This book studies caste and community dynamics in India and offers a critical view of social mobility from below. Building on the theories of the eminent sociologist M N Srinivas, the essays in this volume reformulate the debate on caste as they document the changing inter-caste dynamics and caste-based violence in contemporary India. The volume showcases the new language of change in caste relations, articulated mostly from the perspective of the marginalised as experiences, differences, contestations, assertions and as citizenship rights. It focusses on the clash between traditional structures of inequality and the ideals of equality and justice in a liberal, democratic India. It also highlights the persistence of caste and endogamy and the interlocking nature of caste, gender and disability, struggles of ethnic groups and informal workers in the market economy, discrimination in the labour market and the dissolution of dissent in the public sphere. This book introduces a unique, new dataset on welfare state reforms in the UK, Denmark, Finland, France and Germany from 1974 to 2014. Using a variety of welfare state types in Europe, the authors have systematically investigated core questions that have preoccupied the welfare state literature at least since the 1990s. These include the extent of path dependency in mature welfare states, the usage of so-called "invisible" policy instruments for hiding cutbacks, and the role of partisanship - on whether the ideological color of the incumbent affects policy - which have been analysed in depth by examining the new dataset presented in this book. This text will be of key interest to scholars, students and practitioners studying, and working in, welfare and the welfare state, and more broadly to political science, sociology and social policy.
This volume examines the ways in which bordering practices influence the everyday lives of racialized parents in the changing welfare states of Finland, Denmark, Norway, and Sweden. Focusing on the need to negotiate, adjust, and reconcile family life, parenthood and parenting practices in the face of national, material, ideological, cultural, religious, and moral borders, it considers the manner in which these processes are complicated by recent changes in the legitimation of Nordic welfare states. The case studies centre on migrant, refugee, and asylum seeker parents, as well as parents of the indigenous Sami communities. The book considers the ways in which the welfare state and its services construct borders of respectable parenthood, and examines the efforts on the part of racialized parents to negotiate such borders and organize their transnational everyday lives. This book deals with the historical relationship between international trade liberalisation - one of the backbones of globalisation - and the development of social welfare. In Europe the issue has regularly been at the centre of the political debate for at least two centuries, and still nowadays it continues to inspire decisions of the highest order, as in the recent case of Brexit. Analysing a number of particularly meaningful episodes and moments, the eight chapters of this edited volume provide an overview of how the liberalisation/welfare nexus has been addressed in Europe since the end of the 19th century. Describing the oscillations from phases in which state, non-state and transnational actors saw the two elements as widely conflicting, to others in which more harmonious visions prevailed, the book uncovers the political complexity of the issue and contributes to clarifying its connections with the current economic situation, political balances and general social conditions.

However, this shift was not always accompanied by liberation from restrictive practices. In 2014 a UK Supreme Court ruling on the meaning of 'deprivation of liberty' resulted in large numbers of older and disabled people in care homes, supported living and family homes being re-categorized as 'detained'. Placing this ruling in its social, historical and global context, this book presents a socio-legal analysis of social care detention in the post-carceral era. Drawing from disability rights law and the meanings of 'home' and 'institution' it proposes solutions to the Cheshire West ruling's paradoxical implications.

Originally published in 1979, The Idea of Welfare critically reviews the concepts of egoism and altruism as they are expressed in residual and intuitional models of social welfare. The book describes the way in which the scope and limits of obligation and entitlement are determined in practice by the interplay of familial, communal, national and international loyalties. It also looks at the similarities and differences between economic and social forms of exchange and mutual aid. Over the past decades, European states have increasingly limited irregular migrants' access to welfare services as a tool for migration control. Still, irregular migrants tend to have access to certain basic services, although frequently of a subordinate, arbitrary, and unstable kind. Drawing on in-depth ethnographic fieldwork conducted in Norway, this book sheds light on ambiguities in the state's response to irregular migration that simultaneously cut through law, policy, and practice. Carefully examining the complex interplay between the geopolitical management of territory and the biopolitical management of populations, the book argues that irregularised migrants should be understood as precariously included in the welfare state rather than simply excluded. The notion of precarious inclusion highlights the insecure and unpredictable nature of the inclusive practises, underscoring how limited access to welfare does not necessarily contradict restrictive migration policies. Taking the situated encounters between irregularised migrants and service providers as its starting point for exploring broader questions of state sovereignty, biopolitics, and borders, Migration Control and Access to Welfare offers insightful analyses of the role of life, territory, and temporality in contemporary politics. As such, it will appeal to scholars of migration and border studies, gender research, social anthropology, geography, and sociology.
Based on field studies and in-depth interviews across rural and urban China, this book presents a socio-legal analysis of non-state organised care for some of China's most vulnerable children. The first full-length book to examine non-state organised care of modern China's 'lonely children' (gu'er), this book describes the context in which abandonment occurs and the care provided to children unlikely to be adopted because of their disability. It also explores the various faith groups and humanitarian workers providing this care in private orphanages and foster homes in response to perceived deficiencies in the state orphanage system, in the context of a broader societal shift from 'welfare statism' to 'welfare pluralism'. Formal law and policy has not always kept pace with this shift. This study demonstrates that, in practice, state regulation of these unauthorised care providers has mostly centred on local-level negotiations, hidden rules, and discretion, with mixed outcomes for children. However there has also been a recent shift towards tighter state control and clearer laws, policies, and standards. This timely research sheds light on the life paths and stories of today's 'lonely children' and the changing terrain of civil society, humanitarianism, policy-making, and state power in modern China. As such, this book will appeal to students and scholars of Asian and Chinese studies, law and society, NGOs, and comparative social and child welfare.
