This book seeks to understand the obligations of the international community to promote and protect state and human security in situations of international humanitarian crises. In Iraq and Syria, as well as in neighbouring states, the rise of ISIL has raised serious state and human security challenges. This study explores the relationships between the Global-Regional Partnership, the United Nations and nine organizations in their attempt to deal with the challenges presented by ISIL. Each organization is analyzed in terms of how it has responded in the past and how it is now responding to the ISIL threat based on three perspectives; resource capacities (military, political, economic, technological, normative); willingness and readiness; and impediments to capacity and abilities. The overall aim is to discern what capacities and abilities international organizations have to protect state and human security and prevent civilians from mass atrocities inflicted by ISIL forces. The study addresses the role of international organizations when the UNSC is unable or unwilling to uphold the most fundamental norms and values in the UN Charter. This approach acknowledges that within the international community there is an overall acceptance on security for a partnership between the UN and regional organizations, but that there is also a contested call for a renegotiated international contract on state and human security. David Bonner presents an historical and contemporary legal analysis of UK governmental use of executive measures, rather than criminal process, to deal with national security threats. The work examines measures of internment, deportation and restriction on movement deployed in the UK and (along with the imposition of collective punishment) also in three emergencies forming part of its withdrawal from colonial empire: Cyprus, Kenya and Malaya. These situations, along with that of Northern Ireland, are used to probe the strengths and weaknesses of ECHR supervision. It is argued that a new human rights era ushered in by a more confident Court of Human Rights and a more confident national judiciary armed with the HRA 1998, has moved us towards greater judicial scrutiny of the application of these measures - a move away from unfettered and unreviewable executive discretion.

To better understand the crises facing Al Qaeda, the book explores the development of Central Al Qaeda's complex relationship with radical (mis)appropriations and manifestations of takfir, which allows one Muslim to declare another an unbeliever, and its unique relationship with each of its affiliates in Iraq, Syria, Afghanistan and Pakistan. The author then goes on to consider how the prominence of takfir is contributing to the deteriorating security in those countries and how this is affecting Al Qaeda's credibility as an Islamist terror organization. This book offers a new understanding of the nature of power-seeking insurgent groups by empirically examining the use of violence by Hamas in the Palestinian-Israeli Conflict. Though Hamas has learned to ride the tides of popular support, it remains suspended between its quest to achieve the values of its ardent supporters (reclamation of land through force) and the desire to grow popular support. This tension is reflected in how and when the group exercises violent resistance. State secrecy is increasingly used as the explanation for the shrinking of public discussion surrounding national security issues. The phrase that's classified" is increasingly used not to protect national secrets from legitimate enemies, but rather to stifle public discourse regarding national security. Washington today is inclined to see secrecy as a convenient cure to many of its problems. But too often these problems are not challenges to national security, they involve the embarrassment of political figures, disclosure of mismanagement, incompetence and corruption and even outright criminality.For national security issues to figure in democratic deliberation, the public must have access to basic facts that underlie the issues. The more those facts disappear under a cloak of state secrecy, the less space remains for democratic process and the more deliberation falls into the hands of largely unelected national security elites. The way out requires us to think much more critically and systematically about secrecy and its role in a democratic state.

This book offers a guide to interpreting available statistical data on terrorism attacks around the world. The Global Terrorism Database (GTD) now includes more than 113,000 terrorist attacks, starting in 1970. By analyzing these data, researchers demonstrate how a very small number of terrorist attacks have had an outsized effect on attitudes and policies toward terrorism. These attacks, referred to as 'black swan' events, are difficult to predict but have an enormous impact on human affairs for years to come. The book discusses terrorist attacks, such as 9/11, possibly the most high profile 'black swan' event in living memory, by putting them into context with thousands of less publicized attacks that have plagued the world since 1970. Historically, the study of terrorism has suffered from a general lack of empirical data and statistical analysis.
