In the past eight years, there has been a massive increase in government spending on counterterrorism intervention development and implementation. Given this increase, there are two evidence-based policy questions that are important to address: Is there evidence that any of these programs are effective - in other words, can they be shown to be linked to reducing terrorism, terrorist recruiting, or to improving the response and management of terrorist events? Do these interventions have secondary or collateral effects that may be costly, harmful, illegal, beneficial, or otherwise? As Lum and Kennedy discovered in an evaluation research on counterterrorism interventions, only a minuscule number of empirical studies of terrorism exist and there is an almost complete absence of evaluation research on counter-terrorism strategies. This is startling given the enormous increases in the development and use of counter-terrorism programs, as well as spending on counter-terrorism activity. Even more disconcerting was the nature of the evaluations we did find; some programs were shown to either have no discernible effect on terrorism or lead to increases in terrorism. The emphasis of the need for empirical research in evaluating interventions and informing policy cannot be overstated, and is the primary goal of "Evidence-Based Counterterrorism Policy."
Police pursuits, often receiving a lot of media attention, have become a topic of concern and priority for both law enforcement and the communities they serve. They often come with high risks for the well-being of community members and for both the police officers involved in the chase as well as for the fleeing suspects. In this brief, we summarize what is known about police pursuits, from both legal decisions and criminological research. We then discuss the impact of this research on police pursuit policy, court decisions, and media reports. We offer suggestions about the need for more development and use of research, and the challenges for research to be integrated into police policies, training, supervision and accountability systems.

Today's police agencies are in a period of both crisis and reform as they try to improve their ability to deliver public safety to citizens in ways that are effective, legitimate, and sustainable. Evidence-based policing offers one such solution - an approach which emphasises the value that research can bring to police officers and, by extension, the public they serve. However, evidence-based policing is not just about the process of understanding and evaluating police practices. It is also about translating and using that knowledge in daily police activities. This unique book examines the scientific evidence for the effectiveness of various police practices and provides tools to help turn research into practice. Part I gives a practitioner's definition of evidence-based policing, a primer on how to judge and interpret research findings, and a review of the Evidence-Based Policing Matrix, a tool for translating research on police crime control interventions. In Part II the authors review the breadth of knowledge about policing interventions for people, places, communities, and technology, focusing on how to optimize operations based on this information. Tools and ideas that can assist in implementing evidence-based practices into patrol, investigations, supervision, management, crime analysis, and leadership are provided in Part III. Finally, in Part IV the authors speak to researchers about how they might continue to work with police agencies to advance evidence-based policing.
