Dazu werden die derzeitigen Erkenntnisse und Meinungen der fachlich Beteiligten und der Wissenschaft zum Thema PPP aufgefuhrt und diskutiert. Die Vorgehensweise bei PPP-Modellen im Allgemeinen und die Parallelen zum Bereich des Hochbaus dienen dabei als Vergleichsfeld, um die angestossene Verlagerung offentlicher Verkehrsaufgaben in die Privatwirtschaft in den Sachkontext stellen zu konnen.
