Zur Lasung dieser Aufgabe sind A.rzte, Hilfskrafte und Laienhelfer natig, daruber hinaus jedoch auch die Bereitstel lung aller materiellen Hilfsmittel, die Rettungsorganisationen und staatliche Einrichtungen einschlieBlich Krankenhauser an bieten kannen. Rettungs- und Notfallmedizin allein kannen keinesfalls katastrophenmedizinische Probleme lasen. Aus medizinischer Sicht sind Art, Zeitpunkt und AusmaB einer Katastrophe unbekannte GraBen. Es kann sich z. B. urn ein Eisenbahnungluck, eine Uberschwemmungskatastrophe, ein Erdbeben oder auch urn einen nuklearen Unfall handeln. Gemeinsam ist allen Katastrophenjedoch die Tatsache, daB in der ersten Phase eine groBe Anzahl hilfsbedurftiger Men schen versorgt werden muB. In dieser Zeit herrscht in aller Regel eine vollkommene Desorganisation und Mangel an Mit teln fUr Transport, Unterbringung und auch medizinischer Erstversorgung. Der Sichtung kommt uberragende Bedeutung zu. In der nachsten Phase der medizinischen Versorgung im Lazarett und Krankenhaus m"\lB. auf die Art der Katastrophe medizinisch eingegangen werden. Diese vielfaltigen medizini schen und organisatorischen Aufgaben sind nur gemeinsam las bar. In der Bundesrepublik Deutschland wurde in dieser Hinsicht aus den verschiedensten, z. T. irrationalen Grunden zu wenig getan."
