Over the past decades, European states have increasingly limited irregular migrants' access to welfare services as a tool for migration control. Still, irregular migrants tend to have access to certain basic services, although frequently of a subordinate, arbitrary, and unstable kind. Drawing on in-depth ethnographic fieldwork conducted in Norway, this book sheds light on ambiguities in the state's response to irregular migration that simultaneously cut through law, policy, and practice. Carefully examining the complex interplay between the geopolitical management of territory and the biopolitical management of populations, the book argues that irregularised migrants should be understood as precariously included in the welfare state rather than simply excluded. The notion of precarious inclusion highlights the insecure and unpredictable nature of the inclusive practises, underscoring how limited access to welfare does not necessarily contradict restrictive migration policies. Taking the situated encounters between irregularised migrants and service providers as its starting point for exploring broader questions of state sovereignty, biopolitics, and borders, Migration Control and Access to Welfare offers insightful analyses of the role of life, territory, and temporality in contemporary politics. Based on field studies and in-depth interviews across rural and urban China, this book presents a socio-legal analysis of non-state organised care for some of China's most vulnerable children. The first full-length book to examine non-state organised care of modern China's 'lonely children' (gu'er), this book describes the context in which abandonment occurs and the care provided to children unlikely to be adopted because of their disability. It also explores the various faith groups and humanitarian workers providing this care in private orphanages and foster homes in response to perceived deficiencies in the state orphanage system, in the context of a broader societal shift from 'welfare statism' to 'welfare pluralism'. Formal law and policy has not always kept pace with this shift. This study demonstrates that, in practice, state regulation of these unauthorised care providers has mostly centred on local-level negotiations, hidden rules, and discretion, with mixed outcomes for children. However there has also been a recent shift towards tighter state control and clearer laws, policies, and standards. This timely research sheds light on the life paths and stories of today's 'lonely children' and the changing terrain of civil society, humanitarianism, policy-making, and state power in modern China. BSW/MSW education funded by Title IV-E of Social Security Act ("Title IV-E Child Welfare Education") is an important incentive to encourage social workers to stay in the child protection field. It aims to demonstrate the training partnership between universities and public child welfare agencies. This book contains essential research results with a focus on the impact of Title IV-E Child Welfare Education to improve worker capacities and case outcomes, as well as on the process and results of social work education in promoting public child welfare work. There are nine chapters written by renowned researchers in public child welfare who applied rigorous quantitative and/or qualitative methodologies to clearly describe measures used, data sources, outcome variables, and implications for education, practice, policy, and research. These evidence-based articles address the following child welfare topics: training partnerships and worker outcomes, effective pedagogy and online education, workplace climate and retention factors, and other topics connecting BSW/MSW education to public child welfare practice. The extraordinary early life in India and England of one of the world's leading public intellectuals Where is 'home'? For Amartya Sen home has been many places - Dhaka in modern Bangladesh where he grew up, the village of Santiniketan where he was raised by his grandparents as much as by his parents, Calcutta where he first studied economics and was active in student movements, and Trinity College, Cambridge, to which he came aged nineteen. Sen brilliantly recreates the atmosphere in each of these. Central to his formation was the intellectually liberating school in Santiniketan founded by Rabindranath Tagore (who gave him his name Amartya) and enticing conversations in the famous Coffee House on College Street in Calcutta. As an undergraduate at Cambridge, he engaged with many of the leading figures of the day. This is a book of ideas - especially Marx, Keynes and Arrow - as much as of people and places. In one memorable chapter, Sen evokes 'the rivers of Bengal' along which he travelled with his parents between Dhaka and their ancestral villages. The historic culture of Bengal is wonderfully explored, as is the political inflaming of Hindu-Muslim hostility and the resistance to it. In 1943, Sen witnessed the Bengal famine and its disastrous development. Some of Sen's family were imprisoned for their opposition to British rule: not surprisingly, the relationship between Britain and India is another main theme of the book. A new history of Rotary International shows how the organization reinforced capitalist values and cultural practices at home and tried to remake the world in the idealized image of Main Street America. Rotary International was born in Chicago in 1905. By the time World War II was over, the organization had made good on its promise to "girdle the globe." Rotary International and the Selling of American Capitalism explores the meteoric rise of a local service club that brought missionary zeal to the spread of American-style economics and civic ideals. Brendan Goff traces Rotary's ideological roots to the business progressivism and cultural internationalism of the United States in the early twentieth century. The key idea was that community service was intrinsic to a capitalist way of life. The tone of "service above self" was often religious, but, as Rotary looked abroad, it embraced Woodrow Wilson's secular message of collective security and international cooperation: civic internationalism was the businessman's version of the Christian imperial civilizing mission, performed outside the state apparatus. This book assesses the roadmap for the implementation of the SDGs in South Asia, focusing in particular on the areas of poverty reduction, inequality, health/well-being and water and sanitation.
