This book examines the prospects and challenges of a global phase-out of highly enriched uranium-and the risks of this material otherwise being used by terrorists to make atom bombs. Terrorist groups, such as Al Qaeda, have demonstrated repeatedly that they seek to acquire nuclear weapons. Unbeknownst even to many security specialists, tons of bomb-grade uranium are trafficked legally each year for ostensibly peaceful purposes. If terrorists obtained even a tiny fraction of this bomb-grade uranium they could potentially construct a nuclear weapon like the one dropped on Hiroshima that killed tens of thousands. Nuclear experts and policymakers have long known of this danger but - so far - have taken only marginal steps to address it. This volume begins by highlighting the lessons of past successes where bomb-grade uranium commerce has been eliminated, such as from Argentina's manufacture of medical isotopes. It then explores the major challenges that still lie ahead: for example, Russia's continued use of highly enriched uranium (HEU) in dozens of nuclear facilities. Each of the book's thirteen case studies offers advice for reducing HEU in a specific sector. These insights are then amalgamated into nine concrete policy recommendations for U.S. and world leaders to promote a global phase-out of bomb-grade uranium. Why did Britain come to play such a prominent role in the war on terror and why did the military instrument come to be the dominant theme in the British prosecution of what was an ideological and political struggle? This book is an analysis of Britain's war against Al Qaeda and the phenomenon of international terrorism which marked a paradigm shift in the nature and conduct of war in the twenty-first century. At the heart of the book is an attempt to understand why Britain, which possessed a wealth of experience in the conduct of counterterrorism, counterinsurgency and small wars, developed a strategic and operational design to defeat the Islamist threat which proved to be deeply flawed. In addressing this question the book explores the complex intellectual, doctrinal and geopolitical challenge posed by Al Qaeda and international terrorism and how and why the British response took the form that it did. This book accessibly and expertly details the history and implications of the BWC-the Biological and Toxin Weapons Convention-a controversial arms control agreement drafted in the 1970's meant to supplement the Geneva protocol for warfare from decades earlier. That treaty banned the use of biological weapons in modern warfare, but failed to ban their development, transport or trafficking, holes the BWC aimed to fill, but are still contested to this day. Daniel M. Gerstein, a Deputy Under Secretary in the Department of Homeland Security and Adjunct Professor at American University, traces the origins of the treaty and its many complications, past and present, while prescribing a way for the world's leaders to move forward with regards to (what Gerstein sees will be and already is) "the most important arms control treaty of the 21st Century." Militant groups often use violence, perversely, to gain attention and resources. In this book, the authors analyze how terrorist and rebel organizations compete with one another to secure funding and supporters. The authors develop a strategic model of competitive violence among militant groups and test the model's implications with statistical analysis and case studies. A series of model extensions allow the authors to incorporate the full range of strategic actors, focusing in particular on government efforts to counter and deter violence. The results indicate that the direct effects of competition are not as clear as they may seem, and interventions to alter competitive incentives may backfire if states are not careful. This is a timely contribution to a growing body of political economy research on militant group fragmentation, rivalry, fratricide and demonstrative violence.

This edited volume examines the reconstitution of the public security domain since the 9/11 attacks, focusing on the banking sector and anti-money laundering (AML) activity in particular. Since the inception of the 'Financial Action Taskforce' (FATF) in 1989, AML has been viewed as a global problem. This text argues that the securitization of the financial sector as a result of AML has entailed the emergence of a new public security domain, which transcends the classic public-private divide. The analysis in the volume is multidisciplinary and combines concepts and theories from the literature on securitization, the public-private divide, and business/management. The authors argue that the state is under transformation and that the developments in the security field are part of an ongoing renegotiation of the relationship between the state and the business sector. Securitization, Accountability and Risk Management therefore contributes to a deeper understanding of how the power relationships have changed between the public and the private sectors after 9/11. The rapid success of for-profit colleges and universities (FPCUs) only recently has caught the attention of scholars in academe. The continuing expansion of the proprietary higher education sector has lead to fundamental questions regarding the purpose and function of FPCUs. As new technologies continue to emerge, education is becoming of increasing import to employees seeking to upgrade their skills and employers in search of individuals who possess the necessary expertise and training to help their organizations succeed. For-profit institutions challenge traditional notions of the academy--such as shared governance, tenure, and academic freedom--by utilizing administrative practices that more aptly apply to the corporate arena. Moreover, they exclusively employ non-tenure-track faculty members. This study provides a framework for understanding faculty roles and responsibilities at for profit colleges and universities. The author employs a series of in-depth interviews with 53 faculty members, from four for-profit institutions. Utilizing a cultural framework, the study explores the attitudes, beliefs, and perceptions of faculty work with particular consideration given to faculty member's non-tenure-track status, participation in decision-making activities, and academic freedom. The study examines the culture of the faculty work by asking how the profit-seeking nature of the institution affects their efforts inside and outside of the classroom. The author introduces a new component to the cultural framework that illustrates how the close ties between FPCUs and business and industry affect the nature of faculty work.

Countless local factions carved up the country into a patchwork of spheres of influence. Almost no nationwide or even regional organizations emerged, and no national institutions survived the turbulent descent into renewed civil war. Only the leader of one armed coalition, Khalifa Haftar, managed to overcome competitors and centralize authority over eastern Libya. But tenacious resistance from armed groups in western Libya blocked Haftar's attempt to seize power in the capital Tripoli. Rarely does political fragmentation occur as radically as in Libya, where it has been the primary obstacle to the re-establishment of central authority. This book analyzes the forces that have shaped the country's trajectory since 2011. Confounding widely held assumptions about the role of Libya's tribes in the revolution, Wolfram Lacher shows how war transformed local communities and explains why Khalifa Haftar has been able to consolidate his sway over the northeast. Based on hundreds of interviews with key actors in the conflict, Lacher advances an approach to the study of civil wars that places the transformation of social ties at the centre of analysis.

In the last two decades, and especially in recent years, former extreme-right terrorists in Italy have started to talk about their past involvement in terrorist violence, including, for the first time, acts of violence which have for decades been considered taboo, that is to say, bomb attacks against innocent civilians. These narratives add to the perspectives offered by members of left-wing terrorist groups, such as the Red Brigades and "Prima Linea." Surprisingly, these narratives have not been systematically examined, yet they form a unique and extremely rich source of first-hand testimony, providing invaluable insights into processes of youth radicalization and de-radicalization, the social re-integration of ex-terrorists, as well as personal and collective healing.

Even less attention has been paid to the victims narratives or stories. Indeed, the views and activities of the victims and their associations have been seriously neglected in the scholarly literature on terrorism, not just in Italy, but elsewhere in Europe. The book therefore examines the perspectives of the victims and relatives of victims of terrorism, who over the years have formed dedicated associations and campaigned relentlessly to obtain justice through the courts, with little or no support from the state and, especially in the case of the bombing massacres, with increasing awareness that the state played a role in thwarting the course of justice."

How do right-wing extremist organizations throughout the world use the Internet as a tool for communication and recruitment? What is its role in identity-building within radical right-wing groups and how do they use the Internet to set their agenda, build contacts, spread their ideology and encourage mobilization? Conducting a comparative content analysis of more than 500 extreme right organizational web sites from France, Germany, Italy, Spain, the United Kingdom and the United States, it offers an overview of the Internet communication activities of these groups and systematically maps and analyses the links and structure of the virtual communities of the extreme right. This book explores the impact of new forms of online reporting on the BBC's coverage of war and terrorism. Informed by the views of over 100 BBC staff at all levels of the corporation, Bennett captures journalists' shifting attitudes towards blogs and internet sources used to cover wars and other conflicts. He argues that the BBC's practices and values are fundamentally evolving in response to the challenges of immediate digital publication. Ongoing challenges for journalism in the online media environment are identified: maintaining impartiality in the face of calls for more open personal journalism; ensuring accuracy when the power of the "former audience" allows news to break at speed; and overcoming the limits of the scale of the BBC's news operation in order to meet the demands to present news as conversation.
