Discontent with public education has been on the rise in recent years, as parents complain that their children are not being taught the basics, that they are not pushed to excel, and that their classrooms are too chaotic to encourage any real learning. The public has begun to reject school bond levies with regularity, frustrated by what it perceives to be mounting education costs unaccompanied by increased achievement or accountability. Coulson explores the educational problems facing parents and shows how these problems can best be addressed. Drawing on the historical evidence of how these various systems operated, Coulson concludes that free educational markets have consistently done a better job of serving the public's needs than state-run school systems have. He sets out a blueprint for competitive, free-market educational reform that would make schools more flexible, more innovative, and more responsive to the needs of parents and students. He describes how education for low-income children might be funded under a market system, and how the transition from monopolistic public education to market education might be achieved. Coulson's Market Education touches on a wide range of issues, including declines in academic achievement, minority education, the role of public school teachers, and mismanagement and corruption in educational bureaucracies. Coulson examines alternative reform proposals from vouchers and charter schools to national standards for school curricula. Advocates of democratization in Central and Eastern Europe before 1989 placed great emphasis on community self-government as the basis of civil society and democracy. After the 'Velvet Revolutions' of 1989 and the break up of the Soviet Union in 1991, the new states created an elected local government, whereby cities, towns and villages elected their own representatives and started running local services. This unleashed the development potential of urban communities across the region, but also led to the emergence of a different logic based on resource efficiency and service effectiveness. Local Government in Central and Eastern Europe examines these changes through the use of case studies which compare and contrast neighbouring countries, such as the Baltic States, Hungary, the Czech Republic, Poland and Ukraine, placing what is happening in an international perspective. There are various common themes such as: how to deal with the small scale of many municipalities, how to finance local services, centre-local relations, and the roles of cities and districts. An up-to-date, comparative, examination of the developing economy of Tanzania and its grass roots progress out of poverty, with pointers to its wider implications for policymakers, NGOS and practitioners. Over the past thirty years, in common with a number of other Sub-Saharan African countries, Tanzania has experienced a period of painful adjustment followed by relatively rapid and stable economic growth. However the extent of progress on poverty reduction and the sustainability of the development process are both open to question. In this book, prominent international observers provide a range of different perspectives on the process of development over time and the issues facing a rapidly growing African economy: political economy; agriculture and rural livelihoods; industrial development; urbanisation; aid and trade; tourism; and the use of natural resources. David Potts is Honorary Visiting Researcher at the University of Bradford and was Head of the Bradford Centre for International Development 2015-16. He worked for six years as an economist in Tanzania's Ministry of Agriculture in the 1980s, has had many subsequent short-term assignments in the country and is co-editor of Development Planning and Poverty Reduction (2003).
Tanzania in the 1970s was at the forefront of policy innovation. Near-universal primary education, access to health services and supplies of clean water subsequently became mainstream ambitions in Africa and elsewhere. But its policies towards agricultural and industrial production failed and left the country in a particularly weak position when it faced the demands of structural adjustment in the 1980s. This book, originally published in 1982, has been reissued with a new introduction which brings its themes up to the present, when income from gold mining and natural gas is making Tanzania one of the most dynamic economies in Africa today. The author, first an economic civil servant in Tanzania, later an academic at the University of Dar es Salaam, was in a unique position to write it, drawing on his own experiences as well as the plethora of ideas and debates in Dar es Salaam in the 1970s.
