The 2020 deaths of George Floyd and Breonna Taylor rekindled
decades old concerns about the legitimacy of policing. They ignited
the international recognition that Black people are subjected to
forms of police violence that exceed the boundaries of formal law
and human decency. This book confirms that the Floyd and Taylor
cases are not isolated incidents and provides suggestions toward
prevention. The contributors to the book have served on both sides
of the criminal legal system. They have been those who were tasked
with enforcing the law and those who have been subject to law
enforcement. Consequently, they are able to identify specific
failures of a system that focuses on race, specifically Blackness,
as a primary indicator of criminal propensity. Through these
chapters, the authors suggest academically, morally and practically
sound corrective measures for moving toward a goal of equal, rather
than discriminatory and excessively harmful, treatment under the

At the Heart of the Borderlands is the first book-length study of
Africans and Afro-descendants in the frontiers of Spanish America.
While people of African descent have formed part of most
borderlands' histories, this study recognizes and explains their
critical contribution to the formation of frontier spaces. Lack of
imperial control coupled with Spain's desperation for settlers and
soldiers in frontier areas facilitated the social mobility of
Afro-descendants. This need allowed African descendants to become
not just members of borderland societies but leaders of it as well.
They were essential actors in helping to shape the limits of the
Spanish empire. Africans and Afro-descendants built, opposed, and
shaped Spanish hegemony in the borderlands, taking on roles that
would have been impossible or difficult in colonial centers due to
the socio-racial hierarchy of imperial policies and practices.

Personnel Management, and the National Performance Review; the
Senior Executives Association and the Federal Managers Association;

Climate can be defined as an ensemble of many weather phenomena.

the economy. For most societally sensitive extremes and related
changes in their vari ability, an analysis based on daily data
becomes necessary. This paper considers two aspects (relative and
absolute values) of extreme temperatures on a daily basis. We do
not consider spells of extreme days, periods which will likely have
greater socio-economic and health impacts (Kalkstein et al., 1996;
Wagner, 1999), than individual extreme days.
