In an effort to better understand and defend the research processes that attend, sustain, and foster the systematic credibility of political science, Gregor argues a special conceptual language is needed to enhance the rigor, replicability, articulation, and interpretation of political science's empirical findings. L'opera di Panunzio risulta fondamentale non soltanto per comprendere il Fascismo quale sistema ideologico,alla cui formulazione dottrinaria collaboro al pari di eminenti personaggi del Regime quali Giovanni Gentile,Alfredo Rocco e Carlo Costamagna,ma anche per capire i motivi che spinsero molti italiani verso il Fascismo stesso. Egli,infatti, oltre ad essere un affermato giurista,fu uno dei massimi rappresentanti di una vasta categoria di intellettuali culturalmente e politicamente impegnati,come Roberto Michels,Angelo Oliviero Olivetti,Paolo Orano etc. che agli inizi del Novecento seguirono un chiaro e coerente "iter" filosofico che li condusse dal Sindacalismo Rivoluzionario al Fascismo.
