This book presents advanced software development tools for construction, deployment and governance of Service Oriented Architecture (SOA) applications. Novel technical concepts and paradigms, formulated during the research stage and during development of such tools are presented and illustrated by practical usage examples. Hence this book will be of interest not only to theoreticians but also to engineers who cope with real-life problems. Additionally, each chapter contains an overview of related work, enabling comparison of the proposed concepts with exiting solutions in various areas of the SOA development process. This makes the book interesting also for students and scientists who investigate similar issues.

2.1 E-Government: e-Governance and e-Democracy The term Electronic Government (e-Government), as an expression, was coined after the example of Electronic Commerce. In spite of being a relatively recent expression, e-Government designates a field of activity that has been with us for several decades and which has attained a high level of penetration in many countries2. What has been observed over the recent years is a shift on the broadness of the e-Government concept. The ideas inside e-Governance and e- Democracy are to some extent promising big changes in public administration. The demand now is not only simply delivering a service - line. It is to deliver complex and new services, which are all citizen-centric. Another important demand is related to the improvement of citizen's participation in governmental processes and decisions so that the governments' transparency and legitimacy are enforced. In order to fulfill these new demands, a lot of research has been done over the recent years (see Section 3) but many challenges are still to be faced, not only in the technological field, but also in the political and social aspects.

The 21st International Conference on Industrial, Engineering and Other Applications of Applied Intelligent Systems (IEA-AIE 2008) held in Wroclaw, Poland was an international scientific forum for researchers in the field of applied artificial intelligence. The presentations of the invited speakers and the authors focused on developing and employing methods and systems to solve real-life problems in all applied intelligence areas. The IEA-AIE conference series, chaired by Moonis Ali, has a very long tradition, and it is the first time it was hosted in Poland. We received 302 papers from 52 countries. Each paper was sent to at least three Program Committee members for review. Although the general quality of the submissions was very high, only 90 best papers were selected for oral presentation and publication in the LNAI proceedings. The papers in the proceedings cover the following topics: computer vision, fuzzy system applications, robot, manufacturing, data mining and knowledge discovery, neural network, machine learning, natural language processing, Internet application, e-learning, heuristic search, application systems, agent-based system, evolutionary and genetic algorithms, knowledge management, and other applications. These papers highlight new trends and frontiers of applied artificial intelligence and show how new research could lead to new and innovative applications. We hope you will find these works useful and inspiring for your own research. This book constitutes the refereed proceedings of the First International Symposium on Agent and Multi-Agent Systems - Technologies and Applications, KES-AMSTA 2007, held in Wroclaw, Poland in May/June 2007. China in November 2006.

The 110 revised papers presented were carefully reviewed and selected from 464 submissions and contain 4 papers from the doctoral track, and 38 papers from 3 special sessions. The papers are organized in topical sections representing the following conference tracks: methodological aspects of agent systems, agent-oriented Web applications, mobility aspects of agent systems and ontology management, multi-agent resource allocation, negotiating agents, agents for network management, agent approaches to robotic systems, market agents and other applications; the doctoral track; special sessions on mobile agent application and its development, agent on networked media and its applications on next-generation convergence network, as well as on intelligent and secure agent for digital content management.

The International Conference on Systems Science 2013 (ICSS 2013) was the 18th event of the series of international scientific conferences for researchers and practitioners in the fields of systems science and systems engineering. The conference took place in Wroclaw, Poland during September 10-12, 2013 and was organized by Wroclaw University of Technology and co-organized by: Committee of Automatics and Robotics of Polish Academy of Sciences, Committee of Computer Science of Polish Academy of Sciences and Polish Section of IEEE.
