This book examines the processes and factors shaping the development of homeland security policies in the European Union (EU), within the wider context of European integration. The EU functions in a complex security environment, with perceived security threats from Islamist terrorists, migration and border security issues, and environmental problems. In order to deal with these, the EU has undertaken a number of actions, including the adoption of the European Security Strategy in 2003, the Information Management Strategy of 2009, and the Internal Security Strategy of 2010. However, despite such efforts to achieve a more concerted European action in the field of security, there are still many questions to be answered about whether the European approach is really a strategic one. European Homeland Security addresses two major debates in relation to the development of homeland security in Europe. First, it reflects on the absence of 'homeland security' in European political debate and its potential consequences. Second, it examines the significant policy developments in the EU that suggest the influence of homeland security ideas, notably through policy transfer from the United States. This book is the first systematic assessment of current trends and patterns of militancy in Shii communities in the Middle East and South Asia - specifically in Iran, Iraq, but also in Lebanon, Saudi Arabia, Pakistan, Afghanistan, Kuwait, and Bahrain More than thirty years after the Islamic Revolution in Iran, there are signs of a growing assertiveness on the part of Shii actors, at times erupting into political violence. The book addresses two key questions: What trends emerge in the types of militancy Shii actors employ both inside and outside of the Shii heartland? And what are the main drivers of militancy in the Shii community? The editor concludes that although at present Shii assertiveness does not take on a predominantly militant form, a 'subculture of violence' does exist among most Shii communities examined here, and suggests five key drivers of political violence among Shiis: the impact of Iran; nationalism and anti-imperialism; Shii self-protection and communal advancement; mahdism; and organizational dynamics. This book examines the Islamist radicalisation process in Europe, developing a new theoretical model based on an empirical study of the evolution of Islamist radicals in their social environment. The approach of this book is to examine how, and under what conditions, people choose to radicalise. It focuses on the experience of radicalisation from the perspective of those who have undergone it. The study is based on trial and court material, along with an extensive number of interviews collected from many different European countries, and this biographical approach is used to address individuals and the details of their social environment. Overall, the explanatory framework departs from the existing deterministic paradigm (with grievances as causes), also present in some psychological models, and argues that radicalisation is a process much like occupational choice - a rational choice made with social and ideational significance. It addresses critically the assumption that, because the result of the radicalisation process could be seen as 'abnormal', the cause of it might be of a similar nature. Parallels are drawn with other forms of extremism and European counter-radicalisation policies are considered critically. This edited volume is an innovative analysis of President Barack Obama's foreign policy, security and counter-terrorism policy, specifically within the context of ending the now infamous War on Terror. In the last two decades, and especially in recent years, former extreme-right terrorists in Italy have started to talk about their past involvement in terrorist violence, including, for the first time, acts of violence which have for decades been considered taboo, that is to say, bomb attacks against innocent civilians. These narratives add to the perspectives offered by members of left-wing terrorist groups, such as the Red Brigades and "Prima Linea." Surprisingly, these narratives have not been systematically examined, yet they form a unique and extremely rich source of first-hand testimony, providing invaluable insights into processes of youth radicalization and de-radicalization, the social re-integration of ex-terrorists, as well as personal and collective healing.

Even less attention has been paid to the victims narratives or stories. Indeed, the views and activities of the victims and their associations have been seriously neglected in the scholarly literature on terrorism, not just in Italy, but elsewhere in Europe. The book therefore examines the perspectives of the victims and relatives of victims of terrorism, who over the years have formed dedicated associations and campaigned relentlessly to obtain justice through the courts, with little or no support from the state and, especially in the case of the bombing massacres, with increasing awareness that the state played a role in thwarting the course of justice."

This book aims to improve understanding of the broad trends in the utilisation of political violence by examining the use of state terror in world politics. The ending of the Cold War and the overthrow of communism in Eastern Europe led many to assume that this presaged the demise of the one-party terror regime and acceptance of Western concepts of democracy, freedom and human rights throughout the international system. But of course this did not end state terror. The totalitarian one-party state still exists in North Korea and China, and there are numerous military regimes and other forms of dictatorship where the use of terror techniques for internal control is routine. The late Professor Paul Wilkinson conceived and began this project with the intention of analysing the major types of international response to state terror, as well as their outcomes and their wider implications for the future of international relations. In keeping with this original premise, the contributors explore the history of terrorism, as well as reflecting on the need for international cooperation based on the protection of civilians and a consistent approach to intervention in conflict situations. Violent Islamic extremism is affecting a growing number of countries in sub-Saharan Africa. In some, jihadi Salafi organizations have established home bases and turned into permanent security challengers. However, other countries have managed to prevent the formation or curb the spread of homegrown jihadi Salafi organizations. In this book, Sebastian Elischer provides a comparative analysis of how different West and East African states have engaged with fundamentalist Muslim groups between the 1950s and today. In doing so, he establishes a causal link between state-imposed organizational gatekeepers in the Islamic sphere and the absence of homegrown jihadi Salafism. This book examines the circumstances under which aid can contribute to the management and transformation of intra-state conflicts. How and when do insurgents govern? How does the presence of aid and social services influence how insurgents govern? Under what circumstances can aid contribute to the management and transformation of civil wars? The established literature in this area argues that aid exacerbates civil wars where resources are scarce as greedy rebels steal resources for themselves. This book, however, argues that under certain conditions such greed can be good. Drawing on primary research from three very different conflicts - Northern Ireland (1969-1998), southern Sudan (1983-2005) and Tajikistan (1992-1997) - and more than 10 years' experience working in and researching humanitarian crises, this study breaks new ground through its wide-ranging comparison of conflicts. The book argues that insurgent efforts to reap rewards from aid and social services have in turn facilitated organizational changes and that these changes, while they may have had conflict-enhancing effects in the short term, have also contributed to conflict transformation over the long term.
