This book, first published in 1989, explores the ideas, proposals
and counterproposals surrounding the thorny issue of Cold War
conventional force disarmament in Europe. European nations
acknowledged the need to reduce military tensions, but divergences
remained as to the concrete ways and means for the attainment of
the security objectives on the basis of mutually acceptable
reductions of their respective forces. A UNIDIR-organized
conference examined these issues, and presented here are the
conference reports and findings, together with speaker responses.
