The figure of the stranger is in serious need of revision, as is
our understanding of the society against which the stranger is
projected. Under conditions of globalization, inside/outside
markers have been eroded and conventional indicators of "we-ness"
are no longer reliable. We now live in a generalized state of
strangeness, one consequence of globalization: we no longer know
where our community ends and another one begins. In such
circumstances it is often the case that neighbors are the nearest
strangers. Strangeness occurs when global consciousness outstrips
global connectivity and this means that we need to rethink some
core elements of globalization theory.
"Cosmopolitan Borders" makes the case for processes of bordering being better understood through the lens of cosmopolitanism. Rather than 'world citizenship' an alternative understanding of cosmopolitanism is offered, emerging from a critique of the idea of 'openness', and founded on a different understanding of the relationship between globalization and cosmopolitanism. The core argument is that borders are 'cosmopolitan workshops' where 'cultural encounters of a cosmopolitan kind' take place and where entrepreneurial cosmopolitans advance new forms of sociality in the face of 'global closure'. The book outlines four cosmopolitan dimensions of borders: vernacularization, multiperspectivalism, fixity/unfixity, and connectivity.
This volume addresses the problem of cohesion in the European Union. It examines EU cohesion policies and other policies which significantly reduce the likelihood of cohesion being achieved, and also challenges the idea that regional policy is a form of wealth distribution.
