Mit neuen Richtlinien (RL 2004/18/EG (VKR); RL 2004/17/EG (SKR)) und der in der jungsten EuGH-Rechtsprechung (Halle, Moedling, Carbotermo, Bari) problematisierten Abgrenzung ausschreibungsfreier In-House-Geschafte.
