This study has been written during my time at the Institute of Public Finance at the Albert-Ludwigs-University of Freiburg, Germany. I am indebted to a number of people who have made this work possible. First and foremost, I thank my teacher Prof. Dr. Bernd Raffelhuschen .. with whom I had the pleasure of working for many exciting years. The German term "Doktorvater" alludes to the fatherly role of a thesis supervisor, and he has truely lived up to this role. Also, I am grateful to Prof. Dr. Dr. h. c. Hans-Hermann Francke for his co-correction and the valuable comments he has given me. In addition, I wish to thank my family. Especially, my wife, Daniela, has not only supported me with her love and affection but has also kept an eye on my discipline when the going got tough. The greatest sacri?ce in the course of working on this thesis, have been the miles and many hours away from her. Unfortunately, the yearsofmydoctoralstudieswereovershadowedbythedeathofmyfather. Tohimand mymother,Eva-MariaBorgmann,Iamimmenselygratefulfortheirloveandsupport throughout my life. Daniel Besendorfer and Erik Luth .. have been close companions and friends at the Institute of Public Finance from my ?rst days in Freiburg, and I have gained from their friendship enormously. This work has largely pro?ted from comments and suggestions of many colleagues who have also been great fun to work with. Among them, I especially thank Holger Bonin, Oliver Ehrentraut, Matthias Heidler, Stefan Fetzer, Pascal Krimmer, and Stefan Moog.

'This book, which shares the poignant lived voices of the racialised experience, is a welcome contribution to the mission to heal and positively transform our mental health, physical health and well-being.' - Dr Jacqui Dyer, health and social care consultant, Black Thrive Global Director The Colour of Madness is a groundbreaking collection that amplifies the voices of people of colour and their experiences with mental health. These are the voices of those who have been ignored. Updated for 2022, The Colour of Madness is a vital and timely tribute to all the lives that have been touched by medical inequalities and aims to disrupt the whitewashed narrative of mental health in the UK. A compelling collection of memoir, essays, poetry, short fiction and artwork, this book will bring solace to those who have shared similar experiences, and provide a powerful insight into the everyday impact of racism for those looking to further understand and combat this injustice. Statistics show that people from Black and minority ethnic backgrounds in the UK have not only experienced inadequate mental health treatment in comparison to their white counterparts, but are also more likely to be detained under the Mental Health Act. From micro-aggressions, inherent bias, religious/cultural influences and social stigma, people of colour are consistently fighting to be heard, believed, and offered help beyond the need for ticking off diversity boxes. The book was first published in 2018. Editors Dr Samara Linton and Rianna Walcott ended their relationship with their previous publisher in 2021 when the press was linked to a far-right group. The editors have since collaborated with a new publisher and present this revised edition complete with more contributions and powerful artwork.

R4,160 Discovery Miles 41 600 Ships in 12 - 17 working days

This book explores the role of the welfare state in the overall wealth and wellbeing of nations and in particular looks at the American welfare state in comparison with other developed nations in Europe and elsewhere. It is widely believed that the welfare state undermines productivity and economic growth, that the United States has an unusually small welfare state, and that it is, and always has been, a welfare state laggard. This book shows that all rich nations, including the United States, have large welfare states because the socialized programs that comprise the welfare state-public education and health and social insurance-enhance the productivity of capitalism. In public education, the most productive part of the welfare state, for most of the 19th and 20th centuries, the United States was a leader. Though few would argue that public education is not part of the welfare state, most previous cross national analyses of welfare states have omitted education. Including education has profound consequences, undergirding the case for the productivity of welfare state programs and the explanation for why all rich nations have large welfare states, and identifying US welfare state leadership. From 1968 through 2006, the United States swung right politically and lost its lead in education and opportunity, failed to adopt universal health insurance and experienced the most rapid explosion of health care costs and economic inequality in the rich world. The American welfare state faces large challenges. Restoring its historical lead in education is the most important but requires investing large sums in education, beginning with universal pre-school and in complementary programs that aid children's development. The American health insurance system is by far the most costly in the rich world, yet fails to insure one sixth of its population, produces below average results, crowds out useful investments in children, and is the least equitably financed. Achieving universal coverage will increase costs. Only complete government financing is likely to restrain long term costs. In memory of Robert J. Lampman Colleague, Co-author, Friend and Mentor

Urban Housing and Neighborhood Revitalization - Turning a Federal Program into Local Projects (Hardcover): Donald Rosenthal Urban Housing and Neighborhood Revitalization - Turning a Federal Program into Local Projects (Hardcover)
Donald Rosenthal
R2,918 Discovery Miles 29 180 Ships in 10 - 15 working days

Although many scholars have emphasized the shortcomings of federal housing programs, few have examined their successes and failures on a case-by-case empirical basis. With the possibility that federal involvement in housing may increase in the future, we need to have more precise knowledge of what works, what does not, and why. Donald Rosenthal's new book is the first study to focus on the Section 8 Neighborhood Strategy Area program (NSA)--one of the last major housing initiatives of the Carter administration. Reporting on his extensive field research, the author examines the development and implementation of the program and documents its results. In the process, he provides valuable new insights on American intergovernmental relations between 1977 and 1984 and traces the evolution of federal policy on assisted housing and community development under the Carter and Reagan administrations.

A New York Times Bestseller A Wall Street Journal Bestseller A New York Times Notable Book of 2020 A New York Times Book Review Editors' Choice Shortlisted for the Financial Times and McKinsey Business Book of the Year A New Statesman Book to Read From economist Anne Case and Nobel Prize winner Angus Deaton, a groundbreaking account of how the flaws in capitalism are fatal for America's working class Deaths of despair from suicide, drug overdose, and alcoholism are rising dramatically in the United States, claiming hundreds of thousands of American lives. Anne Case and Angus Deaton explain the overwhelming surge in these deaths and shed light on the social and economic forces that are making life harder for the working class. As the college educated become healthier and wealthier, adults without a degree are literally dying from pain and despair. Case and Deaton tie the crisis to the weakening position of labor, the growing power of corporations, and a rapacious health-care sector that redistributes working-class wages into the pockets of the wealthy. This critically important book paints a troubling portrait of the American dream in decline, and provides solutions that can rein in capitalism's excesses and make it work for everyone.

Aging in European Societies - Healthy Aging in Europe (Hardcover, 2012 ed.): Constantinos Phellas Aging in European Societies - Healthy Aging in Europe (Hardcover, 2012 ed.)
Constantinos Phellas
R3,059 Discovery Miles 30 590 Ships in 10 - 15 working days

Between longer life expectancies and declining birth rates, Europe's elder population is growing into a sizable minority with considerable impact on nations, health systems, and economies-in other words, global implications as well as local and regional ones. Those investing in the health of older adults need a double perspective: the social and clinical complexity of aging and the larger forces shaping these experiences.

"Aging in European Societies" examines aging trends across the continent, analyzing individual and collective variables that affect the lives of older adults, and drawing salient comparisons with other parts of the world. An interdisciplinary panel of experts provides theory, research, and empirical findings (with examples from the UK, Cyprus, Sweden, and others) in key areas such as family and social supports, physical and cognitive changes, dependence and autonomy issues, and living arrangements. The book's wide-net approach offers insights into not only aging, but aging well. And of particular importance, it details approaches to defining and measuring the elusive but crucial concept, quality of life. Included in the coverage:

The potential for technology to improve elders' quality of life.Dementia and quality of life issues.Changes in functional ability with aging and over time.Family networks and supports in older age.Factors influencing inequalities in quality of life.Late-life learning in the E.U.

Gerontologists, sociologists, health and cross-cultural psychologists, and public health policymakers will welcome "Aging in European Societies "as a springboard toward continued discussion, new directions for research, and improvements in policy and practice."

Research in Social Problems and Public Policy (Hardcover): William R. Freudenburg, Ted I. K. Youn Research in Social Problems and Public Policy (Hardcover)
William R. Freudenburg, Ted I. K. Youn
R3,835 Discovery Miles 38 350 Ships in 12 - 17 working days

Research in Social Problems and Public Policy (RSPPP) is a peer-reviewed series devoted to the sharpening and reshaping of scientific discourse involving the intersection of social problems and public policy. In particular, it is interested in the analysis of the potential failure of public institutions to fulfil their obligations to the broader society. Multidisciplinary in nature, Research in Social Problems and Public Policy presents important themes of: social/crime problems and their treatment; criminal justice; law and public policy; crime, deviance and social control; courts and diversion programs; therapeutic jurisprudence, restorative justice and alternative dispute resolution; law and society; substance use/abuse and treatment; health and society; and institutional interaction. The articles have a clear connection to the series' main focus, lying at the confluence of social problems and public policy. The series emphasises the need to consider the organisationally - and institutionally - specific features, competencies and decision-making practices of social problems, whilst also providing a useful mix of theoretical, methodological, substantive and public policy issues. Additionally, it aids the establishment of working networks of academics and practitioners from across the globe.

Race, Ethnicity, and Minority Housing in the United States (Hardcover): Jamshid Momeni Race, Ethnicity, and Minority Housing in the United States (Hardcover)
Jamshid Momeni
R2,922 Discovery Miles 29 220 Ships in 10 - 15 working days

Although there has been general improvement in America's housing since 1949, when the U.S. Congress proclaimed the goal of a decent home and suitable living environment for every American family, this stated national aim has clearly not been achieved. Substandard housing conditions are still prevalent anong various racial, ethnic, and economic groups. This book, edited by a leading population and housing scholar with contributions from nationally recognized housing experts, reviews recent data derived from census reports and housing surveys. It focuses on the reasons why the quality and quantity of housing available to blacks, Hispanics, Asian Americans, and American Indians remains significantly below standards for whites.

Edward D. Berkowitz, Kim McQuaid
R2,941 Discovery Miles 29 410 Ships in 10 - 15 working days

"Creating the Welfare State" investigates how private business and public bureaucracy worked together to create the structure of much of the modern welfare state in America. Covering the period from the 1980s to the present, this important volume employs interdisciplinary techniques to demonstrate how politics, economics, law, and social theory merged over the course of a century of policy formulation and implementation. The authors also draw upon previously unconsulted sources from government warehouses and archives to analyze the operation of early federal social welfare programs such as vocational rehabilitation. Their discussions range from those early programs to modern ones such as cost of living pay adjustments and social security disability benefits. This emphasis on the notion of the continuing development of welfare programs is a significant factor in the welfare state controversies--a factor often ignored by other historians and writers.

This book explores the dynamics of community self help in local neighbourhoods. It shows how widespread it is, and argues that it should be considered as the third major sector of social and economic organization (alongside the state and market). Danny Burns, Colin C. Williams and Jan Windebank examine community self-help as a springboard into the mainstream, a complement to it, and an alternative. Finally, the book opens out a vision of social organization with self-help and mutual aid at its heart.

Matthew Clarke, Sardar M. N Islam
R3,987 Discovery Miles 39 870 Ships in 12 - 17 working days

This book studies the relationships between economic growth and social welfare and the policy implications of these relationships for development. Understanding the relationships between economic growth and social welfare is an enduring issue within contemporary development economics and welfare economics. These relationships are analysed in this book by operationalising normative social choice theory. Normative social choice theory is an appropriate approach as it explicitly incorporates society's preferences, values and choices in determining how social welfare should be defined and measured. Two approaches, aggregate and hierarchical, are developed and empirically applied to Thailand for a twenty-five year period 1975-1999. This book concludes that in terms of social welfare, economic growth cannot always be assumed desirable. What is needed is social welfare enhancing economic growth. A review of the policy implications of this finding is also undertaken.

Gordon Marshall, Adam Swift, Stephen Roberts
R4,555 Discovery Miles 45 550 Ships in 12 - 17 working days

What is the relation between social class and social justice? This is currently a matter of public as well as academic controversy. While nobody would deny that the distribution of rewards in industrial societies is unequal, there is sharp disagreement about whether this inequality can be justified. Some see existing patterns of social mobility as evidence of inequality of opportunity. Others regard them as meritocratic, simply reflecting the distribution of abilities among the population. This fascinating, interdisciplinary study brings together recent developments in normative thinking about social justice with new empirical findings about educational attainment and social mobility. The result is a path-breaking contribution to our thinking about issues of class and justice, one that will be of interest to both sociologists and political theorists for many years to come.

Older Citizens and End-of-Life Care - Social Work Practice Strategies for Adults in Later Life (Hardcover): Malcolm Payne Older Citizens and End-of-Life Care - Social Work Practice Strategies for Adults in Later Life (Hardcover)
Malcolm Payne
R4,870 Discovery Miles 48 700 Ships in 12 - 17 working days

Older people are, like younger people, citizens in the communities of the nations in which they live. This book sees ageing as a life journey that incorporates a process of citizening, in which people build their identity as part of their family and community. But the social experience of illness, frailty, disability and reaching the end of life may de-citizen older people by devaluing the social identity that comes from continuing social engagement. We de-citizen older people by emphasizing dependence on services and their cost to public expenditure instead of valuing the interdependence of participation and mutual respect. This book argues that older people retain full citizenship for the whole of their lives, up to the moment of death; but what does this mean for health and social care? In this groundbreaking book, Malcolm Payne argues that social work with older people must build re-citizening practice strategies to value both the common and the special aspects of the citizenship of older people. Current models of social care and social work create dependency, rather than relying on values of participative interdependence. The failure to recognize the end of life as a crucial element in all social care and social work for older people means that the lessons learned in providing palliative and end-of-life care in healthcare have not been transferred to social care, and the priorities of end-of-life care have not been adequately encompassed in social work with older people.

Welfare State, Universalism and Diversity (Paperback): Anneli Anttonen, Liisa Haikioe, Kolbeinn Stefansson Welfare State, Universalism and Diversity (Paperback)
Anneli Anttonen, Liisa Haikioe, Kolbeinn Stefansson
R1,085 Discovery Miles 10 850 Ships in 12 - 17 working days

Welfare State, Universalism and Diversity is a thought-provoking book dealing with key ideas, values and principles of social policies and asking what exactly is meant by universal benefits and policies? Is the time of post-war universalism over? Are universalism and diversity contradictory policy and theory framings? Well-known scholars from different countries and fields of expertise provide a historically informative and comprehensive view on the making of universal social policies. Universalism is defined and implemented differently in the British and Scandinavian social policies. Service universalism is different from universalism in pensions. The book underlines the multiple and transformative nature of universalism and the challenge of diversity. There certainly is need for a greater diversity in meeting citizen s needs. Yet, universalism remains a principle essential for planning and implementing sustainable and legitimate policies in times characterized by complex interdependences and contradictory political aims. This impressive book is an attempt to untangle the multiple meanings of universalism and clarify the concept's relevance to contemporary policy debates. It will prove invaluable for students, researchers and practitioners in social policy, public policy, social administration, social welfare, social history, social work, sociology and political sciences. Policy makers and administrators involved with social and public policies, social services, social welfare, and social work will also find this book groundbreaking. Contributors: A. Anttonen, A. Ethics in American Adoption (Hardcover): L.Anne Babb Ethics in American Adoption (Hardcover)
L.Anne Babb
R2,925 Discovery Miles 29 250 Ships in 10 - 15 working days

Today in the United States there is a lack of consensus about what constitutes ethical practice in adoption. Although ethics in adoption is a hot topic, adoption specialists and professionals are unsure about how to serve the best interests of children who need to be adopted and how birth parents, adoptive parents, and adult adoptees ought to be served. This failure to identify and prioritize ethical standards in adoption has resulted in a lack of ethical decision-making and inadequate--and sometimes fraudulent--treatment of those seeking adoption-related services.

Destined to be seminal in the fields of ethics and adoption, this books offers numerous case studies describing what is wrong with America's adoption system, illustrating what the lack of applied ethical standards in adoption does to adoptees and those who love them, and raising many questions about what adoption facilitators are doing, who is accountable for what they are doing, and whose interests they are serving.
