The scope for financial crime has widened with the expansion and increased integration of financial markets. Money laundering, terrorism financing and tax crime have all changed in both nature and dimension. As new technologies reduce the importance of physical proximity to major onshore financial centres so a new generation of Offshore Financial Centres (OFCs) have emerged. This accessible volume provides a deeper analysis of the economic, institutional and political features of the OFCs, in order to design the optimal international regulatory policy. Using a multidisciplinary approach with an international level of expertise, the book evaluates international policies regarding offshore countries on the basis of a systematic analysis of their characteristics.

Although both Canada and the United Kingdom had experienced terrorism prior to the attacks of 9/11 and already had in place extensive provisions to deal with terrorism, the events of that day led to the enactment of new and expansive counter-terrorism legislation being enacted in both jurisdictions. This book explores these changes to counter-terrorism laws and policies in the UK and Canada in order to demonstrate that despite the force of international legal instruments, including the heavily scrutinized UN Security Council Resolution 1373, the evolution of counter-terrorism policies in different jurisdictions is best analyzed and understood as a product of local institutional structures and cultures. The book compares legal and political structures and cultures within Canada and the United Kingdom. It analyses variations in the evolution post-9/11 counter-terrorism measures in the two jurisdictions and explores the domestic reasons for them. Throughout his political life, Adolf Hitler was the subject of numerous assassination plots, some of which were attempted, all of which failed. Radical Islam is a major affliction of the contemporary world. Unregulated or lesser regulated maritime spaces are ideal theatres of operation and mediums of transportation for terrorists, insurgents and pirates. For more than a decade, the Indian Ocean waters adjoining Somalia have been a particular locus of such activities, with pirates hijacking vessels, and Al Qaeda and Al Shabab elements travelling between Africa and the Arabian Peninsula, operating lucrative businesses and even staging deadly operations at sea. However, these operations and threats remain, by and large, understudied. Responses to the two threats have varied, highlighting the lack of cohesive regional and global institutions with the mandate and the capacity to address them. Those scholarly deliberations on Indian Ocean maritime security focus on piracy and armed robbery at sea, while their terrorist/insurgent counterparts have eluded sustained scrutiny. This volume will help close that gap by looking at both from the field in Somalia and Yemen, within broader frameworks of regional maritime security and port-state control, international maritime law and the ongoing search for maritime resources. The European, African and Middle Eastern case studies add salience to the regional and international complexity surrounding maritime security off the Horn of Africa. This book investigates the many faces of Hamas and examines its ongoing evolution as a resistance organisation in the context of the Israel/Palestine conflict. Specifically, the work interrogates Hamas' interpretation, reinterpretation and application of the twin concepts of muqawama (resistance) and jihad (striving in the name of God). The text frames the movement's capacity to accrue popular legitimacy through its evolving resistance discourses, centred on the notion of jihad, and the practical applications thereof. Moving beyond the dominant security-orientated approaches to Hamas, the book investigates the malleable nature of both resistance and jihad including their social, symbolic, political and ideational applications. The diverse interpretations of these concepts allow Hamas to function as a comprehensive social movement. Where possible, this volume attempts to privilege first-order or experiential knowledge emanating from the movement itself, its political representatives, and the Palestinian population in general. Many of these accounts were collected by the author during fieldwork in the Middle East. Not only does this work present new primary data, but it also investigates a variety of contemporary empirical events related to Palestine and the Middle East. This book offers an alternative way of viewing the movement's popular legitimacy grounded in theoretical, empirical and ethnographic terms. This book offers a new understanding of the nature of power-seeking insurgent groups by empirically examining the use of violence by Hamas in the Palestinian-Israeli Conflict. Though Hamas has learned to ride the tides of popular support, it remains suspended between its quest to achieve the values of its ardent supporters (reclamation of land through force) and the desire to grow popular support. This tension is reflected in how and when the group exercises violent resistance. The theoretical framework applied in this volume provides a simple construct to understand the dynamics that result in use and non-use of violence under changing environmental conditions by Hamas, but could be applied more broadly to other power-seeking insurgent groups, including ISIL. This book is about the role of negotiation in resolving terrorist barricade hostage crises. What lessons can be learned from past deadly incidents so that crisis negotiators and decision makers can act with greater effectiveness in the future? What are the lessons the terrorists are learning and how will they affect the dynamics of future incidents? What can we learn about the terrorist threat, and about preventing the escalation of future terrorist hostage-taking situations? While there are many trained crisis negotiators around the world, almost none of them has ever had contact with a terrorist hostage-taking incident. Further, the entire training program of most hostage negotiators focuses on resolving crises that do not take into consideration issues such as ideology, religion, or the differing sets of strategic objectives and mindsets of ideological hostage takers. This is especially true with regard to the terrorists of the "new" breed, who have become less discriminate, more lethal, and more willing to execute hostages and die during the incident. Further, many of the paradigms and presumptions upon which the contemporary practice of crisis negotiation is based do not reflect the reality of the "new terrorists." The main focus of this book is on the detailed reconstruction and analysis of the two most high-profile cases in recent years, the Moscow theater and the Beslan school hostage crises, with a clear purpose of drawing lessons for hostage negotiation strategies in the future. This is an issue of top priority. Terrorist manuals from countries such as Saudi Arabia and Iraq reveal that terrorist organizations are very closely observing and analyzing the lessons learned fromthese two incidents, suggesting that we are likely to see this type of "new" terrorist hostage taking involving large numbers of suicide fighters and executions of hostages at some point in the future. This raises a wide array of questions about appropriate responses and negotiation strategies. From the first glance, it is clear that we are not prepared.

Whether possessed by a state or non-state actor, the specter of Weapons of Mass Destruction (WMDs), and more specifically, nuclear weapons and their associated material, present a significant threat to global security. Notwithstanding the fact that there are fewer nuclear weapons today than the massive stockpiles that existed during the height of the Cold War, the complexities relating to nuclear security have in many ways intensified amid globalization and porous borders. More states in volatile regions possess such weapons, UN Security Council states are busily modernizing their weapons, and non-states actors have made it clear their intention to use such weapons should they attain them. The emerging prospect of a cyber-attack, or a misunderstanding that could potentially evolve into a limited regional nuclear war, would both have dire global ramifications and are scenarios that should not be considered farfetched. Additionally, concerns pertaining to chemical and biological weapons, the associated ramifications relating to nuclear terrorism, and broader limitations of the NPT regime, all pose major challenges to global stability. In considering all of these areas, this foundational primer for the Rowman and Littlefield WMD Series seeks to inform and advance policy debate in ways that support international security, while also adding important connective tissue between analytical areas in the IR and historical domains that often remain separate. Counter-terrorism law and policy has been prominent and widespread in the years following 9/11, touching on many areas of everyday life from policing and border control to financial transactions and internet governance. Some rebel groups abuse noncombatant populations, while others exhibit restraint. Insurgent leaders in some countries transform local structures of government, while others simply extract resources for their own benefit. In some contexts, groups kill their victims selectively, while in other environments violence appears indiscriminate, even random. This book presents a theory that accounts for the different strategies pursued by rebel groups in civil war, explaining why patterns of insurgent violence vary so much across conflicts. It does so by examining the membership, structure, and behavior of four insurgent movements in Uganda, Mozambique, and Peru. Drawing on interviews with nearly two hundred combatants and civilians who experienced violence firsthand, it shows that rebels' strategies depend in important ways on how difficult it is to launch a rebellion. The book thus demonstrates how characteristics of the environment in which rebellions emerge constrain rebel organization and shape the patterns of violence that civilians experience.

The explosion of Pan Am Flight 103 over Lockerbie, Scotland, in December 1988, should never have happened. Wallis, who has extensive, direct, personal knowledge of aviation security matters gained from his position at the crossroads of security information and the industry's endeavors to combat aviation terrorism, had warned the industry one year before the bombing that the interline element of baggage represented the prime opportunity for terrorist activity and had urged the adoption of passenger and baggage matching, a system that he had helped to develop. Mandated by the FAA for use at high risk airports, it was the feature missing from Pan AM's activity at Frankfort, an omission so cruelly exploited by the bombers. Wallis argues that the priority given by governments to technological solutions to the continuing terrorist threat puts the flying public at unnecessary risk every day.

In response to the ever-increasing global threat of terrorist attacks, the personal screening industry has been growing at a rapid rate. Many methods have been developed for detecting concealed weapons and explosives on the human body. In this important new book, the authors discuss their experiences over the last decade designing and testing microwave and millimetre wave detection and screening systems. It includes examples of actual devices that they have built and tested, along with test results that were obtained in realistic scenarios. The book focuses on the development of non-imaging detection systems, which are similar to radar. These systems do not form a conventional image of the scene and the person(s) being screened. Instead, the sensors detect and analyze the effect that the body, and any concealed objects, has on a transmitted waveform. These systems allow remote detection of both metallic and dielectric devices concealed on the human body in both indoor and outdoor environments. The book discusses a number of sensor types, including active millimetre wave sensors using the direct detection and the heterodyne approach, active microwave sensors for CNR-based object detection, passive millimetre wave sensors, and the role of shielding effects in operating non-imaging MM-wave sensors. The goal of this book is to systemize the test results obtained by the authors, helping specialists to develop improved screening systems in the future. Another goal is to show how the use of non-imaging systems can reduce the cost of the screening process.

On 13 November 2015, Paris suffered the second wave of brutal terrorist attacks in a year, leaving 130 dead and many more seriously injured. How are we to make sense of these violent acts and what do they tell us about the forces shaping our world today? In this short book the influential philosopher Alain Badiou argues that while these violent events are commonly portrayed as acts of Islamic terrorism, in fact they attest to a much deeper malaise that is connected to the triumph of global capitalism and to new forms of imperialism that involve the weakening of states, such that whole regions of the world have been turned into ungovernable zones run by armed gangs in which ordinary people are forced to live the most precarious lives. These zones have become the breeding ground for a new kind of nihilism that seeks revenge for the domination of the West. And it is this new nihilism, on to which Islam has been grafted, that exerts a particular appeal to the young men and women on the margins who carried out the atrocities in Paris. The tragedy of 13 November might appear at first sight to be rooted in immigration and Islam but our wound is not so recent: it is rooted in a deeper set of transformations that have reshaped our world, creating small islands of privilege amidst large masses of the destitute and depriving us of a politics that would offer a serious alternative to the present.
