monitor "international funding risks" associated with increased insurance provision. The report discusses the role of the special drawing rights (SDRs) and the prospects for turning this unit of account into a true international currency, arguing that it would not solve the fundamental problems of the international monetary system. The report also reviews the conditions under which emerging market economies may use temporary capital controls to counteract excessive and volatile capital flows. The potential for negative externalities requires mutual monitoring and international cooperation in terms of financial regulation and suggests that the mandate of the IMF should be extended to the financial account.
