More countries are now using Strategic Environmental Assessment (SEA) than ever before. This timely and comprehensive Handbook describes the implementation of SEA in 18 countries around the world, as well as a critical analysis of different SEA methodologies. The Handbook starts by introducing key SEA principles and the legal requirements of the new European SEA Directive (which became law in 2004). It then describes the implementation of SEA in 11 European Union countries, as well as the USA, Canada and New Zealand. This is contrasted with SEA requirements of four developing countries. The Handbook explores public participation issues and the wide-range of SEA methodologies used in terms of resources (soils, water and biodiversity) and sectors of activity (transport, agriculture, waste management and industry). The Handbook concludes with a discussion on best practice, capacity building and the future of SEA.

The contributions in this book present a variety of ideas, approaches and tools regarding the adaptation to climate change in specific countries and regions. In addition to examining (existing) legal instruments, they also focus on the implementation of economic instruments and planning tools, as well as their (further) development. Rather than simply discussing strategies to counteract climate change by reducing emissions, the authors also search for ways of actively adapting to climate change.

Umweltbeeintrachtigungen machen an Grenzen nicht halt. Gerade im zusammenwachsenden Europa kommt es aus Grunden der Konfliktvermeidung besonders darauf an, mogliche Umweltbeeintrachtigungen im Nachbarland bei behordlichen Entscheidungen zu berucksichtigen. Voraussetzung hierfur ist aber, dass sowohl Behorden, aber auch die Offentlichkeit im anderen Staat eine Moglichkeit erhalten, ihre Einwande, Vorbehalte oder Verbesserungsvorschlage ins Verfahren einzubringen. Das ist nicht immer einfach; zu komplizierten Verfahrensablaufen kommen Sprach- oder Verstandigungsprobleme und unterschiedliche Rechts- und Verfahrenskulturen hinzu. Dieser Tagungsband stellt die Ergebnisse eines Workshops zur grenzuberschreitenden Beteiligung der Offentlichkeit und von Behorden zwischen Deutschland und Polen vor. Er behandelt die grenzuberschreitende Zusammenarbeit aus unterschiedlichen Perspektiven auf unterschiedlichen Ebenen, von der lokalen uber die regionale und gesamtstaatliche bis hin zur internationalen Praxis.
