Beginning with the establishment of the state of Israel in 1948, Israeli defense planners have faced a daunting task. Tal concludes that previous security theory proved valid because it was based upon a decision to allocate the great portion of available resources, both intellectual and material, to secure national defense. However, this theory is no longer valid due to political changes in the Middle East and the development of modern military technologies. He asserts a new approach that rests upon mutual strategic deterrence throughout the region.
