Sander chronicles changes in the Executive Office of the President
(EOP) paralleling change and expansion in the federal government,
the executive branch, and the office of the president, from its
inception to the end of the Truman administration. . . . In his
intriguing analysis of the historical dialectic surrounding
theoretical questions about EOP Sander shines, showing the
multi-colored underwear of a gray-flannel organization. The EOP
becomes the playing field of a dynamic contest among differing
constitutional and theoretical views. Sander has written a book
about what could be a dull and lifeless topic, and made it
enjoyable. Choice The creation of a staff to aid the chief
executive in his immense management task was a crucial element in
the development of the modern presidency. Focusing on the period
that witnessed the most extensive changes in the executive branch,
this book traces the evolution of the executive office of the
President, and looks at the complex ways in which this organization
has affected both the president's role and the operation of the
federal government. Sander explores the political and
administrative issues raised by the creation of a separate corps of
careerists serving the president and independent of the departments
and concludes with an assessment of various proposals aimed at
reorganizing and controlling the appointment and functions of the
presidential staff. Following a historical overview of major shifts
in the presidential role, the author discusses the gradual increase
in presidential staff and institutional support that occurred in
the 1920s. Sander next examines the evolution of Roosevelt's
executive office and the important precedents that were set during
his administration. The primary focus of the book is on the major
expansion of the presidential staff that occurred during Truman's
tenure. When Truman left office, the basic staff services that
enable the president to carry out his duties were in place. These
were the Bureau of the Budget, the Council of Economic Advisors,
the National Security Resources Board, and the National Security
Council. Providing new insights on the forces and events that have
shaped the institution of the presidency, this book will be of
particular interest to those in the fields of political science,
American political history, American public policy and public
administration.
When Dwight Eisenhower ran for president he was so confident that
he could organize the Executive Office more effectively than his
predecessor that he made it an issue in the campaign of 1952. When
he entered office he found that Congress had given him just two
months to reorganize the Council of Economic Advisers or see it
dissolved. The changes he made in the Council still form the basis
of its organization. This book, based largely on original sources,
attempts to analyze what Eisenhower did and did not do, and how
well the mechanisms he installed worked.
Agricultural Policy in the United States: Evolution and Economics
traces U.S. agricultural policy from its colonial roots to the
present, using economic concepts to analyze and interpret political
and economic consequences. It also examines the processes by which
agricultural policies are developed, and the government structure
which supports the implementation of legislation passed by
Congress. The book includes arguments for and against common tools
of U.S. agricultural policy, without influencing the reader in a
particular direction. Each chapter contains questions and exercises
to support students' learning, and technical economic material is
contained in optional appendices. This second edition examines the
Agriculture Improvement Act of 2018 and sets the scene for future
policy developments. Additionally, it looks at trade wars and the
impact of Black Swan events like the COVID-19 pandemic on
agricultural resilience.

"Symone's honest and profound reflection on standing up and
speaking out is sure to inspire young people across the country to
become the change agents the world needs." - Congresswoman Maxine
Waters In this rousing call to leadership, the self-described
millennial spokesperson for the culture, CNN's designated "woke AF"
former commentator, and the youngest national press secretary in
the history of the United States shares her take-no-prisoners
approach to life, politics, and career success, and shows a new
generation how to be loud and powerful in their own right. Many
people-most notably white older men-may try to stop Symone Sanders
from speaking up and out. But Symone will NOT shut up. And neither
should you. In this inspiring call-to-action, Symone tells stories
from her own life of not-shutting-up alongside loud young
revolutionaries who came before her to help you find your authentic
voice and use it to your advantage; to fight ideological battles
more effectively; and to resist those who try to silence you. We
are all gurus, masterminds, artists, entrepreneurs-we are the
change agents we have been waiting for. IT IS US. And the time is
RIGHT NOW. I know you're wondering, "But HOW?" And we don't have
all the answers! Symone is the first to admit we're all winging it
in one way or another. But the point is we're out there doing it.
So get started. Open your mouth and start talking. Loudly. No You
Shut Up goes beyond the surplus of "Vote-Or-Die" books we've seen
before. Because change doesn't just happen at the ballot box. We
need people fighting oppression, injustice, and inequality-in the
workplace, on the cultural battlefield, in government, in every
corner of the world. With spirited storytelling filtered through a
voice that cannot and will not be ignored, Symone inspires you to
start now. You don't need to have all the answers, or wait your
turn to help create the change you want to see. All you need is a
new toolbox, an unshakable commitment, and the confidence and
guidance to wield those tools effectively.
A COMPLETE UPDATE AND REVISION OF THE CLASSIC TEXT "At last, a
manual of operations for comparing the cost-effectiveness of a
preventive service with a treatment intervention." -American
Journal of Preventive Medicine Twenty years after the first edition
of COST-EFFECTIVENESS IN HEALTH AND MEDICINE established the
practical benchmark for cost-effectiveness analysis, this
completely revised edition of the classic text provides an
essential resource to a new generation of practitioners, students,
researchers, and policymakers. Produced by the Second Panel on
Cost-Effectiveness in Health and Medicine-a team of 13 experts from
fields including decision science, economics, ethics, psychology,
and medicine-this new edition is a comprehensive guide to the use
of cost-effectiveness analysis as an evaluative tool at the
institutional and policy levels. As health care systems face
increasing pressure to derive maximum value from expenditures, the
guidelines in this new text represent not just the best information
available, but a vital guide to health care decision-making in a
challenging new era. Completely revised and enriched with examples
and expanded coverage, this second edition of COST-EFFECTIVENESS IN
HEALTH AND MEDICINE builds on its predecessor's excellence,
offering required reading for both analysts and decision makers.
Much of the material in this book comes from what I've learned as
I've traveled around the country conducting seminars about working
profitably in the automated office. During the first few months of
those seminars, there was a question I was asked more often than
any other single question. I wa~ asked the question so often that I
gave it a nickname. I called it my "What The Devil" question. Often
in different words, usually at the morning break in the seminar,
and almost always with an effort not to offend or embarrass, I was
asked, "What the devil is a psychologist doing conducting seminars
about computer systems?" I'm not asked "What the Devil" questions
much anymore. Those familiar with office automation have come to
realize that human factors chiefly determine whether a computer
system will be a success or an expensive failure. So many computer
systems have not gained acceptance by is employees because the
planners didn't use good psychological sense. That especially true
as the computers move from the Engineering Department into the
executive suites and the role of computers changes from just
producing paper into also assisting in managerial decision making.
One human factor I've learned is that people would much rather skip
around in a book than read it from front cover to back cover
directly. It's true whether the book is a user manual for office
equipment or a volume on computer systems for decision makers.
