Dazu werden die derzeitigen Erkenntnisse und Meinungen der fachlich Beteiligten und der Wissenschaft zum Thema PPP aufgefuhrt und diskutiert. Die Vorgehensweise bei PPP-Modellen im Allgemeinen und die Parallelen zum Bereich des Hochbaus dienen dabei als Vergleichsfeld, um die angestossene Verlagerung offentlicher Verkehrsaufgaben in die Privatwirtschaft in den Sachkontext stellen zu konnen. Naher untersucht wird dabei der Weg zur Entscheidung fur oder wider einer A-Modelllosung in Projektsphase II, also vor der vertraglichen Konzessionsvergabe. Aufgezeigt wird hierbei, nach welchen Kriterien die Entscheidung fur eines der Beschaffungsmodelle durchgefuhrt wird, und welche zusatzlichen Faktoren eine entscheidende Bedeutung fur die Vorteilhaftigkeit haben.
