The History of the United States Civil Service: From the Postwar Years to the Twenty-First Century provides a broad, comprehensive overview of the US civil service in the postwar period and examines the reforms and changes throughout that time. Despite the radical transformation of society associated with globalisation, shifting patterns of demography and the revolution in information and communication technologies over the last two decades, we remain profoundly attached to place in economic, social, cultural and emotional terms. The idea of sustainable place shaping has made its way to the heart of the debate on the form and delivery of integrated (economic development, planning, housing, regeneration, education, transport and health) policy for our neighbourhoods, towns, cities and regions. The delivery of policy for place shaping has become a far more complex cross-boundary and relational leadership task - and there is now a requirement for a refreshed approach to leadership development for collaborative learning and associational' working. Going forward, what is needed is a more insightful and comprehensive conceptual framework related to the leadership of place that takes account of the paradigm shift occurring in economic development, planning and regeneration studies. Against this background, this timely book takes stock of the leadership literature and connects with the experience and views of those working in economic development, planning and regeneration. In this book we seek to enhance the discussion of these new leadership challenges. This book investigates the autobiographical writings of Barbara Jordan, Patricia Schroeder, Geraldine Ferraro, Elizabeth Dole, Wilma Mankiller, Hillary Rodham Clinton, Madeleine Albright, and Christine Todd Whitman. These eight women represent the diversity that permeates the cultural backgrounds, life adventures, and ideologies women bring to the political table. From differences in race, class, and geographic location, to variations in personal and family experiences, religious beliefs, and political ideology, these women illustrate many of the divergent standpoints from which women craft their lives in the United States. Each essay focuses on the autobiographical text as political discourse and therefore, as an appropriate site for the rhetorical construction of a personal and civic self situated within local and national political communities. The collection examines issues such as the intersection between the "politicization of the private and the personalization of the public" evident in the women's narratives; the description of U.S. politics the women provide in their writings; the ways in which the women's personal stories craft arguments about their political ideologies; the strategies these women leaders employ in navigating the gendered double-binds of politics; and, the manner in which the women's discourse serves to encourage, instruct, and empower future women leaders. The analyses embody and explicate the political and rhetorical strategies these leaders employ in their efforts to act on their convictions, highlight the need for and reality of women's involvement in all levels of politics, and serve as an impetus and inspiration for scholars and activists alike.
Historically, James K. Polk is described as a spoilsman who appointed officers based upon their party affiliation rather than their qualifications. This book reflects on the role and task perception as well as the behaviour of councillors in the changing context of local democracy. Political leadership at the local level has attracted growing attention in recent years in parallel with reforms of local government and of the municipal administration as well as the debate on a shift from government to governance. But this debate is mainly focused on single leaders, i.e. mayors or executive officers. Considering the power triangle of (i) the mayor, (ii) the municipal administration (executive officers) and (iii) the council, it is surprising that councillors have gained little interest so far. The chapters start from a common conceptual framework. They start from the hypothesis that the role perception as well as the behaviour of councillors cannot be conceived of being determined directly by (i) both formal and informal institutional structures as well as by (ii) personal characteristics. Instead, this collection argues that the perceptions and behaviour of councillors are depending on their notion of democracy. Whilst the understanding of democracy can be affected by institutional structures, it also depends on the personal characteristics of the councillors. The past decade has witnessed the emergence of a new vanguard in African American political leaders. They came of age after Jim Crow segregation and the Civil Rights Movement, they were raised in integrated neighborhoods and educated in majority white institutions, and they are more likely to embrace deracialized campaign and governance strategies. Members of this new cohort, such as Cory Booker, Artur Davis, and Barack Obama, have often publicly clashed with their elders, either in campaigns or over points of policy. And because this generation did not experience codified racism, critics question whether these leaders will even serve the interests of African Americans once in office. With these pressing concerns in mind, this volume uses multiple case studies to probe the implications of the emergence of these new leaders for the future of African American politics. Editor Andra Gillespie establishes a new theoretical framework based on the interaction of three factors: black leaders? crossover appeal, their political ambition, and connections to the black establishment. Authoritarianism research has evolved into one of the fastest growing research fields in comparative politics. The newly awakened interest in autocratic regimes goes hand in hand with a lack of systematic research on the results of the political and substantive policy performance of variants of autocratic regimes. The contributions in this second volume of Comparing Autocracies are united by the assumption that the performance of political regimes and their persistence are related. Furthermore, autocratic institutions and the specific configurations of elite actors within authoritarian regime coalitions induce dictators to undertake certain policies, and that different authoritarian institutions are therefore an important piece of the puzzle of government performance in dictatorships. Based on these two prepositions, the contributions explore the differences between autocracies and democracies, as well as between different forms of non-democratic regimes, in regard to their outcome performance in selected policy fields; how political institutions affect autocratic performance and persistence; whether policy performance matter for the persistence of authoritarian rule; and what happens to dictators once autocratic regimes fall. Social structure may historically have been of primary importance in accounting for the attitudes and behaviour of many citizens, but now changes in social structure have diminished the role played by class and religious affiliation, whilst the significance of personality in political leadership has increased. This book provides an innovative theoretical and empirical exploration of the political participation and democratic capability of people living in authoritarian states. Merging perspectives from sociology and political science, the book demonstrates that despite autocratic restrictions on opposition, there is often still leeway for people to express themselves as political agents and to develop democratic capability. The first two chapters problematise political participation and develop an interdisciplinary three-domain framework that allows for critical engagement with and appreciation of the contexts and varied ways in which participatory activities occur. This framework is applied to analyse six country case studies: Singapore, Jordan, Belarus, Cuba, Nigeria, and Vietnam. Drawing on a range of data sources and different analytical entry points, the book investigates the substantive opportunities people have in exercising political agency and the implications for democratic capability. The book concludes by summarising the emergent themes and examining the potential of applying this method of inquiry in other political contexts. In crisis situations, such as terror attacks or societal tensions caused by migration, people tend to look for explicit moral and spiritual leadership and are often inclined to vote for so-called 'strong leaders'. Is there a way to resist the temptation of the simplistic solutions that these 'strong leader' offer, and instead encourage constructive engagement with the complex demands of our times? This volume utilises relational and dialogical perspectives to examine and address many of the issues surrounding the moral and spiritual guidance articulated in globalizing Western societies. The essays in this collection focus on the concept of plural moralities, understood as divergent visions on what is a 'good life', both in an ethical, aesthetical, existential, and spiritual sense. They explore the political-cultural context and consequences of plural moralities as well as discussing challenges, possibilities, risks, and dangers from the perspective of two promising relational theories: social constructionism and dialogical self theory. This book concerns the wanting, getting, and giving of power. Recent advances in medicine, sociology, and psychology have deepened our understanding of the motives, skills, and experience that operate between leaders and those who are led. Since power is about decision-making, it figures not only in offi cial institutions but in other organizations, including political parties, pressure groups, trade associations, business enterprises, trade unions, and many other types of organizations. A general theory of the political personality is set forth here. Lasswell describes the process by which power becomes a value of first importance and the way appropriate skills in exercising power are acquired. He shows that special political types such as agitators or administrators are related to basic types of character that contribute to how they lead. Finally, his analysis offers original perspectives to understand democratic leadership. Lasswell offers definite suggestions for perfecting "self-observatories" in national and world affairs and for forming democratic personalities, selecting and training democratic leaders, and reducing destructive conflicts in human relationships. Power and Personality followed the author's 1930 work Psychopathology and Politics, which was widely hailed for its pioneering approach. Power and Personality reevaluated the entire issue of the relationship between psychology and politics in the light of subsequent experience and scientific developments since publication of that earlier work.
