The fairies in fairyland had a meeting to decide how to help
children with their problems and help them to behave. Rosalia,the
Fairy Queen decided to send Paper Bag Fairies home from the
supermarket when the children behaved while their parents shopped.
The fairies could only be seen by the parents. The Paper Bag
Fairies would advise the parents and the parents would pass this
advice to their children. The children would always feel safe when
they knew that their special Paper Bag Fairy was watching over
them.
