The one-job wage earner, for so many generations a bulwark of industrialized society, has all but passed away. We perceive this as contemporary reality, yet it has not been easy to cite the facts and figures necessary to build a stable foundation for the social security of tomorrow's population. This book aims to tackle the issues that are central to understanding and addressing one of the most important employment policy problems facing governments in the UK and beyond: the high number of people of working age claiming 'disability' or 'incapacity' benefits. Social Policy, Welfare State, and Civil Society in Sweden I-II gives a comprehensive account of the global invention of the welfare state, from the far north of the West to the global East and Southeast, and from its social policy origins to the most recent challenges from civil society. This first volume includes four essays, by now minor classics in welfare state literature. "Before Social Democracy: The Early Formation of a Social Policy Discourse in Sweden" set the stage for a research current that shifted from state welfare to welfare mix and civil society. "Working Class Power and the 1946 Pension Reform in Sweden" examined a key thesis in Peter Baldwin's seminal work The Politics of Social Solidarity, and led to a lively polemic among social historians. The third text was first published (as "Sweden") in volume 1 of Peter Flora's magnum opus Growth to Limits: The Western European Welfare States Since World War II. The final essay, "The Dialectics of Decentralization and Privatization," is a path-breaking study of the Swedish welfare state's reconstruction in the 1980s. The second volume covers the period since 1988 - "the lost world of social democracy" - and recent changes in comparative welfare state research and the Nordic Model. This work is an updated and enlarged edition in two volumes of Sven Hort's well-known and wide-ranging dissertation Social Policy and Welfare State in Sweden, published under the author's birth name Sven E. This book challenges the view that there was a smooth and inevitable progression towards liberalism in early nineteenth-century England. It examines the argument used by the high Whigs that the landed aristocracy still had a positive contribution to make to the welfare of the people. This argument came under scrutiny as the laissez-faire state met with serious criticism in the 1830s and 1840s, when the majority of people proved unwilling to accept the `compromise' forged between the middle classes and other sections of the landed elite, and mass movements for political and social reform proliferated. The Whigs' readiness to embrace these pressures kept them in power for sixteen of the twenty-two years between 1830 and 1852, and allowed them to serve as the midwives of the `Victorian origins of the welfare state'. Drawing on a rich variety of original sources, including many country house archives, Peter Mandler paints a vivid composite picture of the high aristocracy at the peak of its wealth and power, and provides a provocative and original analysis of how their rejection of middle-class manners helped them to govern Britain in two troubled decades of social unrest.

The profession of social work has, since its inception, stressed the importance of the family system in practice and policy development. Even though the family has always been central to effective social work practice, the framing of the family system from a holistic health perspective is new to the field. This collection develops a family health perspective that will facilitate effective social work practice and policy development. Family health is an emerging practice orientation within the field of social work. A family health orientation practice utilizes a holistic approach that examines family strength and stress inside and outside the family system. How families perceive these conditions and their ability to adapt and change will greatly determine how concerns are managed by the family system. A critical role of the social work practitioner is to help families deal with these pressures at both the micro and macro levels. The family health perspective examined in this collection deals with assessment and intervention through a family health approach; research and evaluation on family health; family health and cultural diversity; family health and social policy; and social service delivery through a family health approach.
Based on seventeen months of ethnographic research among Indonesian eldercare workers in Japan and Indonesia, this book is the first ethnography to research Indonesian care workers' relationships with the cared-for elderly, their Japanese colleagues, and their employers. Through the notion of intimacy, the book brings together sociological and anthropological scholarship on the body, migration, demographic change, and eldercare in a vivid account of societal transformation. Placed against the background of mass media representations, the Indonesian workers' experiences serve as a basis for discussion of the role of bodily experience in shaping the image of a national "other" in Japan.

A product of the late pioneer gerontological researcher Belle Boone Beard's over forty years of teaching, study, research, and writing in the field of aging, the book extends the author's belief that centenarians have a grasp of the essence of life itself. The volume, not a statistical research report, is based on the largest collection of data on centenarians to date. The centenarians describe their characteristics, lifestyles, and personal philosophies in response to questions such as: What characteristics and daily living patterns aided their longevity? and Do centenarians have answers about survival and successful living? Separate sections address the areas of health, education, socioeconomic status, work, social life, philosophy, romance, and individuality. Beard's insights regarding the personal characteristics and principles by which centenarians live contain some unexpected findings in the areas of social relationships and social environments. This book presents a new approach to understanding contemporary personal life, taking account of how people build their lives through a bricolage of 'tradition' and 'modern'. The authors examine how tradition is used and adapted, invented and re-invented; how meaning can leak from past to present; the ways in which people's agencies differ as they make decisions; and the process of bricolage in making new arrangements. Experts from the global North and South analyze the implications of economic crises on children, with a particular focus on the emerging evidence from the recent global economic crisis and food and fuel price volatility of 2008-2010. They point out key policy responses deployed by governments and international agencies.
Schorr provides an informed examination of the sources of welfare reform, its successes and considerable failures, and the economic and social forces that shaped the 1996 welfare reform. He summarizes developments in the history of welfare that led to an overwhelming public call for reform. Having participated in many of these developments as a high government official and as a policy practitioner, Schorr brings a unique perspective to these issues. Concluding that the 1996 legislation was the wrong way to go, Schorr explores underlying policy issues; Should all mothers be required to work at all times? How do we define poverty? The position of non-EU migrants in social security is problematic. Many European states reduce access to social benefits for categories of migrants whose presence is not desired. At the same time the scope of application of the national systems is becoming more confined to the national borders, as, for example, countries take measures to reduce the exportability of benefits. These two trends of exclusion and retrenchment particularly affect irregular immigrants and persons moving between Europe and developing countries who are not protected by any bilateral social security agreements. The background of these trends can be traced back to the way social security interacts with immigration and civic integration policies. This book addresses this interaction and contains contributions on the social security position of irregular migrants, on the reception of asylum seekers, on income requirements in immigration law, on civic integration, on informal social security protection of formally excluded migrants and on social protection and voluntary return. These separate contributions lead to an overall analysis on the position of excluded migrants. Knowing that the exclusion of certain immigrants from social security is legitimate from the point of view of national policies or even from the point of view of the logics of social security itself, what alternative strategies can be developed in order to give protection to excluded migrants without undermining these policies and logics?
This book provides a critical engagement with the intensified struggles to be found within elderly care provision. Various social and political processes, including the forces of globalisation and the de-gendering of care, have changed how we might understand this national and global political concern. Emerging discourses such as neoliberalism have also reframed elderly care to increase existing tensions at the individual, national, and transnational level. Dahl argues that in order to grasp these new realities of care we need a new analytical framework that redirects us to new sites of contestation. Dahl approaches these issues from a post-structuralist and radical feminist position, while drawing from feminist sociology, feminist political science, nursing philosophy and feminist history. In particular, Struggles In (Elderly) Care highlights how the predominantly feminist theorization of care has been dominated by a sociological bias that could be improved using insights from political science concerning concepts of power and struggle, and the importance of the state and governance. This volume addresses the tensions between work and welfare with respect to fertility. Focusing on childbearing choices (intentions, desires) as influential predictors of future fertility, the contributors examine the importance of labour force attachment on young women's fertility plans in the context of increased labour market flexibility and differences in work-life balance policies across Europe in the early 21st century. Both high- and low-fertility societies of different welfare regimes are studied, illuminating processes of uncertainty and risk related to insecure labour force attachment and the incoherence effect in terms of women's and men's equal access to education and employment but unequal share of domestic responsibilities, constraining fertility. The synthesis of the findings shows how childbearing choices in relation to uncertainty, risk and incoherence offer a lens for understanding the capabilities of families to have and care for children in contemporary Europe. This volume contributes to the conceptual development of further research on the complex relationship between fertility, paid work and work-life balance policies. |
