This report seeks to inform the debate over the extent of U.S. military presence overseas by providing a rigorous estimate of the costs associated with maintaining U.S. Air Force installations and units overseas rather than in the United States.

An emerging U.S. grand strategy--the promotion of democracy and freedom abroad--will certainly involve the U.S. armed forces. Although they must change to meet changes in emphasis and demand, they cannot risk their historic strengths. The efforts were generally successful, but there were serious coordination problems among the various civilian and military aid providers. Critical issues, both positive and negative, are identified, and a list of recommendations is provided for policymakers, implementers, and aid providers, based on lessons learned.
