As befits the style and outlook of almost the last patrician prime minister in British history, Robert Gascoyne Cecil, third Marquess of Salisbury (1830-1902), was a pessimist about a future in which he feared populist nationalist and democratic feelings would overwhelm rule by a traditional elite; he was also worried about a world order that was drifting inexorably towards major international conflict. His strength lay in reassuring the propertied classes of England that there would be no threats to the established order at home and that security abroad was to be found by keeping the balance of power in Europe for as long as possible while expanding the size and power of the British Empire everywhere else. Salisbury has until now failed to attract a heavyweight biographer, perhaps because much of his achievement lay in foreign affairs rather than domestic politics. Lord Salisbury was one of the most influential Prime Ministers of the Victorian Age. This book presents an interpretation of his character and ideas which shaped the history of the United Kingdom and the Tory party in the nineteenth century. As Prime Minister and Foreign Secretary, he was awarded with popular, and cross-party, support for the majority of his policies both at home and abroad. The most controversial aspect of his career was his resistance to Irish Home Rule, and this is re-examined in detail.
More than any other British statesman, Lord Salisbury was responsible for the successful international diplomacy that secured Britain's place among the great powers, and he guided the enormous territorial expansion of the British Empire during his time at the Foreign Office.
