Established in 1971 by Singapore, Malaysia, Britain, Australia and New Zealand, the Five Power Defence Arrangements (FPDA) has proved to be one of Asia's most enduring military pacts. Since its foundation, the FPDA has functioned as an important confidence building measure between its two Southeast Asian members, and has facilitated interoperability, professionalization and cooperation among the armed forces of the five countries. Crucially, its inherent flexibility and adaptability has enabled it to respond effectively to changes in the geopolitical environment as well as the emergence of new security threats. Now in its fortieth year, the FPDA remains a valuable component of Asia's security architecture in a time of change and uncertainty.

Over the last 40 years, the ISEAS - Yusof Ishak Institute has been honoured to partner with the Singapore government in hosting 44 Singapore Lectures. The Singapore Lecture series is a unique public platform for world leaders and experts visiting Singapore that reflects the city-state's role as a global hub of ideas and diplomacy. The 21 lectures chosen for this 40th anniversary volume chart the fundamental changes in the global economy and the inter-state system that Southeast Asia and Singapore have successfully navigated over these four momentous decades.
Asia is rising and will wield greater economic and strategic weight in world affairs. However Asia also faces numerous challenges like poverty, domestic instability, deficiencies in governance and the rule of law, inter-state disputes and rivalries, and military build-ups, to name just a few. The celebration of Asia's rise would be premature if it is not accompanied by lasting peace and cooperation between states and justice and prosperity at home. The achievement of this happy state of affairs will require continuation of wise and pragmatic leadership, especially among the major powers. This collection of essays reflects on some of the major political and security issues in the region in recent times, including the balance of power among the major powers, American engagement and policies in Asia, India's rise, the global war on terrorism, the Iraq war, domestic developments in some countries as well as ASEAN's efforts to build regional peace and security.
Southeast Asian Affairs, of which there are now thirty-one in the series, is an annual review of significant developments and trends in the region. Though the emphasis is on ASEAN countries, developments in the broader Asia-Pacific region are not ignored. Readable and easily understood analyses are offered of major political, economic, social, and strategic developments within Southeast Asia. The contributions can be divided into two broad categories. There are those which provide an analysis of major developments during 2004 in individual Southeast Asian countries and in the region generally. Then there are the theme articles of a more specialized nature which deal with topical problems of concern. The volume contains twenty-one articles dealing with such major themes as international conflict and cooperation, political stability, and economic growth and development.
