The outbreak of the COVID-19 pandemic silently started in early 2020, and no one was prepared for it. Unlike the outbreak of SARS in 2002-2003, a similar coronavirus, it was less contagious than COVID-19, but tended to be more deadly. The COVID-19 virus is much more contagious with a relatively lower chance of causing death. Nevertheless, it is still one of the most dangerous viruses in human history. Studies of COVID-19 have attracted tremendous attention from academia and governments. However, they tend to focus on the fields of biology, virology, public health, and psychology instead of the politics, policies, and political attitudes related to the pandemic. Of course, it is critical to understand the nature of this virus and seek proper policy remedies to stop the pandemic and help citizens to regain their everyday lives, but how the pandemic has affected the public and their views toward politics is equally important as it will determine political outcomes in the near future. We compare the impact of the COVID-19 pandemic on public opinion, the dynamics of party politics in Taiwan, and some of its strategic neighbors.

The previous three conferences were held in Singapore in 2005, Hangzhou, China in 2006 and Hong Kong, China in 2007. As with the previous three conference proceedings, the proceedings of ISPEC 2008 were published in the LNCS series by Springer. This book provides an insightful guide to the design, testing and optimization of micro-electrode-dot-array (MEDA) digital microfluidic biochips. The authors focus on the characteristics specific for MEDA biochips, e.g., real-time sensing and advanced microfluidic operations like lamination mixing and droplet shape morphing. Readers will be enabled to enhance the automated design and use of MEDA and to develop a set of solutions to facilitate the full exploitation of design complexities that are possible with standard CMOS fabrication techniques. The book provides the first set of design automation and test techniques for MEDA biochips. The methods described in this book have been validated using fabricated MEDA biochips in the laboratory. Readers will benefit from an in-depth look at the MEDA platform and how to combine microfluidics with software, e.g., applying biomolecular protocols to software-controlled and cyberphysical microfluidic biochips.
Advances of video coding made an adverse impact on VLSI implementation over mobile communication systems. Those impacts mainly include area, power, and channel deterioration in the video decoding side. Therefore, this book presents a low- power dual-standard video decoder to improve the area/power efficiency. It supports MPEG-2 SP@ML and H.264/AVC BL@L4 video decoding in a single chip and features a scalable architecture to reduce the required silicon area as well as power dissipation. Moreover, to combat transmission errors of video streams, this design is robust to the channel behavior for improving the subjective and objective visual quality.

Chapters two to seven present China's social conditions in 2017 from six aspects, including urban and rural income and spending, employment for college graduates, social security system, education system, healthcare, and public safety. In chapters eight to nineteen, findings are presented and analyzed from a number of social surveys on topics such as the sharing economy, college students, new white-collar urban workers, online public opinion and others. A statistical overview of China's Social Development in 2017 is given in the last chapter.
