Unlike some other reproductions of classic texts (1) We have not
used OCR(Optical Character Recognition), as this leads to bad
quality books with introduced typos. (2) In books where there are
images such as portraits, maps, sketches etc We have endeavoured to
keep the quality of these images, so they represent accurately the
original artefact. Although occasionally there may be certain
imperfections with these old texts, we feel they deserve to be made
available for future generations to enjoy.

vom Blitz getroffen zu werden als einen Flugzeugabsturz
mitzuerleben. Wir wiegen uns in Sicherheit. Doch wie kommt es, dass
dieser heute vorherrschende hohe Sicherheitsstandard der
internationalen Zivilluftfahrt so selbstverstandlich fur uns ist?
Die vorliegende Arbeit soll den auf voelkerrechtlicher Ebene
beschrittenen Weg hin zur heutigen Sicherheitssituation aufzeigen.
Dabei wird ein UEberblick uber die Entwicklung des internationalen
Luftsicherheitsrechts von ihrem Anbeginn bis heute gegeben und der
aktuelle Umgang der Staatengemeinschaft mit Bedrohungen der
Sicherheit des Luftverkehrs durch staatliche und nichtstaatliche
Akteure analysiert. Dabei werden verschiede Bedrohungsszenarien
eingehend betrachtet und auf Aktualitat untersucht. Denn auch, wenn
sich allerorts in Sicherheit gewogen wird, ist die Zivilluftfahrt
noch immer favorisiertes Ziel fur (terroristische) Anschlage und es
stellt sich die Frage: Ist die Zivilluftfahrt wirklich so sicher
wie wir meinen oder lasst die gegenwartige Ruhe nur den nachsten
Sturm erwarten?
