Historically, countering terrorism has been something that security services have carried out on behalf of the state, without community consultation or consent. Since 9/11 however, this tradition has increasingly been questioned and the idea that communities have the potential to defeat al Qaeda - related or influenced terrorism has gained ascendency across policy, security and other contexts. Based on research in the US, Britain and Northern Ireland, this book examines the involvement of Muslim and other communities in terror crime prevention work, exploring the complexities of community involvement as well as its advantages and examining how trusting relationships between police, security services and communities can be built.

This book examines the question of how to deter a non-state terrorist actor. Can terrorism be deterred? This book argues that current research is unable to find strong cases of deterrence success, because it uses a flawed research design which does not capture the longitudinal dynamics of the process. So far, the focus of inquiry has been on the tactical elements of a state's counterterrorism strategy, instead of the non-state actor's grand strategies. By studying the campaigns of Hezbollah, the Palestinians, the Irish Republican Army, Chechens, the Kurdistan Workers' Party, and Al-Qaeda/Taliban and ISIS over time, we can see that deterrence strategies that target the cost-benefit calculus of terrorist organizations lead to wars of attrition - which is the non-state organization's strategy for victory. To escape the attrition trap, the state must undermine the attrition strategy of terrorist organizations by using offensive campaigns that become critical educational moments. The case studies presented here uncover an evolutionary process of learning, leading to strategic deterrence successes. Some terrorist organizations abandoned the use of force altogether, while others abandoned their aspirational goals or resorted to lower levels of violence. These findings should enable policymakers to transition from the failed policy that sought to defeat the Taliban and al-Qaeda in the unending war in Afghanistan to a policy that successfully applies deterrence. This book will be of much interest to students of deterrence theory, terrorism studies, war and conflict studies, and security studies.

This book is a critical exploration of the war on terror from the prism of armed drones and globalization. It is particularly focused on the United States' use of the drones, and the systemic dysfunctions that globalization has caused to international political economy and national security, creating backlash in which the desirability of globalization is not only increasingly questioned, but the resultant dissension about its desirability appears increasingly militating against the international consensus needed to fight the war on terror. To underline the controversial nature of the "war on terror" and the pragmatic weapon (armed drones) fashioned for its prosecution, some of the elements of this controversy have been interrogated in this book. They include, amongst others, the doubt over whether the war should have been declared in the first place because terrorist attacks hardly meet the United Nations' casus belli - an armed attack. There are critics, as highlighted in this book, who believe that the "war on terror" is not an armed conflict properly so called, and, thus, remains only a "law enforcement issue." The United States and all the states taking part in the war on terror are obligated to observe International Humanitarian Law (IHL). It is within this context of IHL that this book appraises the drone as a weapon of engagement, discussing such issues as "personality" and "signature" strikes as well as the implications of the deployment of spies as drone strikers rather than the Defence Department, the members of the U.S armed forces. Critical Terrorism Studies emerged around 2007, in the context of the rapidly intensifying War on Terror. It was in this era that "terrorism" became a "growth industry" which generated a huge amount of academic research as well as social and political activity. Yet a yawning gap developed between the actual material threat posed by terrorists, and the level of investment and activity devoted to responding to this threat. Similarly, the quality of terrorism research was noticeably weak and lacking in methodological rigour. Critical Terrorism Studies set out to explore the exceptional treatment of political violence, to challenge the political manipulation of terrorism fears and increase in draconian anti-terrorism legislation, and to address some of the conceptual and methodological failings of terrorism research. In the 10 years since the journal Critical Studies on Terrorism was launched, that context and mission remains as important as ever. This volume looks back on the achievements and failures of Critical Terrorism Studies in this period, as well as collecting state of the art research into terrorism discourse, queerness and the War on Terror, the Prevent Strategy, epistemology in terrorism studies, state repression, the ambiguous ends of militant campaigns, the epistemology of preventative counterterrorism, and the question of non-violent responses to terror. This book examines terrorist and insurgent organisations and seeks to understand how such groups persist for so long, while introducing a new strategic doctrine for countering these organisations. The work discusses whether familial or meritocratic insurgencies are more resilient to counterinsurgency pressures. It argues that it is not the type of organization that determines resilience, but rather the efficiency functions of social capital and trust, which have different natures and forms, within them. It finds that while familial insurgencies can challenge incumbents from the start, they weaken over time, whereas meritocracies will generally strengthen. The book examines four of the most enduring and lethal insurgent organizations: the Haqqani Network in Afghanistan, Lashkar-e-Taiba in Pakistan, Jemaah Islamiyah in Indonesia, and the Abu Sayyaf in the Philippines. This book examines the permissibility and effectiveness of targeted killing in campaigns against terror. Targeted killing has become a primary counterterrorism measure used by several countries in their confrontation with lethal threats. The practice has been extensively used by the US in Afghanistan, Iraq, Pakistan, Yemen and Somalia, and by Israel in the West Bank and Gaza. Several studies have already explored the difficult balance between achieving security while maintaining the liberties and rights of a country's civilians. This book goes a step further by seeking to examine whether maintaining those liberties by complying with legal standards and minimizing unintended deaths can be more effective for national security. Using targeted killing applied by Israel, in particular, as well as the United States during the first decade of the twenty-first century as case studies, this book explores that question and ultimately assesses whether compliance with legal standards can strengthen a state in its campaign against terrorism and thus provide stronger security. The book focuses on civilian-related criteria, hypothesizing that minimizing civilian casualties will maximize effectiveness in an asymmetric war setting. Studying Muslim fundamentalisms, this book compares key movements, examining their commonalities, differences, and intricate relations, as well as their achievements and failures. Once one begins, the measures a government takes to eliminate militants to cut off the insurgency s head can provoke countless others to join the enemy ranks. Tactical victories often breed strategic defeats. Traditional search, destroy, and withdraw missions that rely on firepower to wipe out rebels frequently destroy the livelihoods and loved ones of innocent people caught in the cross fire. U.S. troops have seen the pattern repeated as their initially successful offensives toppled enemy regimes in Afghanistan and Iraq but soon transformed into grueling guerrilla wars."Hearts, Minds, and Hydras" outlines the reasons for these worsening situations. The book argues that in order to better understand the undercurrents of the Niger Delta conflict, it is imperative to analyse the dynamics of choice in terms of the distinct courses of action taken by the Ogoni and Ijaw. Given the similar structural constraints, the author considers why the Ogoni adopted nonviolent resistance, and the Ijaw violent resistance. This book is divided into seven chapters starting with an introduction to oil and political violence in African conflicts, and includes a synoptic overview of four other resource-rich countries in Africa. Theoretical and conceptual underpinnings of conflict are then presented with the aim of situating the Niger Delta conflicts within the wider conflict literature.
