South African universities face major challenges in meeting the needs of their students in the area of academic language and literacy. The dominant medium of instruction in the universities is English and, to a much lesser extent, Afrikaans, but only a minority of the national population are native speakers of these languages. Nine other languages can be media of instruction in schools, which makes the transition to tertiary education difficult enough in itself for students from these schools. The focus of this book is on procedures for assessing the academic language and literacy levels and needs of students, not in order to exclude students from higher education but rather to identify those who would benefit from further development of their ability in order to undertake their degree studies successfully. The volume also aims to bring the innovative solutions designed by South African educators to a wider international audience.

This is a book about foundational concepts in linguistics – linguistic “primitives”, as they are called here – that underlie all linguistic theorising.

Starting from the position that no discipline is philosophically neutral, it presents a framework for linguistic analysis based on the reformational philosophy of Herman Dooyeweerd. The analysis begins by considering the expressive character of language, and the various material lingual spheres in which we use language. Then it systematically surveys various elementary linguistic concepts, such as lingual system, range, constancy, operation, development, intention, identity and form. All of these are reinterpreted in a new theoretical perspective.

The focus then shifts to linguistic conceptualisation that goes “beyond expression”, to consider how we make sense of language in its social context by using notions such as communication, discourse, text and acceptability.

The book lays the foundations of a systematic theory that provides an alternative viewpoint in the sphere of philosophical linguistics.

The last two decades have alerted applied linguists and their bureaucratic counterparts--those who make or advise government on language policy--to the issue of dealing with language problems in an accountable fashion. Why do these problems seem so intractable? How is it that these problems have not yet satisfactorily been solved? What is it that continues to drive the interest in this? To the scholars from many parts of the world who have been invited to discuss this anew in the proposed volume, it was evident that language planners, policy makers and language managers do not know just how much work there is for language teachers to do if all of the academically desirable arrangements or policies proposed are to be implemented successfully. Indeed, the challenge to implement these at times ambitious plans of language policy makers is normally much bigger than the policy makers estimate.
