As the world shifts away from the unquestioned American hegemony that followed in the wake of the Cold War, the United States is likely to face new kinds of threats and sharper resource constraints than it has in the past. However, the country's alliances, military institutions, and national security strategy have changed little since the Cold War. American foreign and defense policies, therefore, should be assessed for their fitness for achieving sustainable national security amidst the dynamism of the international political economy, changing domestic politics, and even a changing climate. This book brings together sixteen leading scholars from across political science, history, and political economy to highlight a range of American security considerations that deserve a larger role in both scholarship and strategic decision-making. In these chapters, scholars of political economy and the American defense budget examine the economic engine that underlies U.S. military might and the ways the country deploys these vast (but finite) resources. Historians illuminate how past great powers coped with changing international orders through strategic and institutional innovations. And regional experts assess America's current long-term engagements, from NATO to the chaos of the Middle East to the web of alliances in Asia, deepening understandings that help guard against both costly commitments and short-sighted retrenchments. Legality and Legitimacy in Global Affairs focuses on the problematic relationship between legality and legitimacy when a nation (or nations) intervene in the work of other nations. Edited by Mark Juergensmeyer, Richard Falk, and Vesselin Popovski, this volume brings together a wide range of contributors with a broad set of cases that consider when such intervention is legitimate even if it isn't legal--and vice versa. Chapters cover humanitarian intervention, nuclear nonproliferation, military intervention, international criminal tribunals, interventions driven by environmental concerns, and the export of democracy. The book argues that while some interventions may not be technically legal, they may well be legitimate (e.g. Kosovo), and also concentrates on establishing the grounds for legitimate intervention. Some cases, like Iraq, fail the test. Transnational intervention by states and international institutions has increased since the globalization wave of the of the 1990's and especially since 9/11. This book, by focusing on a diverse array of cases, establishes a clear framework for judging the legitimacy of such actions.
Why do some countries construct strong systems of social protection, while others leave workers exposed to market forces? In the past three decades, scholars have developed an extensive literature theorizing how hegemonic social democratic parties working in tandem with a closely-allied trade union movement constructed models of welfare capitalism. Indeed, among the most robust findings of the comparative political economy literature is the claim that the more political resources controlled by the left, the more likely a country is to have a generous, universal system of social protection. The Left Divided takes as its starting point the curious fact that, despite this conventional wisdom, very little of the world actually approximates the conditions identified by mainstream scholarship for creating universal, generous welfare states. In most countries outside of northern Europe, divisions within the left-within the labor movement, among left parties, as well as between left parties and a divided union movement-are a defining feature of politics. The Left Divided, in contrast, focuses on the far more common and deeply consequential situation where intra-left divisions shape the development of social protection. Arguing that the strength and position taken by the far left is an important and overlooked determinant of social protection outcomes, the book presents a framework for distinguishing between different types of left movements, and analyzes how the distribution of resources within the left shapes party strategies for expanding social protection in theoretically unanticipated ways. To demonstrate the counterintuitive effects of having the far-left control significant political resources, Watson combines in-depth case studies of Iberia with cross-national analysis of OECD countries and qualitative comparative analyses of other divided lefts.

East Asia is a powerhouse of automobile production. Yet, across the region, national automobile industries have had strikingly different patterns of development. Despite starting from equally low levels of performance and initially similar strategies, countries have experienced vastly different results. From Thailand's success as an assembly hub for foreign automakers and China's unexpected achievements in building its own car industry, to South Korea's impressive development of an integrated industry, to the Philippines' persistent weakness, these divergent paths offer a fascinating window into the determinants of economic growth. The Political Economy of Automotive Industrialization in East Asia provides a political explanation for why development strategies and performance have been so uneven within one of the world's most important regions. Utilizing interviews and original-language research from multiple nations, this book explains that factors such as market size and neoclassical economic policies alone cannot explain these patterns of development. Richard F. Doner, Gregory W. Noble, and John Ravenhill instead highlight the significance of two sets of factors: countries' very different capabilities for implementing policies and the political forces that help to explain the emergence of effective institutions. By tracing the divergent trajectories of seven nations, The Political Economy of Automotive Industrialization in East Asia offers lessons beyond the automobile industry that illustrate the broader importance of institutions to economic growth.
Access Points develops a new theory about how democratic institutions influence policy outcomes. Access Point Theory argues that the more points of access that institutions provide to interest groups, the cheaper lobbying will be, and, thus, the more lobbying will occur. This will lead to more complex policy, as policymakers insert specific provisions to benefit special interests, and, if one side of the debate has a lobbying advantage, to more biased policy, as the advantaged side is able to better take advantage of the cheaper lobbying. This book then uses Access Point Theory to explain why some countries have more protectionist and more complex trade policies than other; why some countries have stronger environmental and banking regulations than others; and why some countries have more complicated tax codes than others. In policy area after policy area, this book finds that more access points lead to more biased and more complex policy. Access Points provides scholars with a powerful tool to explain how political institutions matter and why countries implement the policies they do.
Much of the discussion of Russia's recent post-Communist history
has amounted, both in Russia and the West, to a series of
monologues by strong-minded people with starkly divergent views. In
contrast, Padma Desai's conversations with influential, intelligent
participants and observers provide the reader with a broad, nuanced
view of what has and has not happened in the last fourteen years,

Constructing Neoliberalism presents a rich analysis of the shift to neoliberal economic policies in four Anglo-American democracies - Canada, Britain, Australia, and New Zealand - over the course of the 1980s and 1990s. This period witnessed a dramatic shift away from traditional post-war consensus policies of active state economic intervention, public ownership, and full employment toward those informed by an ideological commitment to deregulation, privatization, entrepreneurialism, and freer trade. Jonathan Swarts argues that this transformation was not simply a marginal adjustment in existing economic policies, but rather the result of political elites seeking to reshape what he calls their societies' "political-economic imaginaries." Swarts demonstrates that this shift cut across traditional party lines, and that in all four cases, the result was a new set of intersubjective norms about appropriate economic policies, the role of the state in the economy, the expectations and aspirations of citizens, and the very nature of an advanced industrial democracy in a globalizing world.
Neoliberal economic theories are powerful because their domestic translators make them go local, hybridizing global scripts with local ideas. External constraints and translators' access to cohesive policy institutions filter what kind of neoliberal hybrids become policy reality. The story of China's spectacular economic growth is well known. Less well known is the country's equally dramatic, though not always equally successful, social policy transition. The Future of the Euro is an attempt by political economists to analyze the fundamental causes of the euro crisis, determine how it can be fixed, and consider what likely futures lie ahead for the currency. The book makes three interrelated arguments that emphasize the primacy of political over economic factors. First, the 'euro problem' is discussed as the result of the single currency's fundamental lack of institutional embeddedness, insofar as its original design omitted three 'forgotten unions' alongside of monetary union: a financial and banking union, mutually supporting institutions of fiscal union and economic government, and a political union holding similar legitimacy to the nation-state. Second, the 'euro experience' shows how the euro's unfinished design led to economic divergence - quietly altering the existing distribution of economic and political power within Europe prior to the crisis - which in turn determined the EU's crisis response.
