When Sir Michael O'Dwyer, the Lieutenant Governor of Punjab, ordered Brigadier General Reginald Dyer to Amritsar, he wanted him to bring the troublesome city to heel. Sir Michael had become increasingly alarmed at the effect Gandhi was having on his province, as well as recent demonstrations, strikes and shows of Hindu-Muslim unity. All these things, in Sir Michael's mind at least, were a precursor to a second Indian Mutiny. What happened next shocked the world. An unauthorised political gathering in the Jallianwala Bagh in Amritsar in April 1919 became the focal point for Sir Michael's law enforcers. Dyer marched his soldiers into the walled garden, filled with thousands of unarmed men, women and children, blocking the only exit. Then, without issuing any order to disperse, he instructed his men to open fire, turning their guns on the thickest parts of the crowd. For ten minutes, they continued firing, stopping only when 1650 bullets had been fired. Not a single shot was fired in retaliation. According to legend, a young, low-caste orphan, Udham Singh, was injured in the attack, and remained in the Bagh, surrounded by the dead and dying until he was able to move the next morning. Then, he supposedly picked up a handful of blood-soaked earth, smeared it across his forehead and vowed to kill the men responsible, no matter how long it took. The truth, as the author has discovered, is more complex but no less dramatic. She traced Singh's journey through Africa, the United States and across Europe before, in March 1940, he finally arrived in front of O'Dwyer in a London hall ready to shoot him down. On the afternoon of 16th November 1910 three hundred suffragettes left Caxton Hall in London in a fiery mood. Their plan was to march through the winter streets to the House of Commons. Marching shoulder to shoulder with Emmeline Pankhurst at the head of the procession was Sophia Duleep Singh - princess-in-exile, suffragette and revolutionary.

Born in 1876 Sophia Duleep Singh was a dispossessed princess of one of the greatest and most defiant empires of the Indian subcontinent. Her father Maharajah Duleep Singh, was heir to the Kingdom of the Sikhs, a realm that included the mighty cities of Lahore and Peshawar, stretching from the lush Kashmir Valley to the craggy foothills of the Khyber Pass. It was an empire irresistible to the British, who took everything, including the fabled Kohinoor diamond. Sophia's mother was the illegitimate daughter of a German businessman and an Abyssinian slave and her godmother was Queen Victoria.

Brought up in Elvedon in Norfolk, in a house transformed to resemble a Maharajah's palace replete with exotic animals, Sophia was raised to be as genteel as any upper-class Englishwoman, presented at court, living later at Hampton Court Palace, filling the society pages with her new fashions. But at the age of thirty-one, in 1907, she went secretly to India and returned a revolutionary. Her causes were to be the struggle for Indian Independence; the fate of the Lascars; the welfare of Indian soldiers in the First World War - and the fight for female suffrage.

He was also compelled to hand over to the British monarch, Queen Victoria, perhaps the single most valuable object on the subcontinent: the celebrated Koh-i Noor diamond. The Mountain of Light. The history of the Koh-i-Noor that was then commissioned by the British may have been one woven together from gossip of Delhi bazaars, but it was to become the accepted version. Following the recent financial crisis, regulators have been preoccupied with the concept of systemic risk in financial markets, believing that such risk could cause the markets that they oversee to implode. At the same time, they have demonstrated a certain inability to develop and implement comprehensive policies to address systemic risk. This inability is due not only to the indeterminacy inherent in the term 'systemic risk' but also to existing institutional structures which, because of their existing legal mandates, ultimately make it difficult to monitor and regulate systemic risk across an entire economic system. Bringing together leading figures in the field of financial regulation, this collection of essays explores the related concepts of systemic risk and institutional design of financial markets, responding to a number of questions: In terms of systemic risk, what precisely is the problem and what can be done about it? How should systemic risk be regulated? What should be the role of the central bank, banking authorities, and securities regulators? Should countries implement a macroprudential regulator? If not, how is macroprudential regulation to be addressed within their respective legislative schemes? What policy mechanisms can be employed when developing regulation relating to financial markets? Section 3 examines theoretical approaches that can be used when analyzing DCS firms including agency theory and principal cost analysis. Section 4 reviews divergences of findings in the empirical literature while Section 5 takes up two case studies of transactions in which DCS firms transformed their respective governance structures. Section 6 examines five governance characteristics against which DCS firms can be examined. Section 7 outlines the methodology and context while Section 8 sets forth data regarding DCS firm governance. The empirical analysis reveals that DCS firms generally do not voluntarily adopt governance provisions over and above existing law. Section 9 focuses on policy alternatives for regulatory reform prior to the conclusion in Section 10.
