This book offers a multifaceted, analytical account of counterterrorism argumentative speech. Traditionally, existing scholarship in this field of research has taken a selective focus on issues and actors, concentrating mainly on US state discourse after 9/11. However, this approach ignores the fact that there was counterterrorism speech before 9/11, and that there are other countries and other actors who also actively engage in the counterterrorism discursive field, both within and outside of the Western world. Addressing several thematic, chronological and methodological gaps in the current literature, Arguing Counterterrorism offers a dynamic perspective on counterterrorism argumentative speech. Over the course of the volume, the authors tackle the following key issues: first, historical and cultural continuity and change. Second, the phenomenology of counterterrorism speech: its nature, instrumentalisation, implications and interactions between the various actors involved. The third theme is the anatomy of counterterrorism speech; namely its political, cultural and linguistic constitutive elements. This book provides a qualitative analysis of post-9/11 counter-terrorism strategy undertaken by the United Kingdom and United States of America. Since 9/11, both the UK and the U.S have significantly revamped their counter-terrorism approaches. The approaches apply, to varying degrees, three key policy instruments - intelligence, law enforcement and military force. However, the success or failure of these counter-terrorism strategies has never been satisfactorily validated. Analysts and policymakers alike have assumed success due to the inability of terrorists to conduct 7/7 and 9/11, respectively, scale attacks upon each state. This assumption has existed despite the fact that it fundamentally underestimates the impact of transnational terrorism. This volume provides an in-depth qualitative assessment of the three primary policy instruments implemented to counter the transnational threat of terrorism during the period 2001-2011; an approach somewhat neglected by the current body of literature which focuses on a purely quantitative methodology. Drawing upon previously unpublished data collected from interviews with policymakers, specialists and academics, the book fills this lacuna by ascertaining and analysing both the UK's and USA's counter-terrorism strategies and developing a holistic approach to understanding these strategies. This volume examines international statebuilding in terms of language and meanings, rather than focusing narrowly on current policy practices. After two decades of evolution towards more 'integrated,' 'multi-faceted' or, simply stated, more intrusive statebuilding and peacebuilding operations, a critical literature has slowly emerged on the economic, social and political impacts of these interventions. This edited volume aims to deepen our understanding of state power through a series of case studies of political violence arising from state 'counter-terrorism' strategies. The book examines how state counter-terrorism strategies are invariably underpinned by terror, in the form of state political violence. This book is the first systematic assessment of current trends and patterns of militancy in Shii communities in the Middle East and South Asia - specifically in Iran, Iraq, but also in Lebanon, Saudi Arabia, Pakistan, Afghanistan, Kuwait, and Bahrain More than thirty years after the Islamic Revolution in Iran, there are signs of a growing assertiveness on the part of Shii actors, at times erupting into political violence. The book addresses two key questions: What trends emerge in the types of militancy Shii actors employ both inside and outside of the Shii heartland? And what are the main drivers of militancy in the Shii community? The editor concludes that although at present Shii assertiveness does not take on a predominantly militant form, a 'subculture of violence' does exist among most Shii communities examined here, and suggests five key drivers of political violence among Shiis: the impact of Iran; nationalism and anti-imperialism; Shii self-protection and communal advancement; mahdism; and organizational dynamics. Whether possessed by a state or non-state actor, the specter of Weapons of Mass Destruction (WMDs), and more specifically, nuclear weapons and their associated material, present a significant threat to global security. This book examines the crime-terror nexus in South Asia, focusing in particular on the activities of non-state actors that operate out of Pakistan, and challenges the conventional wisdom that the Pakistan Taleban (TTP) and Al-Qaeda are Pakistan's most serious security threats. Much research has focused on the policies of India and Pakistan towards Kashmir. But surprisingly little attention has been paid to several notable Pakistan-based non-state actors who are increasingly operating on their own, and who have the potential to greatly inhibit, if not derail, the peace process there. These groups blur the line between terrorism and organized crime with serious implications for policy in the region. India and Pakistan can engage in confidence-building measures, but if criminal actors such as Lashkar-i-Taiba (LeT) and D-Company cannot effectively be controlled, a lack of trust between both sides will remain. Although the role of regular military forces is not to be discounted, many of the non-state actors in Indian-Held Kashmir, such as LeT, are not confined by the same restraints as state forces, thus allowing them engage in more violent actions without fear of reprisal. In order for lawmakers, security personnel, and others to develop sound, comprehensive policies, these forces and their potential to undermine political initiatives must be fully appreciated. This book explores the dynamics of the relationship between Pakistan, D-Company, and LeT and how it affects strategic thought, decision-making, and security interests in the region and explains the triangular relationships between states, terrorist groups, and organized criminal syndicates in general, and in India and Pakistan in particular. Counterterrorism in Turkey comprehensively analyses Turkey's counterterrorism policies in the context of the PKK (Kurdistan Workers' Party), an ethnicity-based guerrilla insurgency group employing terrorism. The most difficult challenge for a terrorist organization seeking to build a nuclear weapon or improvised nuclear device is obtaining fissile material, either plutonium or highly enriched uranium (HEU). Experts acknowledge that obtaining HEU, uranium that has been processed to increase the proportion of the U-235 isotope to over 20%, is the most difficult challenge facing a state or non-state actor seeking to build a nuclear explosive. The large stocks of HEU in civilian use, many not adequately protected, are thus one of the greatest security risks facing the global community at present. This book contains chapters examining the various uses for this material and possible alternatives; the threat posed by this material; the economic, political and strategic obstacles to international efforts to end the use of HEU for commercial and research purposes; as well as new national and international measures that should be taken to further the elimination of HEU.
